Now that the excitement of the presidential election is Over and there is no immediate political effect to be secured by political discussion there is time to look at some matters of Public Economy and note the of feet of Public policies on business interests. That the parties which Advance them Are the most worthy of Public Confidence and support whoever has paid much attention to political matters during the past few years could not help observing that West Tennessee Wai one of the most bitterly democratic districts in the United states. Nowhere have the denunciations of the Republican party been louder and nowhere has the advocate of the Republican platform been so unsafe. The Euk Luz kept their Power longer than in any other Section of the state and May Nard received a very Small part of the vote in this District which elected him through the division of the democratic vote Between Cheatham and Johnson. There is no District Between the Kennebec and the Rio Grande where there is a better Chance to observe the effect of unadulterated Modem democracy on the agricultural combier Cial and social interests. From a report of a meeting of business men held in Memphis monday afternoon we copy the following As the evidence of a wit. Every one was aware that there is now a much larger area of country trading with Memphis than before the War thanks to her increased Railroad facilities. The area is More than twice As much and yet the Trad is no larger. What was the cause of this condition of things ? Many ascribed it to the negro who while not doing a Well As before the War St j1 does very Well. The great trouble was the system upon which the land was worked. Under the tenant system it Seemel As if the parties worked the land with the View of seeing How much could be made out of that one year and never a oppt d to think or care for succeeding years. What the remedy was the speaker did not know but it was certion that they must increase the area of their Trade or Memphis would go Down. They were already used heavily but they must submit to inert Asad Uza Tion or All would be ruined. As things were Bow the great bulk of Good White men would leave the country if they could sell their Linds and after a while Eien the better class of negroes would be leaving. Several other merchants followed or. Smith and not one denied his statements or opposed his propositions. They All granted that the production of West Tennessee is not so great As formerly and a ought Relief for Memphis interests by reaching out futher for Trade to make up the Flung Oil yet West Tennessee has one of the most productive soils in the cot try a mild climate and As healthy As any in the Samf latitude. The trouble is that instead of encouraging the freedmen to work did make the most of the Rich soil a Aming comforts for themselves and piling up riches for the Public they have treated them As enemies tried to intimidate them from expressing their convictions and voting in accordance with their wishes. Their meetings have been interrupted and their school houses burned. Deprived of the greatest advantages of Freedom and put in fear in regard to their lives the coloured people have not settled Down to a contented occupancy of Ile soil which so badly needed their labor but have adopted temporary a pediments to meet their present wants and taken Steps to leave the inhospitable land and seek bloc Ion where they May be unmolested in their rights As citizens and be bored of peaceable and permanent Homes the Mimie spirit which alienated the freed Nfn deterred emigration. Labor and Capi Tal will not Force themselves into a position where they Are Dally threatened and a coun try King part of its labourers Aad receiving none in their places is on the High Road to rain. While this is the Case in West Tennessee where All the natural adjuncts of pros Wity abound among the sterile Hills of East ten Nosser there is the hum of prosperous labor. To one is running away and Many Immi grand Are coming in. The political feeling in East Tennessee is conciliatory. The peo it be Are mostly sturdy republicans and Diere in the doctrine of equal political i is. In All the West the same fact is a paint. The Distrito of country in which Yie rep Bucan Marty is i wetly in the Yueai and wealth and population Are increasing rapidly while districts strongly democratic Are not in so prosperous a condition Are not so Well supplied with churches and schools do not have As Good roads As comfortable and elegant houses and As valuable farms. This is a Rule so general that there must be a reason for it and the communities which Are not so prosperous will do Well to review their policy and see if a change does not Promise improving results the National absorption. Father Burke proposes to deliver a lecture on the future of the Irish race in America. He had better not do it. But the grandson of an English Emigrant appears no More an american than the grandson of an irishman. There is no future for the Irish race in America but i the Fiji test of futures for the Chii Dreu of irishmen and women who came to this country. They will be americans in fact As Well As in name have finer organizations Keener intellectuality and in All respects be better representatives of manhood than the Irish race is Likely to be while Quot Breeding in and in Quot in Ould Ireland what is True of the Irish is True of every other nationality coming to America. They become absorbed in the new race which has been improved by the crossing of the Saxon Celt Gaul and Teuton. Father Burke s National Pride must be from retrospection and not from anticipation. The latter might be controlled by the present miners the former in a Dif Ferent Section of country could not be so easily controlled by them. The question of mixed schools either of sex or color has been decided to be one of convenience and policy to be controlled by the local management of the schools. In considering the education of the two races in the same schools two Northern courts have recently held that the question belongs to the school Board for decision and not to the amendment or to the citizens.
