Our busies a men while looking after this matter might also profit by taking Steps to discourage certain City officials unhappily possessed with fee grabbing propensities from inaugurating a system of raiding for fees and indulging in practices closely Akin to blackmailing whenever our City is comparatively Well filled with strangers. This system results in Little or no Good sex capt to the fee grabbers and certainly has a Strong tendency to impress strangers very unfavourably with our institutions and to cause them to go elsewhere with their Trade and custom. Of what ignorance and pro think about socialism i am a socialist and i believe i am too Well known in the City for any one to believe that i am a Cut Throat an anarchist or an Assassin. The fact is people do not know what socialism is wants or purports and there a millions of socialists in this country of free thought and spirit without knowing it i think people need some instructions on this Point and Tor this purpose i write these letters. What is socialism socialism is a principle a theory. Its object is to remedy the evils in the organization of society. You Are certainly far from asserting that the organization of society is so perfect that it cannot be remedied. You will also i doubt not agree with me that there is no wrong in remedying the evils of society. All that Vou can say is that socialism cannot accomplish it or that socialism does not propose the proper remedies i shall speak of this hereafter. To apply a remedy it is necessary first to know the evil. Let us therefore examine the present condition of society. The number of Rich men of property holders is in comparison with the number of the poor infinitely Small. The number of those that have to work for others in order to gain a livelihood is very Large in proportion to the Small number of those for whom they work. The masters Are few the servants Are Many. The slave system has been abolished the Feudal system has been abolished but the wage system exists. In the pursuits of men aside from the professions we distinguish three branches Industry com Herce and agriculture. In either of these branches the same tendency prevails via the of accumulation and concentration in the hands fifa few. The division of labor extending to the minutest parts of things and Tho invention of machinery has sent the Mechanic into the factory and has turned him into a wage labourer. The concentration of Commerce in the hands of a few capitalists who either do a wholesale business or carry on a retail Trade in one of those immense Bazars where the sell everything and monopolize the retail Trade suppresses All the Snail stores and turns All those that Are in the Coni metical pursuits and have no capital into clerks salesmen bookkeepers that is into wage labourers. Agriculture does not Difior at All in this respect. The cultivation of Small farms has Long since ceased to be profitable so also has farming without machinery. The consequence is the accumulation of vast areas of land in the hands of a few. The Small Farmers will gradually All be turned into farm hands their farms Are acquired by Large land owners and they will become wage labourers. Statistics do hot enable me to state the comparative number of masters and servants but i think the proportion is certainly not less than one to Twenty. Now we know that the capitalists Are the masters and the poor Are the servants. Why this is so and Why notwithstanding the constant growth of wealth the poor become always poorer and Why under the present system of production this cannot be otherwise i will discuss hereafter Sun Bce it for the present to say that it is so that nothing but capital secures Independence and sufficient livelihood. We know also that not Only among the capitalists but also among the labourers there is a constant Competition for the Means of subsistence. One of our daily papers i believe it was the Sentinel recently called Competition a right and said the labourers should not be deprived of the right to compete with each other. The Sentinel of course does not see that the advantage derived from Competition among Labouring men results in no Benefit to them but to the capitalist. Now will you say tha Competition Between Man and Man for the Means of subsistence is desirable will you say that the struggle for existence which according to Darwin and according to common observation prevails everywhere in nature must also prevail Between Man and Man it follows from the struggle for that the Strong will prevail and the weak will perish. Apply this to Man and you must substitute the Rich for the Strong and the poor for the weak. You say this is the course of nature. But permit Ine to say that such reason Iii is not worthy of our present civilization. We have succeeded in Many instances to protect ourselves from the injurious effects of natural causes. We have succeeded in fighting with the most dangerous elements. Civilization must also find Means to avoid the conflict Between Man and Man for his existence. People a May i make a few remarks on the Greenback platform As a working Man whose interests Are involved just As much As a capitalist s in any Effort to ameliorate the present state Ofaf firs in this country i must say that their platform does not touch the fundamental of the present dead lock Between capital and labor. The fourth Plank of the Greenback platform declares that Quot the Locking up in the Treasury of the United states of the largest part of the scanty volume of the people s Money an atrocious crime without excuse or i would wish ? first is it any worse to lock up the peple s Money in the of the United states than to lock it up in the pockets of the capitalists As is necessarily the Case under the present competitive system of carrying on the of Tho country. Under this system the people s Money representing the people s labor must be so ,.making_the Rich Richer and the labourer m Oier. Labor is naturally Rich enough in itself if its results were not absorbed a capitalists. Neither the Greenback Republican nor democratic party grips the question or represses the atrocious crime. The eighth Plank of the Greenback platform Quot recognizes the Mutual dependence of capital and labor and deprecated All efforts to antagonize them and demands cheap capital and Well paid labor in place of dear capital and cheap we on the labor Side of the question object that under the present competitive so Stem there is no Mutual dependence but that our labor is entirely dependent on the Capi weapons at Roberts Park Lawn a ii igl to i having stirred a just mention Circleville to de Mclaughlin it you a Ujj eyed at the spot just. H the Law passed by the late legislature forbidding under heavy penalties the Dis interment of human bodies buried in this state without first obtaining permission from the county commissioners was suggested by and aimed at the Well known custom of the chinese of digging up the Bones of their countrymen and shipping them Home to China. This custom has prevailed not Only from religious duty but through the contracted obligations 1 of Quot the Compani to which they belong. Or by whom they Are brought to this country to return them to China alive or dead. Returning the Bones suitably boxed up labelled and certified to fulfil the contract. For every celestial Nat so returned or otherwise satisfactorily Aib counted for the company has to forfeit three times the amount of the contract Money to the relatives of the deceased or to the government. For this reason it is that at a suitable time a few months after burial the Graves were reopened and the Bones taken out for shipment. The new Law would apparently discourage and prevent in a great measure the emigration of chinese to this country but John is too cunning to be caught out or kept out on any such arrangement As that. Since the Law went into effect not one chinese Corpse has been buried with any Bones in it. Skillful practitioners employed by the companies remove All the Bones from the body As soon As convenient after death. The Corpse is Laid upon the operating table face downward. Some aromatic Joss paper is Hume in the censer suspended from the Selling three teacups Ful of sanctified Rice water Are sprinkled or the body and around the room and a priest repeats the sacred chinese proverb Quot Koong Hee fat Choy Quot which signifies Quot peace and Good will to us this is the religious formula of the occasion. The two skilled surgical operators now step Forward to their work with glittering knives. An incision is made from the top of the head Down the spinal column branching off Down each leg to the Heel and along the Back of each Arm. The skin and flesh is then carefully and speedily peeled and trimmed away each Side from the Skult shoulders Back ribs hips arms Aud legs and in less time than it takes to describe it the flesh less Skeleton is drawn Forth leaving the Boneless Corpse lying there. Then the clothes which deceased Avore during life often comprising All his worldly possessions Are carefully stuffed in to Supply the place of the Bones removed and the body being neatly sewed up and washed it is wrapped in a Plain shroud and delivered to the friends for burial. The Skeleton is now Lin jointed and the Bones boiled for several Hoiles sufficient to remove All adhering fish or refuse matter. They Are subsequently baked in an oven and packed for shipment. It is unnecessary to enter into Tho details of the disposal of the soup or the burial of the body the removal and preparation of the Bones being the main Point in View. The advantages of this new method of securing the Bones Over the old style Are very apparent and the chinese consider it a great improvement. It involves no delay or uncertainty nor the extra work of reopening the grave and the Bones Are More agreeably secured and prepared with no obnoxious or oppressive Law to interfere. The store started a few Days ago by a misinformed contemporary to the effect that the chinese were obviating this Law difficulty by placing the corpses in Large earthen pots for shipment to China was untrue absurd and impracticable?gold Hill news.
