If you still feel that you Uch Johnston said i urge you to recommend to the Congress at the earliest possible Date an increase in Cotton quota and allotments for 1954." Johnston continued i urge you to recommend to con Jross that Cotton marketing quota legislation be revised in order to distribute More equitably county allotments among individual farm 5. What i have in mind particularly is the situation where one county n the slate fails to use its total acreage allotment and my belief is that it should then be made available to the Cotton Farmers at other counties within the same state. Cotton Farmers and business men alike Are clearly concerned Over the cutback in Cotton acreage for 1954." Johnston said. It is necessary to face the hard fact in my judgment that the entire Economy of the Cotlon of the whole geared to a Cotton acreage in the neighbourhood of 22 million if the government should in 1954 abruptly and arbitrarily Force the Fanner below this production Leve it would result in Sharp Finan Cial losses for All our people and maybe even a trend Back to de ments under his emergency pow pression.
