A gentle a of the Herald my attention has been called to a series of resolutions published in the morning journal and represented As having been passed by the fenian mass meeting held on saturday evening at masonic Hall for the purpose of raising funds to help the bogs on the Border to return to their Homes and also to give a Elm expression at its views in regard to Luecht create. Though not a member of the fenian organization yet being and hating always been considered its warm Friend and sympathiser and especially of that Branch of the organization which favored the late invasion of the Canadas i bad the Honor of being appointed chairman of the committee on resolutions. In that capacity with the approval of my colleagues on the committee messes. Ross and Hart i made a report which after an animated discussion in which nearly a dozen Persona pro and participated was adopted with a unanimity and enthusiasm Seldom surpassed. Having made thenkeo Leeary preliminary explanation and taking occasion also to express my Surprise that that the report of the committee did not appear in the monday morning papers immediately following their adoption i will now proceed to make a few remarks in regard to the report of the committee As it appeared in this mornings journal. The preamble or. Editor with the first and second resolutions is Given correctly but the third and fourth resolutions which it was acknowledged by All struck the True key note of the meeting which were patiently considered and reported by the committee and finally unanimously adopted by the meeting. The third of these resolutions which somehow or other have been spirited away declares in favor of Pennsylvania Ancona a resolutions calling for the repeal of the neutrality Laws and expresses a Strong Hope that the committee on foreign affairs to which they were referred will promptly report a Bill to that effect thus untying the hands of president Johnson and releasing him from the solemn obligations of his oath to enforce existing statutes. The fourth Resolution Bieh was in in Especial manner applauded by the meeting expresses a confidential belief that As our government has faithfully informed the neutrality Laws against its friends it will now promptly enforce them against its enemies by demanding instant reparation from the British government for the ravages and losses inflicted by rebel corsairs with its open and notorious Connivance upon the wealth and Commerce of the american people during their late struggle for National existence. By scanning the preamble and resolutions As published in the columns of your neighbor it will be at once perceived that without the third or fourth they Are utterly meaningless and futile. With them and them published to the world the True friends of Irish Freedom and regeneration would Plant themselves on solid ground. They would thus command the respect of this free and great nation not alone for a lofty and unsullied patriotism which has never been questioned but also for sound and far seeing intelligence and judgement. They would win the United sympathies of the american people of whom they constitute no Small part by demanding on the one hand the vindication of eur natto nol Honor against a cowardly and treacherous foreign enemy by our own National administration to whom for the time being that Honor is tru Stingly confided. On the other hand they would Challenge their respect by calling upon Congress to prove the genuine and sincerity of its preliminary action by transmuting action into Law. And now a few Frank wards in conclusion. Who the parties May be that perpetrated this contemptible fraud i cannot say for i do not know. This much i will say however be they who they May they Are sure to reap As they deep rvs a Rich Harvest of indignant scar at the hands of All upright and honorable men whether of Irish or american birth. Andos there is yet a Little Ink upon this Little bit of a teen i May As Well further remark if Large meetings of fenian Tad their friends and Well wishers or to be held Here and elsewhere presidents vice presidents Secretary committees on resolutions Etc., Etc., duly appointed and if when such assemblages adjourn the result of their Well considered action be hidden from the j Public Eye or published after a lapse of Days ill a grossly mutilated form in order to accommodate some selfish or sinister Pur. Pose then i say not Only those who compose and make up such assemblages Wim forfeit the sympathy and esteem of their fellow citizens of All classes but it will require no Prophet to foresee or foretell that the fenian organization itself As an acting Force and living body will in a Little less than a thousand years be numbered among the things that were. Respectfully k. J. Ryan. Be it further resolved that we heartily endorse the action of Congress in its sympathetic recognition of our True position and in their instant and indignant condemnation of the attitude of the executive department of our government in our present struggle for the liberties and the existence of the Irish nation. Resolved that inasmuch As just and undeniable claims on the part both of our government and its citizens exist against the British government for its flagrant and notorious violation of the neutrality Laws during our late terrible struggle for National existence we As american citizens declare that unless those claims Are promptly and sternly enforced if need be at the cannons Mouth Tho american Republic will stand disgraced in Tho face of the civilized world.
