El Paso Herald-Post (Newspaper) - January 14, 1975, El Paso, Texas EL PASO HERALDPOST Tuesday January 141975 Solons Split On Ford Plan Section Seven By BOB DUKE Congressm n Richard C White DTex and Sen Lloyd Bentsen DTex today questioned some of the proposals contained io President Fords new economic program However Sen John Tower RTex described the Presidents program as a balanced plan tempered by restraint IN A TELEVISED address to the nation last night Ford proposed between a SI and S3 hike in import fees on each barrel of crude oil energy conservation taxes on domestic and natural gas and a billion income tax cut His energy conservation proposal could mean as much as a 10 cent per gallon boost in gasoline taxes It is a hopeful sign that the President has discarded his October proposal for a tax increase and is now seeking to combat recession through a tax cut Bentsen said I would prefer however that the tax relief be directed more toward middle and low income Americans and I fee that is what the Congress will enact HE DESCRIBED FORDS call for up to a S3 a barrel import tariff on crude oil and a tax on domestic oil as ex cessive Moreover he said it discriminates against Americans who depend on fuel oil to heat their homes Restaurant Executives In El Paso SUtio Two executives of the Texas Restaurant Assn are visiting the E Paso chapter today according to Mike Dipp Jr president They are Andrew F Stasio president and W H Buckshot Price executive vice president Stasio a retired Army colonel owns seven Shakys Pizza Parlors with gross an nual income of more than million three of them ranking in the top 10 in the nation the past five years He is past president of Dallas Restaurant Assn and was twice their outstanding restaurateur He is active in many civic endeavors and is vice president of In ternational Franchise Dealers Assn Price a graduate of National Restaurant Assn Executive Department Program is past president of Texas Society of Assn Executives and In ternational Society of Restaurant Assn Executives Some type of mandatory program to reduce energy consumption will obviously be necessary Bentsen said The J30 billion price tag he placed on this program would have almost as serious an in flationary impact as the oil price increase brought about by the Arab countries WHlTli who represents the El Paso area voiced belief that the Congressional Democratic Tas Force compelled Ford to act by unveiling his own economic program Monday However 1 think it is about time he came forward although he may have acted hastily in his tax relief proposal he said Echoing Bentsens statement White said the tax relief plan should have been geared more to middle and low income Americans ALTHOUGH he conceded that a tax increase on gasoline is inevitable as an energy conservation measure be deplored the effect it will have on motorists in the Southwest People in the Southwest use their cars to go to and from town White said Some live far from town so consequently an increase in the gasoline tax will hurt them Tower voiced satisfaction that Ford is determined to reply on free market forces in his battle against recession rather than resort tomanaged economy Yet I fear that interest rates will be driven upward by the governments competition for funds in the capital market in order to offset sizeable deficits he said Furthermore Tower said the government deficits will temporarily delay attainment of the seven per cent inflation rate targeted last year by the Administration Murray Retires From Police Department Dayton B Murray
