On thursday senator Ball s Bill to prevent the issuance of Bonds for Highway work by supervisors under the present emergency Law will come up for hearing. Under the present Law which was intended to enable boards of supervisors to meet such emergencies As the destruction of Bridges by flood through an issuance of Bonds some boards of supervisors have gone ahead and deliberately created an Over draft in the Road or Bridge funds and then issued Bonds to meet it. Senator Ball wants to limit the indebtedness so created to an anticipation of the revenues for the current year. It is generally known that there were some senators who heaved a sigh of Relief when the House put All three Road Bills to sleep by a tie vote be cause they believed it meant an end of Road legislation for this session and that they would not be forced to de Clare their position. This pleasant dream has been rudely shattered by senator Chase s statement that the flight Lor the administration s measure is not Over and that there Are at least fifteen senators who were elected on the Road Issue who Are going to have a Chance to declare themselves. There is every indication that the fight in the Senate will be just As hot As it in the House As senators Chase and Frailey Are two of the Best debaters in the up a per House while senator Balkema has been through the Road fights for the last three sessions and senator Haskell is one of the most popular and Clever est politicians in the state House. During the Progress of the debate on the Road Bill in the House Friday a certain prominent greater Iowa association official was making himself conspicuous on the floor by lobbying with members against the administration Bill. Speaker Pitt invoked Rule 64 against him which provides that there shall be no lobbying permitted on the floor of the House duing its sessions. As there was no question to whom the speaker was referring the lobbyist re tired to the cloak room in some con fusion. Some time later while repro i tentative Rogers of Carroll county was speaking in favor of the adminis i traction Bill his auditors were startled by the banging of speaker Pitt s Gavel. Interrupting representative Rogers the speaker announced in stentorian tones i he speaker is advised that lobbying is continuing on the floor of the House in spite of the fact that Rule 64 has been invoked. If the guilty part does not immediately desist the speaker will order the sergeant at arms to remove him from the chamber and his name will be read to the lobbying on the floor suddenly became very in popular.
