At 67, big Jim Folsom is behind on his medical Bills and struggling to avoid and he blames it All on his two terms As governor of Alabama and Liis unfulfilled dream of a third term. A suit is pending in state court challenging constitutionality of a 1975 legislative act which provides a lifetime pension at full pay for any former governor who served two terms or who was disabled while in office.
