That in addition to the authority Given to the Secretary the Treasury by the act approved Jan. 14, 1875, entitled Quot an act to provide for the redemption specie payments a he is authorized from time to time at his discretion to Issue sell and dispose at not ish than in Coin Coupon registered Bonds the United states to an amount sufficient for the object stated in this Section bearing not to exceed 8 per centum interest per annul payable semiannually and redeemable at the pleasure the United states in Coin after five Teaff to from their Date with like qualities privileges and exemptions provided in said act for the Bonds therein authorized. That to provide for any temporary deficiency now existing which May hereafter occur the Secretary the Treasury is hereby authorized at his discretion to Issue certificates indebtedness the United states to an amount not exceeding $50, too payable in thro years after their Date to the bearer in lawful Money the United states the denomination $20, multiples thereof with annual coupons for the interest at the rate 8 per centum per annul and to sell and dispose Tho same for not less than an equal amount lawful Money the United states at the Treasury department and at the treasuries and designated the United states and at such Post Oft is As he May select.
