Print this week on or frs Page the Able speech of Hou jame.1 Monroe on the currency question 3n which he advocates free banking on Many of the propositions in the speech Tho people of his District Wil not differ with him. His remarks on the necessity of a Gold Basu Tho impropriety of further contraction under existing circumstances the Folly of taking any Stepa now that look to immediate resumption these Are Points on which there will be no differences of opinion among the intelligent people of Bis District. But on the vital question of expansion we do not hesitate to say that or. Mon Roe s views Are widely at variance with those of the great mass of business men in his District. The business of the country is rapidly adjusting itself to the now requirements created by the panic and without the Aid of an increased volume of Tho currency Wold soon assume a healthy condition with Many Points gained towards a Safe return to specie Paymen s. Greatly fear the effects an increase of in currency which Congress has already sanctioned. It May make Money More plenty but it will inevitably enhance the value of All commodities in , and what is worse Yutt give an impetus to speculation which sooner or later will end in a general crash. Or. Monroe does not desire such a condition of things and thinks the increase voted will not sensibly effect prices. He thinks the adoption of he system of free banking will not materially increase the volume of the currency. Are the facts Congress has voted an increase of 44 milieus of greenbacks and 46 millions of Bank Notee. This is a increase of nearly 13 per cent above what the a previously allowed. It will not place in circulation quite 90 millions of currency More than we had before because 26 millions of the reserves now allowed to be issued wore put n circulation by Tho Secretary of the Treasury soon after the panic last fall. Does any one doubt that adding nearly one eighth to the volume of our currency will not enhance prices and engender a spirit of speculation or. Monroe has much better opportunities to judge of the Workings of the system be advocates than we have but unless the National Bank currency is largely increased by free banking with no limit to its issues it will be an atom Oil not heretofore witnessed in the history of our currency. But the great mistake is in increasing by one Dollar the 710 millions of notes All of which must be redeemed n Gold before our currency Cin be reduced to its Normal and Only healthy condition. To think the inflation lists Mist nce the sentiment of the people on ibis question. The speculators and Eckless business Meu clamor loudly or More currency and the noise they make would Lead one to believe the people Unive Biilly demand inflation when Tho opposite is True. The great is of the people when asked their views say let the Laws of Trade work out the problem. Take no step that will postpone the any of return to Gold and Silver. The speculators do the talking while the Uno Brusio mass Are silent. The inflation lists carry their Point and the Day of redemption is again indefinite to postponed with Tho danger of the country running riot in speculations at the expense of the Public welfare it is claimed that much of the surplus currency will be locked Upas reserves in the National batiks and the effect will be not 10 increase the volume of the currency. We cannot see t for heretofore the Banks were compelled to keep their reserves either in their own vaults or on Deposit at their redemption agencies in York and the new Law will not materially change the general result. To Lully believe the people do not want inflation nor do they want contraction. The Laws of Trade if left undisturbed work out the problem a due time and bring us Down to a sound specie basis. Our Wellington letter wandered around last week until it was too late for the paper. The following portion however is Worth Reading even if it is a week old. Cd. A portion of the Temperance ladies marshalled their forces about Twenty Strong and proceeded to the town mall at an Early hour of the morning on election Day. The purpose was to elect a Temperance mayor that would strictly enforce Temperance principles whilst adjusting the intricate machinery that is to govern the people of this Village. They stood at their Post unflinchingly throughout Tho Day but fulled at last to elect their Man. Mavor editor Democrat. Some persons Are so constituted that us less their own particular and selfish interests Are especially looked after by those that have authority unless they Are especially favored in the expenditure of the Public funds for their particular Benefit then they Are very free to find fault and say some very naughty things about the mayor and Council. In regard to our sex mayor a b. Gates who has been a faithful servant to us the past six years i wish to say that during his six years service As mayor it would to a unheard of thing to suppose that to had made no mistakes. While we admit that he is not infallible we think we Are Safe in saying that 90 per cent of the citizens of our Village will join with us and say that he hat been an efficient and impartial officer and that he has discharged Bis duties without fear or favor according to Hii bes judgement and the Best interests of our Lowthe has never lacked Boot Bone a thing very essential in these Days of prompt ised or expected favors in dispensing Justice to the Law breaker As the nature of the Case demanded. Mayor s annual to the town Council of the inc of ported Village of Elyria in Nia King this my last annual communication to you i am reminded of the Grea changes which have been rough in the situation and prospects of on municipal corporation within the Pas year. A Little Over one year ago Elyria had been visited by n dest tic Tive conflagration which at the time threatened the growth and business prospects of our Village but not Liin daunted she has Arisen Phoenix Lik from the ashes and presents Lorta More substantial evidences of lie growth and the Enterprise of her citizens than Ever before. The Tempo Rary Structure which were widely per knitted to be erected on Ely Park t accommodate those who Wero deprived of ther business places by great fire have All Ceu re moved am i would at this time As i hav before urge upon you the importance of having said Park graded and Fin shod and made As it ought to be thin g of Beauty and a Joy let nothing Short of a convulsion p nature prevent this desired improve intent. A great amount and i migh say an unusual amount of labor not Money has been expended on of streets during the past year. This was owing partly to their very bad condition last Spring and the Largo amount of material from the Burn District which could be used to the Mutual advantage of All parties in improving the highways. Tho debris from the Brick Block consisting o Brick Stone and mortar which could be had for its removal furnished material in part to 31c Adalize some 170 rods of our principal streets and in my opinion it was a Wise and jul Dillons expenditure of Money. For the five years there has been adopted a coils of municipal ordinances which reaches almost every Case which is needed in our Village for general purposes. Those ordinances should be and published in pamphlet form so us to be accessible and better understood by All parties interested in the same. Bai.oon3 and intoxicating . I have thought it to be my duty mud have taken occasion in four of my communications to the Council to Call your attention to the evils resulting from the too Grunt use of intoxicating drinks in our corporation. A series of ordinances have Boon passed from Lime to time luring that period regulating the traffic and 1130 of intoxicating drinks. Of Tho 27th Day of March 1874, the so called Mcconnellsville ordinance was passed by your honorable body prohibiting the Sale of Beer ale and Porter to be drank on Tho premises where sold and for other purposes. Somo think or pretend to think that the strict enforcement of this ordinance will work great injury to the growth and general Prosperity of our town that it will injure business and drive away Trade. 1 apprehend no such calamities resulting from the enforcement of said ordinance. It is estimated by some who have informed themselves upon this subject that is paid out or 1ms been during the past year in this Community for intoxicating drinks. Now it is Clear to my mind that this Large expenditure of Money could have been used to much better advantage and should have been placed where it would do More Good. That Temperance Ulm sobriety or can to an injury to any place or people is not according to my ideas of political Economy. Side walks. 1 would again civil you attention to the establishing a now Aud higher Grade to Many of our Side walks streets and highways. The system of Mcada Mizing our principal streets should go on As fast As the moans at hand will permit. Town Hall. On the 31st of january 1872, 1 was appointed to take charge of the renting of th3 Judie no room in the town Hall. I have Coll cited since that time Taid out during that time Tor janitor s services Coal repairs sec., Street lights. Iii j86g, the Experiment was first tried of lighting our streets by Carbon Oil. In the absence of Gas this Experiment Haa worked very satisfactorily proving a very useful As Well As economical Street Light. The number of Street lights has increased from time to time until now there Are sixty one. This kind of Street lamp is had its Day and in the absence of Gas has answered an excellent purpose. But the time has come when or Tho reputation of Nur town and the wants of Many of her citizens we should make no delay in having As works put in operation. I know of no town in the state of Ohio of to population and business of Ujj Elyria hat is not lighted Svith gentlemen i will Only add a Coni Leaion that for the faithful and impartial manner in which you have discharged your duties As members of Tho town Council which have been various and multiform during he past year you arc entitled to the probation of your constituency.
