Washington Cap the claims its decision to release million in school funds has nothing to do with a lawsuit filed against it by 11 states and 15 school districts Frank Carlucci undersecretary of the department of health education and Wel fare Saia Friday the decision to release the funds was based solely on it recommendation from comptroller general Mer b Staats on wednesday the lawsuit was filed seeking release of million in school Impact Aid which the states and school districts bringing the suit claimed had been impounded a Short while later Federal officials announced that they would
