Some of these divorces Are secured by the Mother and some by the father but the father is the one upon whom Falls the responsibility of supporting the children As Long As they Are unable to support themselves in the eyes of the Law. The records in the office of clerk of the circuit court. Homer c. Morrison revealed that 38 men Are now paying weekly or monthly a specified sum into the clerks office for this purpose or. At least Are under orders from the court to make such payments. Actually however the number of men thus paying fluctuates the clerk says and that fluctuation parallels closely with the amount of work available for wage earners. It is accepted As a fact in court that a Man who has no income cannot comply with the orders of the court that he should make such payments to the Mother of dependent children. But if the Mother comes into court with a petition for a citation for the father to appear before the court and explain Why such payments Are not being paid As ordered the court can and does punish the delinquent father imprisonment can be and charge of contempt of court. When such a Case comes before court there is a Public hearing and the father has an Opportunity to explain the reason for his delinquencies. Generally speaking a father of to foreign governments to stimulate minor children should consider care Trade would be left out of the Bill a House group headed by rep. Lindsay c. Warren d., n. A. And drawing Strong support from the roads committee will fight any proposal to use Money for tolls roads and Bridges. Britiany antiaircraft Heady can rebel any Fleet which an enemy might Send Brig a softy the started a a London july 8 up Britain a rapidly developing defense Campaign took a new turn when britons read that two key speakers had expressed Confidence that the country a antiaircraft defense organization could now repel any Fleet which an enemy might Send. The speakers were w. L. Wright son chairman of the River committee of the port of London authority and air vice marshal t. L. Leigh Mallory. In his speech Wrightson said last night a the port of London is indestructible. We Are ready to carry on whatever May he disclosed that More than 3 1-2 Miles of trenches Are now read to protect fhe 30,000 port workers against air bomb splinters. Leigh Mallory speaking at Birmingham. Said a there Are people who feel some doubts about the Issue if War comes. I would not pretend that we Coul 1 prevent every German bomber from reaching such a highly desirable target As Birmingham. But enemy pilots attacking this country would have a most difficult time. Fully his ability to meet such payments for the support of the children the remainder of their minority before he applies for a divorce from the Mother. Even if the father marries again or the Mother remarries the father is not relieved from the responsibility of supporting his children by his preceding marriage. The general Public has but Little Conception of the Money being paid into the court in Putnam county for this purpose. One outstanding instance of this character is that of a father who began making such payments in 1923 16 years ago and most of the time the weekly instalment has been seven dollars making a total of More than $13.000 which he has paid in. At least in theory since the divorce was granted. The total amount paid by All fathers for the support of minor children in 1938 was $3,537.85. The payments for the first half of that year were $1333.45. The payments for the first half of this year from january 1 to june 30, inclusive were $2.385.00. This is about a thousand dollars increase for the first half of 1939 Over the corresponding period of 1938, but that by itself Doe not indicate the total for this year will have a corresponding increase Over the total for last year due to the fluctuations which Are unpredictable. Judge William m Sutherlin of the Putnam county court h As shown he is in Earnest in the matter of enforcing the orders of the court in regard to such payments. An occasional punishment of a derelict father in this matter has a very noticeable effect in causing other delinquents to meet their of blog it ions. The new system in Many cases doubled the working hours of skilled construction workers for approximately the same pay.
