To the editor of the Herald of course neither you nor i would desire a controversy Over i l resident Artilur which could scarcely be profitable to anybody. Yet surely i could afford to criticize him As Well As you could afford to defend him a perhaps in thai better. So i dismiss the subject Vith the single remark that while to one Charfles Gen. Arthur with a purpose to become a Democrat any More than or. Fillmore became a Democrat there is a fatal resemblance Between his Manifest attempt to make the Defeated Grant faction the ruling Wing of the Republican party and or. Fillmore s labor to exalt the Silver Grays of the whig party. The one will fail As the other failed. Admiration of or. Arthur and ids methods is a matter of taste. But or. Arthur May be credited with an exceedingly Good act in vetoing the infamous River and Harbor Bill which was last week passed Over his veto. It is a satisfaction to see that the republicans Are not responsible for this act. Of the 122 votes in the House in favor of passing the Bill Over the veto 65 were republicans and 57 were democratic votes while of the 59 votes against the Bill 33 were cast by republicans and Only 26 by Demix rats. Of the republicans therefore 66 per cent voted for the Bill and 34 per cent against it of the democrats 68 per cent were for the Bill and Only 32 per cent against it. Had the democrats voted As Well As the republicans the Bill would have been lost. In the Senate the democratic showing is much worse. Of the republicans voting 18 out of 31 voted for the Bill and 13 against it of the 26 democrats voting 23 voted for the Bill and Only three Bayard Pendleton and Saulsbury against it. Thus 57 per cent of the republicans voted for the Bill Ana 42 against it 98.4 per cent of the democrats voted for it and Only 11.6 per cent against it. According to the eternal fitness of things our Gallant senator Harrison voted against the swindle while i Nator Voorhees voted for it. Of Coli use he will be very indignant this fall against the republicans for spending such a lot of Money. All this May not be a very Fine showing for the Republican party in this matter but it will be Well to remember it this fall when the democrats Are howling upon the stump about this Quot atrocious Quot Republican measure. It is an old trick of theirs to pass measures by their votes and then turn around and denounce the republicans for passing them. To go no further for an illustration of this take the prohibition amendment which was passed by democratic votes. These Gentry Are very indignant at republicans for voting in favor of Quot sump uary Quot legislation. They Are a Nice lot. The democratic state convention last week piped with an Uncertain sound on the submission of the amendments. It declares in favor of submitting the amendment but adds Quot the people have the right to oppose or favor the adoption of any or All the amendments at nil a tages of their this expression Quot at All stages of their consideration Quot Means that it will be Good democratic doctrine to strangle the amendments in the legislature and thus prevent a vote of the people upon them. If the coming Republican state convention cannot pledge the party better than that to submit the amendments to the people then the people will have to break Down the platforms and pledge All candidates upon their Honor personally to vote for submission. Equal suffrage and the prohibition of the liquor traffic have been fully and for a Long time before the people. A to the editor of the Herbai Ltd last week you reprinted an editorial from the Indianapolis journal which sneered at the advocates of civil service Reform and pretended to be a Quot practical rebuke Quot of certain eminent men who were termed Quot that class of citizens who Are never Happy unless abusing the civil the article seemed to have your unqualified approbation As your Only comment was the words with which you prefaced it namely Quot there is so much talk about reforming the civil service in these Days that the following paragraph from the Indianapolis journal is Worth Reading the alleged Quot rebuke Quot Lay in showing by commissioner Raum s report that of $146,520,273 of internal Revenue collected the last fiscal year none had been stolen by the collectors but All Quot accounted for and turned into the this and a like statement As to the aggregate collections for six years Back and a statement of the expense of collection were the Only facts Given by the paragraph which closed with a flourish saying Quot with such practical proofs of Olli Cial probity the Public will not be misled by the cant which fills the air about corruptions in the Public of course this is a Mere Sham a shift the thinnest subterfuge in lieu of an answer to the great demand for reforms in the civil service and of course the journal editor knows it though he doubtless supposes it Well enough calculated to deceive the people. The Only class of citizens which is never Happy unless abusing the civil service is that which prostitutes and plunders it. This class the journal does not oppose Quot or. Curtis and his coadjutor Quot have not Atli med that the Revenue has been stolen by the collectors. The hapless collector or postmaster or other subordinate who should default would doubtless be dealt with according to Law while his Bondsmen would be required to Quot account for Quot the deficiency. By various jobs frauds and schemes much of the Revenue is stolen or squandered after it reaches the Treasury. Profligate River and Harbor Bills Yorktown and other drunks the disgraceful funeral procession by the most shameful Congress that Ever sat under the government Tariff commissions pension swindles Howgate and other escaped thieves Beautiful Star route contracts Are matters to which the journal might turn its attention if it is really interested in taking care of the Revenue although they do not All come strictly within the civil but the chief move now making for Reform in the civil service concerns the establishment of better and certain rules for the government of appointments to office and of oficial tenure and the sup Prtt Sion of the corrupt assessment system by which employees of the Public service Are required to contribute a certain per cent of their Lucial salaries to swell the Campaign fund. What is just now condemned by Quot or. Curtis and his coadjutor Quot is the circular known As the Hubbell circular of the Republican con Gressional committee asking for such contributions. The Indianapolis journal has not condemned this circular nor the system which it follows and promotes but daily endorses both by its silence upon one Side and its flings at its opponents upon the other and by publishing such evasions As the Etui trial mentioned above. Reform in the Public service is needed and the Republican party needs to know that it is needed. The Indiana Lis journal pretends to be the leading be publican paper in the state. It is far from it living rather a disgrace to the party. It is the personal Organ of its proprietor who lately tried to be a quo Tiwa. It was for e. B. Martin Dale it is for John c. New. The journal s proprietor is always the journal s candidate rarely anybody s else for United states senator or a Cabinet position or anything else that happens to lie vacant. After new failed a to be elected Senatti he tried to get into Garfield s Cabinet and not such erasing the journal condemned the president and ridiculed the advisors he Drew around him lie cause new was not one of them. It Ever after opposed Garfield and Blaine As it still opposes the latter. It supported inkling and All his absurd pretences.
