The City commission is currently digesting the report and is expected to stage a Public hearing soon to receive citizen comment on the proposed capital improvements. Prior to the Public hearing the commission will decide which of the committees recommendations they favor. But the committee recommended that $10,000,000 was the maximum figure a a affordable and that it be spent along the lines of $4 million for water work $4 million for sewers and $2 million for streets. His secondary interest has been the City in which he lived. For 30 years those two interests worked very Well together to keep University Park out of debt. Hamman was City manager of University Park for 30 years Over half the time that the 55 year old City has been in existence. After a banking career that brought him a reputation As one of the finest banking minds in the country he stepped into the Job on May 12, 1938, and saw the City through a depression a world War and a Long period of stability during the �?T50s and the �?T60s. A when i started with the City we were having what was known As the depression a a said Hamman. A Roosevelt had an organization called the work projects administration that offered 70 cents on the Dollar for every 30 cents that the cities raised As Aid to help build and at the same time offer employment to the University Park wanted to apply for this spa Grant to help build their City Street water and sewer. Having heard of Hammans financial expertise they sought him out to work with the City on the project. After receiving notices from the county that their properties had been revalued dramatically upward a and doubling their taxes in some cases a a a commercial property owners along with customary commercial properties duplexes and single family dwellings near duplexes were also involved went to Bat last week before the Dallas county Board of equalization. Earlier this week county tax officer John Childs recommended to that Board that in effect they forget about the new evaluations and leave the land valuations As they have been. July 1 both Park cities began charging customers for sewage removal and treatment on the basis of water usage rather than a Flat monthly fee of $4 in Highland Park and $4.45 in University Park. Residents have found the Little $4 fee has suddenly blossomed up to $12 in he and $10.50 in up the maximum charged in either City for sewer the sewer rate is charged Only for the first 20,000 Gallons of water usage. However most residents use at least 20,000 canons during the summer watering months which causes them to pay the maximum figures noted above. Since a Large amount of that water goes on the grass and not Down the sewer some residents feel it Isnit fair to be monetarily penalized in direct proportion to How Well they maintain their Yards. Some cities which use the water usage method of computing its sewer fees use a Winter base and charge the same fee the rest of the year. One such City is Irving which uses a january March base gets an average usage figure and computes a sewer figure using that average. As a result even though Irving a sewer a rate is much higher than the other three cities above the City Likely takes in less Money. For example i happen to be a resident of Irvin my monthly sewer charge this year is $3.69. That Means my family used something like 4,000 Gallons of water per month last january March. So even though i used 23,000 Gallons of water in june my sewer fee was still Only $3.69. Plugging my $3.69 sewer charge into the above 20,000 gallon Sample the total Irving Bill would be $23.29, or about the same As Dallas $23.05. To give an indication of the effect of using the new computation method in the Park cities plugging in the old fixed fees of $4 in he and $4.45 in up would result in the following the total Highland Park Bill would be $22.44 now its up to $30.44 and in University Park $24.95 now up to $31. Along with its report the committee submitted a list prepared by the City staff of a suggested Street priorities and the list includes 117 projects which Are listed in priority order a the most important or pressing projects listed first. Jim Murphy City Engineer and Public works director of University Park described How the list was compiled a it was strictly a matter of judgement by the City staff. Basically the factors involved were Riding Quality and Overall structural condition. A this list by no Means includes All the problems. Just the ones we feel need immediate action. Primarily we re talking about the heavily travelled streets that need corrective Murphy pointed out also that the list is not set in Concrete so to speak a Between now and whenever we might get started with actual work some other areas might crop up As More needful of attention and could be moved up on the priority list. The estimated Cost of carrying out residents to voice sewer complaints the town Council of Highland Park and the University Park City commission both have meetings slated monday night at 7 30 . The spotlight at the University Park meeting will Likely be on those citizens scheduled to appear to discuss the City a new method of computing sewer fees see Box at left. See sewer on Page 2 All the projects listed using today a Cost figures is $4,818,775. In its report the committee said work costing $8 million needed to be done. The committee then recommended $2 million be spent on streets. Cost estimates on the following projects were figured using these unit prices Asphalt $62 per ton curb and Gutter $18 per linear foot and paving $243 per cubic Yard. Under each project is the necessary number of tons of Asphalt linear feet of curb and Gutter and cubic Yards of paving proposed for that project. The estimates to conduct the first 20 of the 117 project add up to $2,034,611 a meaning they would be All that could be afforded if the City commission goes along with a suggested $2 million expenditure on streets. We be Given a Cost figure on those first 20 projects. If one of the lower priority projects concerns you its Cost May be figured by using the three prices listed above. Including the tons and feet gives some indication of the work needed . Too linear feet of curb and Gutter Means that much new curb and Gutter is to be installed. If Only a Quality of Asphalt is listed under a project resurfacing of the Street is All that is planned. A a a a a woman takes Over animal control reins Mesquite resident Cynthia Faye Huddleston is going to the dogs. She a going to the cats too and any other animals that illegally roam the streets and picking them up and running them in. Its All part of her Job As the new animal control officer for University Park. Huddleston took Over on july 16, following the resignation of Ben Coody who resigned to accept a position on the Forney Texas police Force. She said that she is confident that she will love her new Job. A i done to like being cooped up. I like being outside and i love animals a she said. She admits to having five cats two dogs an aquarium a Snake hamsters a Parrot and a cockatoo. A a in be already taken a cat Home from work a she said. A when i took this Job one of the things my husband said was done to bring any More animals Home. But i just Huddleston said she applied for the Job after her next door neighbor University Park policeman Ronnie Henderson told her it was open. A they hired me right away even though i had never had any experience in this Type of work a she said. Huddleston has been employed As a doctors assistant a Gal Friday in an office and a nurses aide and now she drives around All Day picking up stray dogs and cats. A if they done to have tags i automatically pick them up a she said. A and if someone Calls to report a found pet i pick it up and take it to Holt a animal clinic and try to find the Huddleston said that the City has an agreement worked out with a veterinarian in North Dallas to put the animals to sleep if they have not been picked up by the owner in three Days. A it happens very Seldom that we have to do that but it does happen. We have a cat problem right now. There Are so Many More strays. Officer . Garner who is training me said that he is seeing quite a few More cats As he rides around on patrol at night a she said. Huddleston said that All pets need to be tagged and collared to help in getting them Back to the owner. A it ends up costing you More if you done to have it done you have to pay the full Bill at Holt a and whatever tickets you Are issued by me plus you still have to pay a vet Bill to get the shots and tags a she said. Huddleston has not had any trouble so far handling animals. A they just come to me when i Call them a she said. A you can usually Tell right away which ones Are the strays just by the physical in addition to her on the Job training Huddleston said that she will be trained in handling Rabid animals. City manager Leland Nelson said the new City ordinance which enables the animal control officer to Knock on doors and ask for a cats License makes the Job a Little tougher. A it definitely adds to the dimension of the Job. Cats Are More difficult to catch and of course there will be a lot More complaints a said Nelson. A but i think our new officer will do a Fine Job. In some instances i think a woman can work with animals better than a Nelson said that Huddleston a hours will vary in order to catch pet owners off guard.
