in september 1973 Claar praised the work of Garden clubs in the City in volunteering their efforts to Aid the program he also cited the turnout recently of Junior and senior High school students in member and chairman of the High Point beautification Assn praised the work done by Claar he explained the beautification associations work and asked that interested persons join the group he also suggested that civic clubs in the City plan a beautification project and work with the City and association in carrying out the proposal citizens upset Over pollution at High Rock Lexington a congregation of irate High Rock Lake residents fishermen and interested citizens of Davidson county let state officials know tuesday night that Are upset about the apparent increasing level of pollution in the Lake the meeting was held at the Lexington National guard armory continued findings of diseased fish caused by the alleged increase in pollution spawned the meeting and the crowd in several instances evidently suspected the environmental officials sincerity John Murdock regional Engineer for the no dept of water and air resources told the delegation that he didst think High Rock was polluted members of the group disputed the remark by producing statistics which indicated unofficially that a bacteria in the Lake can be associated with hepatitis Murdock agreed that a problem does exist in the Lake because of the recurrence of diseased fish Wayne Champman fish biologist for the no wildlife resources commission also represented the state at the meeting arranged by Bill Everhart of Lexington a claim of the existence of Glass fiber pollutants and Large amounts of phosphorous in North Potts Creek was brought out by one citizen he accused pig industries of allowing fibres big enough to feel to pass through the sewage treatment facilities of the Plant Murdock said he would investigate the claim pigs Lee Waters manager of employee relations said the phosphorous pollution in the Yadkin River was caused by Many different sources another company official said an expansion project at the Plant will reduce the amount of pollutants by 90 per cent new cog budget shows increase by Jim Hawkins Enterprise staff writer Kernersville members of the Piedmont triad Council of governments tuesday approved a operating budget for the 1974 1975 fiscal year beginning july 1 the new budget is 62000 larger than the spending program for the current fiscal year and it Calls for an increase of 8 of a cent in per capita payments by member local governments officials noted however that the per capita costs required for regular Council of governments operations dropped by 12 cents they said this amount plus the increase Hillbe used to apply the two cent local per capita share for the comprehensive health planning program the per capita Cost for member local governments in the 11county Region will now be 108 cents instead of the 10cent per capita rate for the current year approximately of the Overall expected from per capita payments will come from the Guilford county Greensboro and High Point areas the budget allocates for the comprehensive health planning program for the ongoing planning programs operated by the regional Agency for direct Council of government costs for the aging program and for the criminal Justice program in other activities local elected officials attending 1 the meeting at the Paddison memorial Library Here agreed to Send a letter of intent to the state showing an interest in a plan for localizing administration of five stat administered human relations programs but took no official action pending additional study the inter government human services program suggested a few weeks ago by gov James Holshouser was explained by Keith Clark Deputy director of the North Carolina dept of administration Clark said the plan Calls for Lead regional organizations such As the Piedmont triad Council of governments to administer manpower child development family services nutrition and aging programs rather than the state he said this procedure would allow the state to steer More Federal dollars to the various regions he noted these programs Are now operated by a variety of agencies often outside of local controls he said that if the regional units to do accept the programs the state will undertake operation during the discussion Guilford Board of commissioners chairman Robert Shaw noted that local elected officials Are already burdened with their regular businesses and with responsibilities to their local units in addition to regional duties now growing More Complex he said he will suggest Guilford county hire a special employee to work with the regional Agency to keep the county informed officials said existing programs would Likely be absorbed into the new operation the family planning operation now operates largely in Guilford and Forsyth counties in this Region the child development program is Active in the Western part of the Region and the aging program is now a Council of governments responsibility the manpower program is Active in each of the counties and the nutrition project is a new program to operate As a Pilot unit in Guilford and Forsyth counties activities saw election of e s Jim Melvin mayor of Greensboro As chairman of the Council of governments for the coming year Melvin will replace Roger Swisher Kernersville mayor who has served for two years mayor Franklin Shirley of Winston Salem was chosen As vice chairman he replaces Melvin members approved applications seeking Federal funds for planning in a number of water Quality districts including those on the East and West sides of High Point High Point will be the Lead Agency for planning under Section 201 of the Federal water pollution control act for the East Side of the City and an area including Archdale and Jamestown while Davidson county is the Lead Agency for the West Side the applications now go to state and Federal officials for review a proposal calling for water and sewer lines in the Oakview estates area immediately North of High Point received a favourable review the project Calls for in Guilford county funds and in state funds for a total of activities saw members approve a recommendation by a task Force on affairs headed by Shirley that the Council of governments establish an advisory committee on environment the unit will be made up of knowledgeable persons and will act As a consultant to other advisory committees working with local agencies to Aid in development of an awareness of environmental affairs members approved a Resolution calling on members of Congress to include language that will require that health planning activities shall be responsible to and responsive to the needs and wishes of local elected officials in any health planning legislation they also approved a Resolution asking congressional representatives to bring about deferment of the of
