Kokomo Tribune (Newspaper) - June 21, 1994, Kokomo, Indiana 143 No 288 Kokomo md 50 cents BBim Kokomo Police Department Lt Brian Thompson wipes his forehead while coping with a semis diesel fuel spill on 31 Monday afternoon Tribune photo by Brian Reynolds Spilled diesel fuel fouls local traffic Traffic along 31 from Boulevard to Markland Avenue was blocked for about hours Monday when a semi tractor trailer jackknifed causing its ruptured fuel tank to spill more than 60 gallons of diesel fuel on the roadway The semi driven by Solomon Dennard 48 South Bend was a 1987 white Peterbilt tractor with a flat bed trailer owned by Renike Construction South Bend Dennard was not injured according to Kokomo Police Lt Brian Thompson According to the release Dennard was traveling north on 31 on his way to South Bend Apparently before reaching the intersection at Markland Avenue a passing motorist flagged Dennard down and told him that his fuel cap was dan gling Dennard then pulled over and noticed some fuel had spilled on He put the cap back on and continued on his way When he approached the intersec tion at Markland Avenue the light turned yellow Dennard hit his brakes causing the back tires to lockup The truck then jack knifed causing the trailer to strike the tank rupturing it Hazardous materials personnel from the city police Kokomo Fire Department and State Highway were called in to close 31 and assist in the cleanup After Dennard gained control of the truck he continued north on 31 until he realized he was leaking diesel and stopped at Barkdol Street Some traffic was rerouted through 17th Street behind Markland Mall According to Fire Chief Joseph Zuppar do the spill did not cause an environmen tal threat but was a traffic hazard When large amounts of diesel fuel are spilled like that it turns very slippery Our primary concern was to get it off the road as quickly as Zuppardo said Tipton bristling over tent flap By LISA FIPPS Tribune Tipton Bureau TIPTON Ind Its nothing but the Tipton County commissioners dont want the Pork Festival food tent on its parking lot this September The annual festival held the Thursday Friday and Saturday after Labor Day promotes and celebrates one of Tipton Countys primary agricultural products pork Its estimated people from all over the Hoosier state and a few surrounding states attend the Pork Festival each year many come just for the choplick ing pork cooked in the food tent When asked during Mondays meeting if they would allow the Pork Festival tent on the parking lot south of the courthouse Com missioner Carl Colbert said I wonder how many times weve been asked that The sesquicentennial committee which had planned to put up a similar but smaller tent was told just days before the June 10 and 11 celebration ByJEFFPARROTT Tribune staff writer t Howard County Sheriff John D Beatty told county commissioners at Mondays meeting that hes willing to return leftover prisoner meal money and tax warrant com missions to the county in a rene gotiation of his salary The commissioners took his comments under advisement but reacted coolly to the offer large ly because by the time a new con tract would be renegotiated Beat Beatty amends financial report By DAVID HAWKINGS Thomson News Service WASHINGTON Sheriff John D Beatty is telling Congress he profited a little less from doing Howard County business in the last year and a quarter than he originally declared But he said Monday he would be resolute in refusing to disclose specifics even if it detracts from his congressional campaign Beatty is the Democratic chal lenger to firstterm Republican Rep Steve Buyer in the 5th House District which includes Howard Cass Miami and Carroll counties In a revised financial disclosure form that he said has been sent to Capitol Hill the sheriff confirmed that he supplemented his 1993 salary with between and from two sources that are legal but seldom publicized pub lic funds leftover after Beatty fin ishes feeding county jail inmates and bounties on the delinquent state taxes he collects This was the same thing he said in his original disclosure But the new form says he collected only between and renegotiate employee cdntracts not the commissioners Beatty said he understood that but he just wanted commissioners to know where he stands on the issue He acknowledged it may be too late to affect his pay but renegoti ating his contract would set the stage for the next sheriff Beatty told commissioners I feel like Im caught in a legal straight jacket referring to the state law under which he keeps unspent jail meal money He said the county council has declined his offers in the past to return the leftover money in exchange for a salary increase County Council President Richard Miller has said the coun cil will possibly look into chang ing the way the sheriff is paid in the wake of recent Kokomo Tri bune reports light on the sheriffs total income for last year The sheriff made from to in 1993 according to a personal financial statement he submitted to Congress He has refused to disclose the exact amount but checked a box on the form marked to for income described as tax warrants and meal money Howard That doesnt include his salary Commission President David Griffey said hes fielded a barragf of phone calls from residents angry at the commissioners for allowing such an expenditure of tax dollars But the county is required by law to pay the sheriff a set price per meal Based on a state sched ule in which prices vary according to county population Beatty gets per meal psychiatric problems dressed himself in black took a taxi to a hospital at his former base and stalked the halls spraying bullets from an AK 47 Four people were killed and 21 wounded before a military police officer shot him dead One of the first people killed Monday at Fairchild Air Force Base was the psychiatrist who had recommended Dean A Mellbergs discharge He knew where he was going He went directly to that office said Undersheriff John Goldman Eight of the wounded were in critical condition today Among the wounded were a 3 yearold boy and a 5yearold girl Hospital officials would not release thcfr conditions or the names of the victims Goldman identified the gunman as Mellberg 20 of Lansing Mich He had been stationed at Fairchild as recently as February and was discharged in May Goldman said Details of his psychiatric prob lems were not immediately avail able The gunman wore black jeans a black Tshirt and sneakers He stowed his AK47 assault rifle in a large duffel bag during the 10 mile taxi ride from a Spokane motel to the base Goldman said The gunman first entered a hos pital annex unwrapped his AK47 iri a bathroom went to the office of his former psychiatrist and started shooting After killing the psychiatrist and another person and wounding a third he went down the halls and corridor spraying Goldman said A third person was killed in the halls of the annex The gunman then shot up the hospitals cafeteria and went out to the parking lot where he killed a fourth person The gunman was chasing a man around a parked car when a mili tary policeman sped into
