The group was to meet again next wednesday to Iron out details. Al involved agreed that there definitely would be presidential Campaign debates a the first since the 1960 meetings Between John f. Kennedy and Richard m. Nixon a and that the first debate would be sometime next month. Ford has been pushing for a first debate shortly after labor Day while Carter has favored holding it sept. 28, As originally proposed by the league. With both sides talking of move ment toward a settlement it seemed Likely that the initial debate would be scheduled sometime Between the Days proposed by each candidate. Judy Powell Carter s spokesman indicated that the format of the 1976 debates would be similar to that of 1960, with panels of reporters questioning each candidate in turn. In addition to proposing that the first debate be held on sept. 8. 9. Or to Ford had recommended that it Deal with National defense issues. William Ruckelshaus the former attorney general who is one of the Ford negotiators declined to discuss whether the Ford Camp had backed off that original proposal that s too specific for us to get into at this Point a he said. Earlier Powell had dismissed Ford s outline of the first debate As a a Public relations Effort not to be taken seriously a a claim rejected by Dean Burch another Ford representative who told reporters before the negotiating session a a it was very serious spokesman for both Ford and Carter said they were under no obligation to take the league up on its offer to sponsor the debates but both indicated that they probably would agree to league sponsorship unless there was some compelling reason against doing so. Meanwhile the league s participation remained under a Legal Cloud with the Federal election commission to decide monday whether any Federal Campaign financing Laws might be violated. The commission thursday was told by staff lawyers that the league s sponsorship of the debates would Only violate Campaign Laws if Union or corporate funds were used to underwrite the sessions. Earlier there had been speculation among the commissions Legal staff that the entire project regardless of the source of financing might violate the provision barring presidential candidates from accepting private contributions once they had agreed to accept Public funding of their campaigns. As both Ford and Carter had the commission declined to endorse the latest recommendation of its attorneys however putting the whole matter off until the monday session Sharp opinion was expected poll decline Carter says 45 2555 a 54 8 19 19 1.1 4014 34 26 22 33?T j 34 % 4 364 25 58- 7 28 30 1 20 31 75?Tn 16 8 25 30 97 44 12 j 11 46 37 75?T% 78 75 23 Llu. 8 20 j7 24 1 36 18 39 74 a a. 2773 to la. 75 46 43 89 19 54 35 45 3 20 11 7 a 27 73 29 t 34 4 78 4 78 4 25-55 -54 8 19--19-13?T / a 40 a 35 -34 -26 22?T i 33?T% 341 44 37 75-58-7 28 -30.
