Ruvolo told reporters he has proof of an illegal connection Between Ailes and a Bush Quayle political action committee that produced television advertisements featuring furloughed murderer Willie Horton of Massachusetts. Ruvolo who planned to file his complaint Friday with the Fec said the ads were racist and noted that Ailes is now working for Republican gubernatorial nominee George Voinovich. Bush finds Consolation prize for John Tower by Jack Anderson and Dale Van Atta Washington a John Tower the former senator who pass Muster to be Secretary of defense is about to be named chairman of a secretive intelligence advisory Board to president Bush. Our sources say that in two months or less Tower will take Over the presidents foreign intelligence advisory Board called a spiffy Abs for its acronym Pfab. Bush put Tower on the Board last year As a Consolation prize after the Senate refused to give him the Job he really wanted Secretary of defense. He does not need Senate confirmation to be chairman of Pfab so the questions of womanizing drinking and conflicts of interest that dogged him through the Senate hearing will not find a Public forum this time. But some White House officials have privately raised objections noting that Tower would continue to work As a consultant for government contractors while he has Access to National Security secrets As a member of the Board. Pfab has been around in one form or another since the Eisenhower administration although Jimmy Carter disbanded it during his term. It exists to advise the president on the Quality of intelligence he is getting from the various . Spy agencies. The Board technically does not oversee those agencies but it second guesses their work and suggests ways they can do a better Job. The Elevation of Tower to chairman is something Bush has wanted to do for a Long time. Bush inherited most of the current members of Pfab from Ronald Reagan but he Hasni to made much use of the Board and is ready for a purge. Knowledgeable White House sources Tell us that Bush is eager to replace everyone on the Board except his Good Friend Tower. Our sources predict it will happen in june or later if Fri background checks on the appointees drag on. Ironically Many of the current members Are closer to Bush than Reagan including pm the chairwoman Anne Armstrong an old Texas buddy of Bush a. In 1985, when Reagan streamlined his Pfab from 21 to 14 members some rag unites complained that the members who survived the Cut had closer ties to Bush. Bush a reluctance to use Pfab and his restlessness to restructure it with Tower at the Helm May have something to do with his own Days As director of the Central intelligence Agency during the Ford administration. Fords Pfab decided that the Cia and other intelligence agencies were underestimating the soviet threat. The Ford Pfab set up two teams to Analyse that threat a the a a team from inside the Cia and the a a a team made up of outside consultants. The b team rated the soviets As a More powerful threat than the Cia had assumed and Bush eventually adopted that Point of View to drive the Cia. But he received plenty of grief from the rank and file Cia members who already thought he was a political Hack and did no to like being told what to do by outsiders. At the time Bush was struggling to win respect at the Cla. In addition to being driven by somewhat sour memories of Pfab Bush now wants a smaller Board made up of intelligence experts instead of the mixed bag of academicians business people and consultants. One Pfab member told us that Bush a has not used us effectively at All. That does no to mean that we have been inactive. But we have not had the direct and frequent Contact with him As with past the Board has continued to meet for several Days every other month and has reported its findings to the National Security Council and the Cia. Why not duplicate koreans Success by Mike Royko in the neighbourhood where i grew up most of the Small businesses were run by people who reflected the neighbourhood a a Eastern european makeup. They owned the grocery meat Market poultry store produce store pharmacy Barber shop taverns and diners. Even the Bookie was a local. Many were family operations with the husband wife and kids All involved. That kept the payroll Down eliminated the need for labor negotiations nobody look a sick Day unless they really needed it. In slow times or when capital was needed to expand or improve everybody took a pay Cut. That a the Way it was in most of the City a ethnic neighbourhoods. All you had to do was Cross one of the streets that served As Borders and All that changed was the storekeepers names. Instead of local family businesses run by Chester Stanley or Walter it was Angelo Rocco or Tony. I mention this while sliding into what could be a sensitive Touchy subject. You be probably read or heard stories out of new York about the conflict Between some Blacks and the koreans who operate businesses in Black neighbourhoods. The Blacks say that some of the koreans Are hostile rude and do nothing but take profits out of their neighbourhood while not putting anything Back in. Many Blacks resent that the koreans Are newcomers to this country. The koreans respond that All they re doing is working hard to make a living and gel ahead in their new land of Opportunity. This Isnit a new problem nor is it limited to new York. The same thing has happened and is still happening in Chicago where a Large korean population operates hundreds of Small businesses in Black neighbourhoods and opens new ones every week. One Black Chicago Alderman William Henry even went so far As to suggest that a Law be passed requiring businessmen to be fluent in English. Most people laughed at the dimwitted and illegal idea. But instead of laughing they should have been asking the obvious question. If Blacks done to want to buy their bread and milk from koreans Why Arentt they running the businesses themselves i done to recall anybody putting that question to the Blacks waging her Boycotts in new York or those who think a if i can abuse that word a like Alderman Henry in Chicago. Knee Jerk racists will be Quick to provide what they think Are the answers a Blacks Arentt smart enough to run their own businesses. That a nonsense since Blacks do run Many successful businesses big and Small. They re smart enough to be lawyers doctors educators corporate executives cops and succeed in other demanding occupations. So running grocery stores or cleaning and tailoring shops Isnit beyond them. A Blacks arc too Lazy to Deal with the Long hours required to make a go of a Small business. More nonsense. Anyone who works As a labourer or jockeys a cab 12 hours a Dav six Days a week As Many Blacks do Isnit Lazy. Knee Jerk liberals will be Quick to provide their answers too a Lack of education. The schools arc bad. Excuse me but you done to need an mba to run a Comer grocery store. Some of the koreans can to even speak read or write English and they get by. Most of the Stanley Chesters Roccos and Angelos who ran the Small businesses i grew up with never saw a High school. A Lack of financing. It takes capital to Start even a Small business. And financial institutions discriminate against Black businessmen. Maybe some do. But there arc Black Banks. There Are wealthy Black businessmen with funds that can be invested. Are they discriminating too no the knee Jerk racists and liberals both have it wrong. It Isnit Lack of brains Energy education or financing. What slacking is organization and that a what Blacks can learn from the Success driven koreans. The kor Caas done to wait for a Bank to provide a loan. They have their own family and Community financial support. Those who make it kick something into the pot. Those who Are looking for a Chance can dip into the pot. And when they succeed they take their turn giving something Back. There a also an important cultural difference. Koreans for excellent reasons done to Trust governments and done to depend on governments for their Well being. They look to their families and communities for support. They arc private Chi reprise oriented. Because of our history of welfare and social safety nets Many Blacks look to government programs and social agencies. They re program oriented. But the government Isnit going to show anybody How to run a grocery store a dry cleaning shop or teach anyone How to Pool family or Community Money to get it started. Any grocery store started or planned by Federal bureaucrats would probably go broke before the first loaf of bread was sold. So instead of picketing korean stores and being angry envious and resentful Blacks might be Wise to take another approach. Take a look at How the koreans have done it and give it a try yourself. If you can organize a Boycott or a protest take it one step further organize your own grocery store. It might not make the network news but it could Send your kids to College
