Ii. Wright recorder. To the editor of the Liberal last week through Clouds of dust and under a scorching Sun we enjoyed buggy ride passing through Bowel s Prairie to Cascade and thence southerly. The Prairie reminds us of some of the gardens of Illinois. Cascade whose main Street forms three parts of a broken line with slight obtuse angles has every appearance of Thrift and Enterprise. We had no time to take notes or form acquaintances but judging from appearances a Good class of business men represent the place. We visited the Bountiful i talc Cascade from which we suppose the town is named Over which the Waters of the North Fork have submitted to their downfall through unknown Ages before submitting to the use of the mechanical arts of Man. We met our old Friend the Rev. S. Knickerbocker m. E. Clergyman who is Labouring for the Good cause in that place. We also met with the Rev. Or. The new code of Iowa which goes into effect on the 1st of september vests in the state legislature the Power of deciding whether a Pardon shall be granted or not for murder in the first degree the governor being required to submit to thut body Good and sufficient reasons for the proposed exercise of executive clemency in any Case where he May deem proper. This seems to be the Best provision to prevent an abuse of tie pardoning Power that could to devised and seems to be better calculated to prevent the use of corrupt influences in endeavours to obtain pardons than any plan that could be devised. The Chicago i journal editorially notices the new code with the following approx live remarks the new code of Iowa goes into i Fleet on the 1st of september and is notable for its important infringement on a right which nearly Ever governor in the country possesses and one thut is usually abused beyond All necessity or decency. After the 1st of september the governor of Iowa will no longer retain the authority to Pardon u criminal convicted of murder i the first degree. If he believes such a criminal deserves to be pardoned to must Sot Forth his reasons to that effect in a notice to lie published in one newspaper the state capital and in another the county where the criminal was convicted such notices to appear for four successive weeks previous to the meeting of the legislature. On the assembling of that body he must then submit Good and sufficient reasons for the pro. Posed exercise of clemency and the legislature possesses the Power to decide whether the Pardon shall be grunted or not. is to be hoped that a Law of this kind will space Day be adopted by Ever state in the Lenlon und that shall be made to apply to every class of evil doers.
