action the Council okayed prohibited parking along the downtown portion of Garfield Avenue with reservations and passed a Resolution to the Texas Highway department requesting that Del Rio receive per feared status in plans to reroute interstate Highway 27 out of Lubbock three construction company bids were opened during the special meeting in the municipal building two Only for the building of the olympic sized swimming Pool in the Park project and one for erection of All the 17 acre Park facilities but Council decided to delay a final decision on the Low bid for the swimming Pool so As not to jeopardize the other facilities with the greatly diminished funds at this Point the City can Only afford to pay about for the Park that is the estimated Cost for the Park made by the planning architect Low bid for the swimming Pool was presented by Seaside pools of Texas out of Mesquite for or if a training area and wading Pool Are included be asides first Pool bid at a March 13 Council meeting was for Lane construction co out of Corpus Christ offered a bid of As Cost to build the entire Park facility including the swimming Pool that still about Over what the City has received from Grants to pay for the whole Park City manager James Hester said the question of accepting the Low Pool bid will require a determination from the funding agencies he would consult with Parks and wildlife representatives to learn what can be done about the High bids so far it looks As though the original projected Cost for Only the Parks basketball court has fallen near the bidders Price tag close to in a letter to the City Council the Texas Highway department said work on Spur 239 alternate route into Mexico will soon Start it adds that in order to expedite construction of the Spur route in addition to an elevated pedestrian overpass connecting the Garfield schools parking will have to be restricted from Washington St to the City limits on Las Vacas the question of what effect the prohibited parking would have on businesses along the Way was brought up so the Council favored passing the Highway departments recommendation with reservations particularly in the parking area parallel to the school tax office Hester mentioned 26 parking meters May be pulled out along the stretch but added the City is not permanently bound to the restricted parking measure the final Okay into four lanes to open up the last leg of Spur route 239 the City voted to sell a Small 21 acre parcel of City owned land adjacent to the International Bridge the county which is having to Purchase 50 per cent of the right of Way involved in the alternate route project offered for the piece of land Council approved the Sale and voted affirmatively to return some of the Money to help pay the county half the other half is paid by the state Highway department Hester reported to the Council that the county has agreed to pave Farley Lane the county will provide labor and material Cost for the paving project which Hester said would Benefit its use As a cattle transport route a number of agencies have attempted to get an Extension of interstate Highway 27 out of Lubbock according to Hester one which would go through big Springs and san Angelo and finally terminate in Sonora and another which would end up in Uvalde but City Council voted unanimously for the first planned Extension because the North South shipment of Oil products is in that area and if the Highway Extension were to end up in Sonora theres
