Tribune staff writer A state law with a preliminary deadline of June 30 that aims to reduce the amount of waste that clogs up landfills has little teeth in it said Tom High superintendent of the Municipal Wastewater Treatment Plant By June 30 Hoosiers may not throw yard waste grass clippings leaves and limbs in with their household trash to be picked up by the street department Instead leaves and grass have to be bagged separately and taken to a separate area for composting instead of being dumped into the landfills Its another of those laws without any teeth to High said referring to the fact that there are no penalties for those who refuse to follow the state mandates However he conceded that the reason for this is because it is difficult to enforce and public education may be the best resource Theres still going to be grass mixed with trash after June 30 and even after Sept 30 but eventually it may be High said Joe Ewing Kokomo assistant street commissioner agreed that there was little the street department could do if people insisted on mixing grass with regular trash We can always tell if theyre been mixed together by the weight of the he said However he said that even though the street collection staff was aware of the contents of the bags it was unlikely that those bags would not be collected I really dont know if were going to leave those behind or he said The citys responsibility is not to mix the trash with the organic waste after they have been collected High said Kokomo is one of those Indiana cities which has had its composting program in place and has been encouraging local residents to set up their own homecomposting pro grams Weve been having two trucks go round to pick up trash and another one for grass High said referring to the citys curbside collection of waste Weve picked up tree limbs separate An area at the rear of the wastewater treatment plant has been allocated ta the composting of grass leaves and limbs and the resulting compost has been given away to residents wno come and pick them up in their ownVehicles Indiana officials have mandated that landfills here are filling up and the state must reduce the waste being produced Organic waste in plastic bags in land fills remains there for years whereas grass leaves and limbs can be turned into compost within six months and returned to the soil According to an Associated The Associated Press How long can this heat go on Count on it for at least another week In fact theres no relief in sight We could be into the warm and hots at least into early next Meteorologist Eric Zimmerman of the National Weather Service office in Indianapolis said today Summer by the way doesnt officially arrive until EST Tuesday Astronomically that is Climatogically speaking summer began June 1 Zimmerman said Strangely the day summer arrives could be the coolest day that much of the state enjoys or should that be endures during the last half of June A cold front sweeping across Indiana from north to south will lower temperatures but by only five to 10 degrees Zimmerman said High temperatures in the northern naif of the state Tuesday are forecast to reach only the mid dle to upper 80s but return to the 90s the following day Southern Indiana still will have highsin the lower to middle 90s Before you start feeling sorry for the southernmost residents of this state keep in mind that nprthern sections generally have had the warmest weather so far Zimmer man said Fort Wayne reached 99 on Sunday and South Bend turned in a record 98 degrees last week Terre Haute in west central Indiana reached 100 on Sunday the weather service said The National Weather Service in Indianapolis said Kokomo and the Howard County area experienced high temperatures of 97 degrees Sunday Local weather observer Bob Wise said that for all of 1993 there were only two days of the year that saw 90degree temperatures But this is the eighth consecutive day that the region has had to endure temperatures hovering around 90 degrees and beyond he said The record high was in 1953 when the mercury hit 102 degrees he said Scattered showers were record ed in parts of Kokomo and today theres only a 30 percent chance of scattered thunderstorms The high today will be 96 and the low around 74 Tuesday will see 94 for a high and 72 for the low with 20 percent chance of scattered thunder storms It will cool off slightly on Wednesday night which will see highs of 93 and lows of 68 Thurs day will be partly cloudy with highs of 90 and lows of 68 degrees Friday will be wanner yet with highs of 96 Wise said An area of high pressure lodged in the upper atmosphere over Indiana is keeping most fronts from penetrating the state and bringing a change in the weather Zimmerman said The weather McCormick said The rain really helps that area Also the rains a week ago were real helpful the extension agent said With all the hot temperatures and humidity these crops take up a lot of water Before long though the crops will need some rain I dont think were critical yet but its one of those things when youve got this kind of heat things need to pull water from McCormick noted many farmers are reporting their crops look real healthy The heat also causes a lot of stress on livestock With both heat and humidity the stress is high especially for animals kept outside he noted Many farmers are using sprin kler systems inside buildings to keep animals cool McCormick said Movement and transporting animals is real critical at this time McCormick added Animals should have plenty of water
