The quota of Indi i a we say it regretfully will not be filled in time at the present rate of i Here has been no stagnation no pause but 1 Here has not been except for a Little time at 1 tie beginning such earnestness and diffusion t f interest As wis necessary to lift our efforts lip to the Mark of our quota. We Are now Likely to fail for the first time to fill a Call for volunteers. This is not a pleasant thing for a Hoosier to say who has heretofore had nothing to say of his state that was not cred ital and it is particularly unpleasant to us a who have within four Days heard Indiana praised in the most unmeasured terms and contrasted in the most striking Light with some of the larger states by men whole to Ailion made their Praise like that of lord Porky Quot Praise one of the leading editors of new York assured us less than a week ago that he was amazed and delighted at the grandeur of the efforts of Indiana in this War and at the uniform gallantry of her soldiers. Considering what was expected of her and what she has accomplished he placed her Foremost in the Union. This was not the Only though it was probably the Moet intelligent Praise for the editor had kept himself unusually Well posted in the history of Western efforts in this War. From no lip did we hear disparagement or that barely civil Alloway calf d a a at Merit which Good Breeding compels even against judgment that was once the inevitable Welcome by an Eastorn Man of any mention of Indiana there is no City society or state in which Indiana has not made herself not Only respected but admired. Intel est in the state debt the card which to publish this morning from governor Morton explains i Solf and requires no a ornament. We have however Learned an important fact not stated in the card that no agreement whatever has been made with me fists. Winslow Lanier amp co. For the payment of any interest or compensation for the use of the Money to be advanced by them in paying Tho interest on our state stocks. Tho whole matter is by them referred to the Good Faith of the state and there is no danger of their being allowed to suffer. The preservation of the fair Fame of the state rendered it absolutely necessary that something should be done. The failure to pay the interest in july did not impair the credit of Tho state with those who Uri de stood the facts and Only affected that of the officers who brought it about. But the trouble was that the facts were not generally undo retold. The stat3 had failed to pay her interest from 1841 to 1847. A Compromise was then made by which one half of Tho debt was cancelled by a Transfer to her creditors of the Wabash amp Erie canal which turned out to be a total loss Tho state pledging herself faithfully to pay the interest on Tho other half. This agreement was honestly kept Une july last and the credit of the state wat. Almost entirely restored. The development in 186, i of the enormous Quot Stover frauds Quot cod Sieting of a spurious Issue of stocks Over millions and a half of Dou to a amp Gss a a a piously threatened the Cre it of Tho state Aud alien in failed to pay her interest on genuine stocks the world a there was some strange fatality about Indiana stocks and there was great danger that the credit of the state would again do Down and if it did would Tho utmost dem made upon her. It is i res Oid. The foreign stockholders Trae Ihal Iii a counties and townships in to millions not under sunding Tho whole Case became especially Ani. 0u3 and began to Manifest a de Tormina Lich the full quota will be made up but in the aggregate it will not be if the people do not themselves turn out to recruit and add to their offers of Bounty their personal exertions prom present appearances there will be a draft. In this City there will certainly a it will be no Light or laughing matter a Ivhon it comos. We have some 3300 of the first class subject to draft and and our deficiency under the late Call is about 500. The draft will therefore take one Man of every seven and in order that the victims May know from among whom they Are to be selected we publish this morning a list of the bats of All in the first class which could be got ready for this morning s paper. The rest will be published to Morrow. Let no one delude himself with the fancy that this time As so often before the draft will be postponed it will not be. Tho government has resolved to support our War worn veterans in the Field has resolved that they shall not fight the War through alone and the draft will come. One More great and Resolute Effort will overturn the rebellion and the draft alone can furnish Means to make that Effort. The Law will be executed and it wont be the easy Law it is now. The $300 exemption clause will be repealed. Bills have already been introduced into both branches of Congress to repeal it senator Lane from this state who opposed it from the Start was the first to propose its abrogation. With it stricken from the act Tho draft will be a serious it will mean something and do car Only Chance to Avert it is to raise the 500 men due to the army by volunteering. Will we do it our population has grown enormously with our enormous growth of business produced by the War and we can furnish volunteers if Prosperity has not made us wolfish and self indulgent. If it has we need a Sharp Awakening and we will get it if our 600 Are not forthcoming. We Are not sure that the vigorous discipline of a draft would not be Good for this City Lor she has fed so fall of Prosperity that she has become As stupid As a Boa efter swallowing a Buffalo and to claim of patriotism or humanity can move her up to the Mark which what she has gained entitles the country to claim of her. The rest of the county has done its Tho township quotas Are All full or nearly so. The City alone is greatly and shamefully behind. On her the draft would fall As a cold Bath painful but wholesome if it could Only take those who have grown Rich on the War or been gathered Here like Buzzards to feed on its offal. But for the state of which we Are so justly proud to fail even of the wretched fraction of her quota still remaining unfilled to halt but for a step in the glorious path she has so Long held is painful. We Hope yet to to Able to record that Quot Indiana has again furnished All the volunteers demanded by the president Quot for this will be the last Lima. Latest from Chattanooga Captain Osborne of our 20th Battery arrive Here yesterday directly from Chattanooga. It was general Rousseau s opinion that by the time he got Back to Eastern Virginia if he Ever g to there his command would be ruined and what was not left among the mountains would be useless. It was deemed very doubtful if he could pass the wild country Between him and the nearest Point where supplies could a found at All As his horses were giving out Hia Stock dying and his Means of moving being constantly Cut Down. The exact direction of his Retreat was not known Bat it we known that he could not get up into Virginia by the Railroad As Gen. With these fences on either Side to had to Retreat through a Long stretch of wild Mountain country in Eastern North Carolina or North emt Wardly through a country equally wild and impracticable for army movements into Bouth Western Virginia. He might escape our pursuing forces but the mountains were in enemy that he could not escape. The failure to pay the interest in july was not caused by the want of Money. The Money was in the state Treasury for that purpose and still is but the state auditor and treasurer refused to remit it to new York alleging the absence of a technical appropriation. In june last i concluded an arrangement with messes. Winslow Lanier a co., for the payment of the july interest. They notified the agent of state in new York or. John c. Walker elected by the late legislature that they would pay the interest and to enable them to do so requested a list of the stockholders to be taken from the books of the Agency. This he refused to furnish. They then notified him that they would pay his chocks issued to stockholders for their inter est in the manner in which the payments have always been made and exonerate him from ail personal liability whatever. He refused to Avail himself of the offer and suffered the interest to go unpaid. They could not safely go Forward and pay it in the absence of the required list. I have taken Steps to prepare what is believed to be a Correct list from other sources which will be completed in a few Days when the payment of the july interest will be proceeded with at once. Notice of the Day when payment commences will a Given by messes. Winslow Lanier amp co. I have employed j. K. Gapen Esq who was clerk in the Effing of the state agent rider col. Hudson to assist them in making Tho payment. Tho site of Indiana has made ample provision for the payment of the interest on All her stocks and the Money is in the Treasury for that purpose but is withheld As above stated and this arrangement has been made and the Money advanced by messes.
