Haack said the securities in usury was being fragmented by Raices which Are not Only Ireat ening the Central Market lace but Are tending to under nine the entire moral fabric of significant Industry As he referred to practices in Olving a rebate or partial re Bate of brokerage commission fees. For example this could involve a broker receiving a com Mission from a customer then being billed by a third party for research or other services at an inflated Price. Payment to the third party then would be routed Back to the customer. He said he deplored the intrigues and machinations of some new York Stock Exchange members and some of their customers.
