with the Job rating of the Nixon administration for keeping the Economy healthy at an Al time Low of 8314 per cent negative the american people no longer have Confidence that the fed eral government knows How Louis Harris to prevent a great Depres Sion or even to control a re cession Many economists have Long argued that through changing tax rates govern ment spending policies Price and wage controls and monetary management a major economic calamity could be avoided at one time the Public went along with such theories but this is no longer the Case Here Are some of the High lights of current Public think ing about what the Federal government can and cannot do to keep the Economy from runaway inflation on the one hand or a severe recession on the other by 4929 per cent most people disagree with the description of Federal re serve Board policy that inflation can be controlled by raising interest rates thus making it harder for people to buy such things As houses and automobiles by 4628 per cent the Public does not feel that a 12 per cent inflation rate is a cheap Price to pay to main Tain full employment and Prosperity on taxes the Public View in effect is a one Way Street people Are willing to experience a tax Cut As a stimulant to consumer spending but Are not willing to admit that a tax increase in inflationary times might reduce inflationary pres sures the Public favors tax cuts in slow times to main Tain Prosperity by giving peo ple More Money to spend by 6720 per cent but by 6716 per cent the Public rejects the opposite proposition that one Way to control inflation is to Cut Down consumer spending by raising taxes when asked the Bullseye questions about the Federal establishments capacity to Stem the tide of either a re cession or a serious Depres Sion the Public has serious doubts recently a Cross Section of 1512 households was asked nationwide Tell me if you tend to agree or disagree that read is not agree agree sure the Federal government now knows enough about How to control recessions 31 49 20 the Federal government now knows enough about How to pre vent a great de pression 35 44 19 in recent times the Federal government has taken off All wage and Price controls in an Effort to allow free Market forces to work to bring inflation into line but the rate of Price increases has soared Over an annual Mark of 10 per cent the Federal Reserve Board has maintained a policy of tight Money Supply in order to keep interest rates High to discourage borrow ing and spending yet in turn the High interest rates have had a severely Damp ening effect on the Stock Market democrats in Congress have advocated a tax Cut to give consumer demand a shot in the Arm but administration spokesmen have opposed such a Cut on the grounds that it predicated on grabbing National attention and establishing himself As a Credi ble candidate by derailing Wallace in Nort Carolina the new South rises at last but Wallace casually wiped Sanford out in North Carolinas 1972 primary there is no evidence that his debilitating gunshot wound has cooled the ardor of his partisans in addition Sanford faces some obstacles within the state the repeal of the food sales tax promises to be a major statewide Issue in the next few years reminding voters that it was Sanford who first asked that it be levied and Sanford is not Lively to have a unified state party backing him Many North Carolina democrats will not want to alienate Wallace voters by backing Sanford others will resent his candidacy for siphoning off Money and workers from the gubernatorial and Council of state races there is a possibility of course that Wallace will not enter the North Carolina Pri Mary much could happen be tween now and then but unless Wallace does a Sanford Victory would be somewhat hollow it would not have the Impact needed to thrust Sanford into the presidential picture but an exercise in political cynicism would not be com plete without a caveat almost no one in 1970 foresaw the circumstances that would catapult George Mcgovern to the democratic nomination two years later and if any potential Candi dates 1974 position parallels that of Mcgovern in 1970 it
