From South Carolina and Mississippi to Michigan and califor Nia scores of Black candidates Are seeking spots ranging from party jobs to state Legislatures. One group that keeps tabs on such statistics counts More than 600 Black candidates across the country. While political strategists Don t predict a big increase in the number of Black office hold ers Black political leaders indicated in interviews they Are hopeful the nov. 3 election will bring Blacks More Power to in fluence local decisions. This i think represents the new level of sophistication in Black politics said John Dean former minorities director of the democratic National committee and now an adminis Trator under new York mayor John Lindsay a Republican. Here you have a sort of mass consciousness decision to really go for political office at the local level. It s saying we can t count on the Federal government any More. Those Guys have failed since the 1965 voting rights act there has been a slow but steady increase in the number of Black elected officials. The Institute for Black elected officials in Washington now counts from coast to coast including 1 senator 9 . Hilse members 31 state Sena tors 137 state representatives 48 mayors 114 judges or Magis trates and 64 county commissioners or supervisors. Even with the new stress on local races there will be new faces joining the Black caucus in Congress. Seven of the present nine House members Are expected to win re election. The seats of two others Are Safe for Blacks., rep. William Dawson of Chicago Democrat and Dean of Black congressmen with 28 years service is retiring. Alderman Ralph Metcalfe 55, an olympic Star of the 1930 s and a chief aide to Chicago mayor Richard j. Daley is Given the Edge to succeed Dawson. His opponent is mrs. Janet Roberts Jennings a 37-year-old Black Republican who com Plains that she has received no support financial or otherwise from her party. New York state Assembly Man Charles who beat Veteran Harlem Democrat Adam Clayton Powell in the Pri Mary and has Republican As Well As democratic endorse ment is expected to easily de feat his four opponents running on the conservative Liberal socialist worker and communist party tickets. Berkeley City councilman Ron Dellums is Given a Good Chance to beat his White oppo nent and join Augustus Hawkins As the second Black Congress Man from California. The Rev. Andrew Young a top aide to the late or. Martin Luther King or. Faces an Uphill Battle in his fight to become the first Black congressman from Georgia since reconstruction. Collins is rated even in his race with White Republican Alex j. Zabrosky for an Illi Nois seat. Among the Black candidates Given Little or no Chance of win Ning congressional seats Are mrs. Myrlie Evers 37, widow of slain Mississippi civil rights Leader Medgar Evers who faces conservative rep. John Rousse lot in a Southern California District William r. Thompson and Eugene car Tern both from Mississippi running against sen. John Stennis and rep. Jamie Whitten. Blacks Are seeking governor ships in three Southern or. John Cashin in Alabama c. B. King in Georgia and Thomas d. Broadwater in South Caro none of the three is Given any Chance of winning. The list of Black candidates for other statewide offices in clude Republican James l. Flournoy for California Secre tary of state Democrat Basil Patterson for lieutenant Gover nor of new York Robert m. Duncan unopposed Republican incumbent for the Ohio supreme court Richard h. Austin unsuccessful candidate for con Gress and for Detroit mayor now seeking to be Michigan s Secretary of state and civil rights Leader Hosea Williams running for Georgia Secretary of state. On the local level the wish for greater influence has produced three distinct patterns of Black political activity. In Northern states like new York Michigan Illinois Ohio and Pennsylvania moves Are being made to increase Black in fluence Over party machinery. In Pennsylvania i Don t see too much of an increase in the number of Blacks seeking Politi Cal positions except in some of the third said mrs.
