The eighth graders from Oster Oakview Junior High school spent the Day at the Village Hall learning firsthand about How their local government works and How it wrestles with the problems of balancing the need for programs with the budget and tax Money. According to Peg Arnold student Council adviser and teacher the program has been an annual event for the past eight years. The Bill is similar to one Joyce sponsored in 1988 that narrowly failed because of opposition from Deangelis. The 1988 Bill a failure led to a months Long feud Between Joyce and Deangelis who each argued that the other was trying to promote one site for the proposed third regional Airport. The 1990 Bill creates a by county Airport authority whose jurisdiction would be split 50-50 Between Kankakee county and will county. The eight member authority which would have Revenue bonding Power to finance operation of an Airport would include four members from each county according to Joyce. The 1990 Bill is intended to promote the three Sites in Kankakee and will counties that the Federal aviation administration is subjecting to an intense two year scrutiny. The will Sites Are near Peotone and East of Beecher the Kankakee site is in the Northwest Corner of the county. Also part of the study is expansion of the existing Gary ind municipal Airport. The comprehensive review of air space economic potential environmental Impact residential displacement and transportation Access was started in fall 1989 and is scheduled for completion by fall 1991 a when one of those Sites is to be recommended. Chicago mayor Richard m. Daley has since proposed a fifth site in the Southeastern City and suburbs. Principals in the Airport debate Are working to create a Structure under which Daley a plan can be rolled into the existing study process. The apparent support of Chicago democrats on the Senate committee including sen. John do Arco who made the motion to approve the Bill a does no to mean anything a Joyce said later. A this showed the Chicago delegation is not opposing this currently a but it does no to mean they wont in the future a Joyce said. A you take support when you can get the Bill was approved 10-1 by the Senate executive committee of which Joyce is chairman and Deangelis a member. The Bill now goes to the full Senate and if successful there to the House. The South suburban mayors and by Karen Haave a Mokena committee is looking at the possibility of a feasibility study to determine the Overall profit potential of acquisition of Howell Airport in new Lenox. The Airport now privately owned by Bill Howell is for Sale with a $10.5 million Price tag. According to James Bildilli chief Airport planner for the Illinois department of transportation aeronautics division four municipalities have expressed some interest in buying the 160-acre facility. They Are Mokena Tinley Park Monee and Ford Heights. Mokena officials have taken no formal position on the Airport but a subcommittee of the villages economic development commission is eyeing a feasibility study with interest. The subcommittee recently sponsored a presentation by Bildilli outlining the study and acquisition processes. Bildilli said that the study would be a three to five year process if it begins in 1992, when state funds will be available to pay for it. The study itself is expected to take another three years to Complete. If the study supported purchasing the Airport the acquisition could take an additional year or longer. Study procedures also include Public hearings and Public input. But the subcommittee headed by Mokena school supt. Raymond Gar Ritano is a months away from making a recommendations on whether to pursue the feasibility study estimated to Cost Between $30,000 and $100,000. Garritano who also serves on the Mokena economic development commission said the Medcus objectives include attracting a financially sound and clean Industry to the if an Airport can do that he said then med should explore the possibility of Village ownership. Options Bildilli told the economic development commission Are a Purchase and ownership of the Airport by the Village of Mokena. A Purchase by a consortium of villages. A Purchase via an Airport authority comprised of one or More villages. A taking no action to study the Issue or acquire the facility. A consortium differs from an Airport authority in several ways Garritano said later. A there is a big difference Between the two a he explained. A a consortium of villages jointly shares the costs beginning with the study and enters into an intergovernmental agreement. The consortium would have a Board with a representative from each Village. Rep. George Sangmeister a Mokena has failed in his attempt to schedule a second meeting Between Union picketers and executives of toys r us. Sangmeister tried unsuccessfully Friday to arrange another session Between will Grundy building trades officials and executives of the toy company Christopher Ganschow spokesman for the congressman said. Sangmeister a is still hoping the conflict will be solved a Ganschow said. Earlier in the Day Sangmeister said he is not optimistic about an immediate solution. A few weeks ago the two parties met briefly at Sangmeister surging but were unable to make headway. The dispute started last month when Union workers began picketing a toys r us distribution Center construction site in West Joliet. Union officials took the action because the toy company hired a nonunion Mchenry county contractor a j. Pease construction a to begin site work on the $22 million project. Both will county and the City of Joliet granted tax abatement to toys r us. The county however has threatened to rescind its agreement if legally feasible and if toys r us does not hire local Union workers.
