The Delaware River Basin commission on wednesday gave final approval to expanding the Capac Ity of the Harvey Avenue sewage treatment Plant which overloaded two years ago. The Bucks county water and sewer authority owner of the Plant which serves Doylestown Borough Doylestown town ship and Plumstead requested the new rat ing which increases the Legal capacity of the Doylestown Plant from a monthly aver age of Gallons per Day to i.2 million Gallons per Day. The state department of environmental Protection approved the new rating Early this year and sent it to the Druc in toe sum Mer for what is often perfunctory approval. But after objections by democratic county commissioner Sandra Miller and her running mate for county commissioner Christopher Serpico along with an Engineer for Plumstead township the decision was delayed. Opponents of the new rating fear it will result in new connections to the treatment Plant which overloaded in the Spring of 1998. Since then the authority has installed a surge tank to handle Mitra Sun during heavy rain. During testimony wednesday Miller charged the county sewer authority is mis managed and unable to operate in a Way that protects the county s Waterways. The concern is that the relating would allow additional connections when Many of us believe the authority can t handle its pre sent she said.
