How your Man in . Votes and Why by George Verbanc to staff writer Washington . How does a Congress Man vote in Way he wants to or the Way his constituents want him to vote . Rep. Don j. Pease d-13, said he was reminded of the question which students often ask when he Speaks to High school government classes when he voted on the Mottl anti busing amendment last week. Pease s answer covers five different kinds of voting situations. First there Are hundreds of votes each year on which his constituents never express an Opin Ion. These Are routine often non controversial votes and constituents expect a congressman to exercise his judgment and common sense. Second the next greatest number of votes Are those on which he believes and the evidence suggests that his constituents and he Are in agree ment. Since i run for election every two years and am a product of the 13th Ohio congressional District it is not surprising that my views and those of my constituents coincide on most he explained. The final three of the five voting situations he encounters involve possible conflicts the Way he wants to vote or the Way he would guess a majority of his constituents might want him to vote. The recent proposal to lift . Trade sanctions against Rhodesia was one of those conflict situations he said. In deciding How to vote i imagine myself Able to sit Down for 15 minutes with each constituent to discuss the he said. If i think that after 15 minutes the constituent would see and agree with me by reasoning then i go ahead and vote the Way most sensible to he said. Using the same method but involving the other Side when his constituents seem to feel differently than he does on an Issue then he votes the Way his constituents Are urging him to vote. Officials said they had no Way to determine How Many refugees could have been on the open seas although 478 slipped into Hong Kong wednesday before the storm struck. Marine police said 17 ships were tossed about in the Harbor eight of them colliding in four separate incidents. Hope passed Over Hong Kong and into the Pearl River Delta of Southern China where no reports of damage or injury were available. The storm system was so extensive that one 6-year-old boy was killed in a landslide in South Korea sparked by heavy Rains. She called her Mother former it turn to Page a-6 Bipat Riewald it staff writer North Ridgeville a local citizens group is asking the Ohio supreme court to order a Public vote on an ordinance giving mayor Richard Carje authority to negotiate development of a subdivision. Concerned citizens of North Ridgeville attorney Milt Schulman filed a request for a court order after the City s Law director Joseph Cirigliano ruled referendum petitions seek ing to place the ordinance on the november ballot were illegal. The group seeks to place to Public vote the ordinance setting up negotiations Between the City and Developer Frank Dettore head of North Ridge investment corp. The ordinance passed by City Council april 16, authorizes the mayor to contract with North Ridge investment to allow Homes to be built on lots with 76 frontage instead of the Standard 90-foot frontage. For that approval North Ridge investment would agree to provide the City with a 50-acre Park school site adjacent to the Homes a five acre parcel of land on Bainbridge Road to be used for a new Post office site extend the Case Road trunk line sewer and a number of other City improvements including the Purchase of two buses to be used by the City. The petitions requesting a Public vote on the authorization Given the mayor were filed with the mayor on May 14 and were ruled illegal on May 21. The petitions were ruled illegal because the ordinance was passed by emergency legis lation and is therefore not subject to referendum. Although the ordinance was passed by emergency legislation allowing it to be placed into effect immediately instead of after a 30 Day waiting period Schulman said it was not a True emergency. He said the health and safety of residents would not be threatened by waiting until the ordinance goes on the ballot. The request for a court order was filed with the supreme court instead of Lorain county common pleas court to expedite a ruling. County administrator Dommick a. Dellisanti said Money will be transferred from other accounts to carry the depart ment through the balance of the year. Dellisanti and county auditor Julian a. Pijor Are to meet tomorrow to review county finances and make the necessary inf James a. Mertz warned county commissioners last week that his Sal Ary account would be exhausted at the end of july.
