The truth is this whole Resolution a a bold and flagrant attempt to capture Republican property and is Only relieved from the charge of larceny by the fact that the whole no. 692 ratify the amendment As All parties in these states have declared themselves in its favor and the Law of Congress will require it As n condition precedent to their restoration to representation in Congress and enough other states tray be surely counted upon with those that have already acted to make the requisite three fourths. Indiana has ratified the amendment notwithstanding the desperate and revolutionary measures resorted to by the democratic party of that state to defeat its action. Twice the democratic members of the Senate and of representatives in the Indiana legislature resigned their seats for the purpose of breaking a quorum relying upon a strained and forced construction of the Constitution of the state the same which the rebels sought to give to the Constitution of the United states when they claimed that Congress was destroyed in 1861, by the secession of the senators and representatives from Southern states. But the sound judicial mind of the country and Tho common sense of the people repudiated the construction alike in each Case and rejected any interpretation of the Constitution which would enable a factious minority to destroy the legislature or Congress. The most noticeable thing about this Resolution a that it makes no Issue against coloured suffrage in gives no intimation that coloured suffrage a wrong or improper but object Only to the Means by which it is to to brought about insisting that suffrage should be regulated by an amendment of tie Constitution of the state and not by amendment of he Constitution of Tho United states As it a proposed in Tho fifteenth amendment. In n democratic convention in Ohio two years ago it was resolved that negro suffrage in itself was wrong and would to highly prejudicial to the Best interests of the state. But that opinion seems to have been reconsidered and the Only objection now is taken to the Means by it is to be brought about. This reconsideration is doubtless owing to the conviction in the minds of the members of the late convention that the fifteenth amendment would be ratified. And impartial suffrage established and it was therefore important to put Tho democratic party into a position in which they could Point to the platform and assure the voters that they did not object to negro suffrage in itself but Only to the Mode in which is was brought about and thus Lay a foundation for soliciting the coloured vote.
