He thinks the adoption of he system of free banking will not materially increase the volume of the currency. It will not place in circulation quite 90 millions of currency More than we had before because 26 millions of the reserves now allowed to be issued wore put n circulation by Tho Secretary of the Treasury soon after the panic last fall. Does any one doubt that adding nearly one eighth to the volume of our currency will not enhance prices and engender a spirit of speculation or. I have thought it to be my duty mud have taken occasion in four of my communications to the Council to Call your attention to the evils resulting from the too Grunt use of intoxicating drinks in our corporation. A series of ordinances have Boon passed from Lime to time luring that period regulating the traffic and 1130 of intoxicating drinks. Of Tho 27th Day of March 1874, the so called Mcconnellsville ordinance was passed by your honorable body prohibiting the Sale of Beer ale and Porter to be drank on Tho premises where sold and for other purposes. Somo think or pretend to think that the strict enforcement of this ordinance will work great injury to the growth and general Prosperity of our town that it will injure business and drive away Trade. 1 apprehend no such calamities resulting from the enforcement of said ordinance. It is estimated by some who have informed themselves upon this subject that is paid out or 1ms been during the past year in this Community for intoxicating drinks. Now it is Clear to my mind that this Large expenditure of Money could have been used to much better advantage and should have been placed where it would do More Good. That Temperance Ulm sobriety or can to an injury to any place or people is not according to my ideas of political Economy. Side walks. 1 would again civil you attention to the establishing a now Aud higher Grade to Many of our Side walks streets and highways.
