Kalispell Daily Inter Lake (Newspaper) - December 15, 1998, Kalispell, Montana A Page a4 the daily inter Lake wednesday december 16,1998 opinion Fine fix councils gotten itself into the Kalispell City Council has wrangled itself into a Fine fix. Since firing its City manager in May the Council has advertised the Job whittled the stack of too applicants Down to four finalists interviewed those four rejected two squabble Over the other two then offered the Job to one a who had seen enough and said no thank you very much. That leaves the other finalist a candidate Well known to the evenly split Council because he is one of them the most senior member of the City Council who voted with the majority to fire the former manager but who really can to vote in this Case for obvious reasons since head either be voting to give himself the Job or voting not to which a if he were to Stop and think about the chances of Ever pleasing this divided Council a might be the vote that is in his own Best interests. Half after All really want him while half really done to. Upon reviewing How the Council got from there to Here a sceptical observer might find reason to question the integrity of the process As Well As the Prospo cts for finding a candidate competent enough to perform the Job and yet crazy enough to take it. First of All there was the firing of Clarence Krepps the former City manager whose greatest sin was being slow to accept the change in counsel philosophy that came with a new mayor and a new majority taking control after the election. The new mayor in particular was distressed to learn that the Job he had won in the election did not come with a Crown and a standing army All of this caused a juror in City Hall and a few unhappy folks there used the situation to Cash in their options which added to the general malaise and to the belief that no City manager would be Able to do the Job without copying up to the Council majority. That perception was magnified when the aforementioned councilman Gary Nystul who regularly votes with the new majority added his application to the stack on the last possible Day. And although he did not meet All the criteria the Council had required of applicants he quickly became a leading candidate now of course he is the Only one left. Nystul knows Kalispell and he certainly understands City finances. If he had the unqualified support of the Council and if people were willing to Overlook the appearance at least of a Sham Job search he might be Able to pick up management skills soon enough to do the Job. But those two a a ifs Are mighty troubling a enough so that we believe the Council should either re examine the stack of applicants it has or advertise for new ones. Whoever is hired will have to work with the Council not against it. That a Tough when half its members did no to want you in the first place and will see every slip up As proof their judgment was Correct. So what to do keep looking. Find someone the whole Council can accept. Give that person time to learn what a what and to earn the Trust of the Council and the staff. Then for heavens Sake and the City a let Mem do the say anything but impeachment by Kevin Merida Washington a a a foolish. A a reprehensible. A a reckless. A a lying. A disregard for his obligations As a Law abiding american. A a and that a what the presidents friends Are saying about him. There a something surreal about watching a defense that is Seething with condemnation for the defendant. But that a where we Are in the Case to save Bill Clinton a hide. The Case is being made by democrats who Are trotting out All their Best adjectives and metaphors hoping to denigrate their presidents behaviour All the Way to censure heaven. Censure is nirvana compared with the Guillotine the Republican controlled House judiciary committee set out for Clinton Friday when it voted to recommend impeachment. The rest of the House will get its turn at judgment this week but for now democrats Are playing the rhetorical game of a How Many ways to Damn a Louse without booting him from a the has diminished his personal dignity and that of the office of the presidency. He has brought the presidency into disrepute and impaired the image of the president As a role Model for younger so says Rick Boucher the democratic congressman from Abingdon va., and a leading presidential Rescue worker. But. A a Resolution of censure passed by both houses of Congress requiring the signature of the president As an acknowledgement of the Public a rebuke of his tawdry conduct is the preferable Boucher was kind of rough. But the Bottom line no impeachment. Some democrats Are More comfortable with the fairy tale approach. A there is something Alice in wonderland like in watching someone so smart and so skilled so admired by the american people for his intellect and his talents digging himself deeper and deeper and deeper into a Rabbit Hole and us along with him and allowing him to escape so says Howard Berman a democratic congressman from Sherman Oaks calif., and another presidential paramedic. But. A was regards the Basic concept of what constitutes an impeachable offence for me the logic applies i know it when i see and a this in t talk about an Odd support group. Democrats Are not saying a a done to Fine the nations chief executive hundreds of thousands of dollars he does no to they re not arguing against criminal prosecution once he leaves office. They re not pleading that he be spared a jail cell when the Sun sets on his reign in Washington. Just done to impeach. And so to make the anti impeachment Sale they must Ratchet up the vitriol for Clinton so a despicable. A a shameful. Quot unacceptable deportment. A the pejorative has been used frequently in terms of his behaviour a explains rep. William Delahunt a judiciary committee Democrat from Massachusetts. A obviously its but. A at the same time i recognize that there Are Many sinners in the word choices Are important in this March to censure. In his latest contrition speech Friday Clinton quoted Omar Khayyam so the Rubaiyat a translated from the persian by Edward Fitzgerald. Others prefer the Slang of their neighbourhood. A you May choose to believe that the president was disingenuous that he was not particularly helpful to Paula Jones lawyers when they asked him intentionally vague questions or that he is a bum a argued committee Democrat Jerrold Nadler of new York. A but that does no to make him guilty of a bum a a that san upper West Side and Brooklyn image a explained Joel Finkelstein Nadler a spokesman. A this Point is you can Call anyone a bum but it does no to have bearing on whether or not the president should be Finkelstein figured this should be explained further. A the talks like that. Like a throw the bums apparently just not the bum who lives at 1600 Pennsylvania ave. Cd 1998. The Washington Post move against Clinton shows decline of presidential Power by Robert Dallek tile impeachment of Bill Clinton is As the saying goes one for the history books. Nothing seems Likely to be More memorable about Clinton s presidency than the 1998 debate Over whether he should be impeached and removed from office historians will struggle to make sense of what will seem like relatively trivial reasons for the current assault on the president. Alongside the two earlier impeachment crises in 210 years of presidential history the Clinton impeachment seems almost silly. The Andrew Johnson impeachment and trial were about How to reconstruct the Union after a War that Cost 620,000 lives. Richard Nixon a resignation came after irrefutable evidence of presidential abuse of Power an Effort to subvert a presidential election obstruction of Justice to cover up White House wrongdoing and a cover up of the cover up As the additional 201 hours of watergate tapes now make Crystal Clear. No future commentator will or should let Clinton off the Hook for his embarrassing behaviour in the White House. No Clinton apology including his most recent Appeal on Friday will Ever fully repair the damage to the dignity of the highest elected office the presidents a laziness and Monica Lew Insky jokes will Echo through history. Historians also will have Little kind to say about Clinton s astuteness As a politician. As Only the third president in the country a history to face an impeach ment crisis Clinton will not get High Marks for effective leadership or management of Congress. Still historians will not see Clinton a reckless private behaviour As the principal source of this impeachment struggle. They will View the current Travail As the culmination of events dating from the 1960s. Specifically they will explain Congress action against Clinton As a culmination of or endgame in the decline of the Imperial presidency Clinton a impeachment crisis Speaks volumes about the loss of presidential authority. Historians will begin with Lyndon Johnson a credibility Gap Over the Vietnam War Nixon a protestations that he was not a Crook and eventual re Signa Tion the creation of an office of Independent counsel or special prosecutor the intelligence committee hearings of 1975-76 revealing Cia and Fri constitutional abuses sanctioned by the White House and the Iran Contra scandal during Ronald Reagan a second administration. All have eroded Public Trust in the White House. Congress and the Media Are less respectful of presidential authority and that has led to a weakened presidential capacity to Lead the country. More important the change in perspective toward the presidency has made Congress or at least some considerable number of representatives and senators All too ready to reverse a National election by ousting a sitting president. Perhaps nothing has contributed More to the cur rent mood than the end of the cold War. The Imperial presidency was largely the product of the International contest Between the United states and the soviet Union. When Dwight Eisenhower lied to the country in 1960 about the u-2 spy plane and then explained it As necessitated by National Security in the face of the soviet threat no one called for his impeachment or even a reprimand. Now partisanship Between a Republican Congress and a democratic White House has turned into demands for the presidents removal for lying about sex. It is probably the Case that the president has committed perjury before a grand jury but it is almost inconceivable that an opposition Congress would be calling for his head if the nation were still in the midst of a serious struggle abroad. What then should be done moderate House republicans who hold the key to the presidents Fate should put aside any feelings of personal antagonism toward Clinton for his legalistic response to the charges against him and vote against impeachment. They could then Lead a Resolution of reprimand and censure through the House that would leave a significant negative Mark on his legacy. Making Clinton the Only president in american history to have been permanently censured the censure of Andrew Jackson was later expunged by a democratic con trolled Senate would be a meaningful punishment for a president who is so concerned about the judgment of history. Robert Dallek is a professor of history at Boston University he is the author of several books on modern . lefty says a let him hang by Christopher Reed perhaps i really am the last unreconstructed lefty in Southern California if the pitiful Lack of attention devoted to a left perspective on the Clinton impeachment is any guide. My position is that his treachery of even his own watery liberalism is so blatant that if sexual betrayal provokes his downfall so be it. The president is devious and dishonest on so Many counts that the argument advanced by others on the left that the Quot Blue noses must not win does not work. The nation will not condemn or condone adultery because the president committed it. But on his abuse of Power allowances Are already being made. White House and Democrat Devotion to polls showing 2-1 presidential support come belatedly and self Servin Gly. The Public outpaces the White House and Congress on so Many social issues that invoking mass opinion comes dangerously close to the populist response that Washington always seeks to avoid. Another tactic exposes Clintonia deceit the private is. Public Issue. His spin artists have insisted that his sexual escapades Are private and he should be allowed to continue with Public business. But How much of our time was wasted this year with the Campaign of Public officials up to the Secretary of state sent Forth on the taxpayers Dollar to lie on the Zipper meisters a behalf Bill Clinton a blurring of private and Public goes Back to the provision of an Arkansas government Job to Gennifer Flowers when Arkansas state government had no vacancies for a Torch Singer. Yet had he acknowledged his sexual affair with Monica Lewinsky in january and added a but ifs my private problem and none of your business a Public and press would have been forced to leave it at that. Like the Cia Clinton has always preferred Quot plausible denial Over the truth something that should have been apparent before his election. Indeed the pundits still insist that we knew he was a philanderer but chose to ignore it. More important was his history of abusing his office again going Back to Arkansas Days. More Alert and less sympathetic Media could have done More to cover that beforehand. The Clin tons eager embrace of Quot business in Little Rock with a Larce nist such As the late James Quot Diamond Jim Mcdougal and his wife Susan in a state notorious for free Wheeling attitudes to finance also should have provided earlier warning. The Clinton represent the worst in modern american politics ruthless ambition Over a desire to serve preoccupation with political funding Over a fair system opportunism Over principle betrayal of any cause or policy Over taking a stand and a desperation to gain and keep office Over any obligation to Honor its responsibilities.
