Carter coming to Ohio a but not Here to special report president Carter plans to visit Ohio this month to boost his sagging reelection Hopes but his stops wont include one in Tuscarawas county despite repeated pleas to do so. White House political aide Tim Kraft reportedly has said Catter is considering visits to Steubenville Akron and new Concord. Cleveland where democrats have endorsed . Sen. Edward Kennedy for president has not been considered on Carters itinerary. The Tuscarawas county chamber of Commerce has made repeated attempts to arrange for Carter to attend the Ohio Energy forum planned Friday in the a a trumpet in the land a Amphitheater at Schoenbrunn. A White House spokesman this week told chamber president Jack shores again that Carter would not attend the forum but that the presidents staff has never before received so Many requests for him to attend a single event. Participating in fridays forum will be several leading figures in the Utility and fuel businesses and some Public officials who will discuss problems and possible solutions to the nations Energy problems. Also refusing to attend was . Sen. Howard Metzenbaum a Ohio who has been outspoken on Energy issues but who said he would not consider attending even if his schedule permitted it. The chamber had hoped two pleas from . Rep. Douglas Applegate for the president to get a first hand look at Coal country in the 18th District would help the cause. Applegate a requests May have backfired on the chamber however since Carters itinerary includes the democratic congressman a Hometown Steubenville. Carters staff possibly wanted to shield the president from Tough questioning from the Energy forum panel of experts and saw the Steubenville visit As a Safe political move. Carter has been asked relatively easy questions during recent visits to Kentucky and Pennsylvania towns political observers have noted. The Steubenville visit would be profitable politically because the area on the Ohio River is a democratic stronghold and because Carter can address himself to the concerns of those in Ohio Coal coun try which has been hard hit by stringent environmental Protection Agency standards. On the other hand a visit to the Energy forum could be politically damaging if Carter entered into a debate on the issues. Carters last appearance in Ohio a and the Only one since he became president a was at a democratic dinner in Columbus last september. Although a definite schedule a not been set Carter probably will make his Ohio visit this month. Tipps said Steubenville would be a Good Choice because it is a democratic area in a Coal mining District and new Concord would be favourable because it is the Hometown of . Sen. John h. Glenn another Democrat. Akron is seen As a democratic stronghold. Carter carried Ohio by 11,116 votes out of about four million cast in the 1976 presidential race against incumbent Republican Gerald Ford. But it is generally conceded that no Democrat can win in Ohio without piling up a huge margin in Cuya hoga county which May mean that Cleveland will be added to the presidents plans. Asked if the Cuya hoga county democratic party a vote in May favouring a draft of sen. Kennedy for president would keep Carter from Cleveland White House aide Rick Hutcheson said a a that be a Tipps said a Cleveland visit was not discussed. Many democratic leaders speculate that Carter would have trouble carrying Ohio if the presidential vote were held today. Nationwide the Harris poll projects Carter would be Defeated nationwide by either Ronald Reagan or sen. Howard Bakerr Tenn. Harris said the presidents approval rating is just 26 percent. A nationwide Telephone poll of 803 americans conducted july 24 by Abc news and the associated press showed Carters approval rating is Only 23 percent compared with 26 percent just after his nationwide television address july 15.
