Daily Sitka Sentinel (Newspaper) - December 9, 1999, Sitka, Alaska Aily Suka Sentinel Sitka Alaska thursday december 91999 notes and comments by Robert n Dearmond around about Alaska Sitka names and places Kelly Street Kelly Avenue according to the cites list of Street runs northward from Lincoln Street just East of the Sheldon Jackson College Campus and just West of Metlakatla Street it forms a Loop with Metlakatla Street at least on the map around the group of dwellings once known As the Model cottages and which have mostly been occupied by graduates or former students of the school the Street was named for William a Kelly a former superintendent of the predecessor of the Sheldon Jack son College Kelly was born in Jeffer son county Pennsylvania in october 1850 and grew up on a farm there his Early education was meager but at 17 he left Home and worked his Way through an Academy by doing farm work in summer and clerking in a store or teaching school in Winter he then went on to Normal school and graduated in what was called the scientific course in 1884 the Sheldon Jackson Institute the name Given the school by mrs Alonzo Austin wife of the Man who started it was struggling despite the support of or Sheldon Jackson and the presbyterian Board of Home missions then in 1884 it got a Finan Cial boost from the Federal govern ment Congress passed an organic act creating a limited civil govern ment for Alaska Section 13 of the act provided that the Secretary of the Interior shall make needful and proper provision for the children of school age in the territory of Alaska without reference to race until such time As permanent provision shall be made for the same and the sum of Twentyfive thousand dollars or so much thereof As May be necessary is hereby appropriated for this purpose in 1884 had a lot More buying Power than it does today but it was still a woefully Small amount of Money for establishing a school sys tem Over the vast area of Alaska the Secretary turned the Job Over to the commissioner of education and he in turn hired or Sheldon Jackson to put the program in place his title was general agent of education in alas a in order to spread the available funds As far As possible or Jackson enlisted the Aid of missionaries of other denominations than his own some of them had already established schools others were persuaded to do so they received some Federal funds to augment those from other sources thus it was the baptists in the Kodiak on the Yukon River congregation Aust in Western Jalaska moravian on the Kusk Kwim and so Forth William a Kelly to Sitka As a teacher and to superintend the program Kelly arrived in Sitka in june 1885 the superintendent of the Institute a Man named Davis had recently re signed and left and Kelly became the de Facto superintendent of the entire institution which became known As the Sitka Industrial training school in order to qualify for the Federal funds actually the Industrial program taught Only such things As carpentry Coo Pering shoemaking and so Forth plus some Domestic arts for the girls the Reading writing and arithmetic were left for the Mission staff Kellys Job May not have been an easy one in november 1885 he wrote to or Jackson things have gone pretty Well but of course my lady helpers have not Learned to control either Tongue or temper but i have Learned to look upon this As an afflict Tion without remedy he had one loud rumpus with the townspeople when he locked just before a funeral the Gate across the Only Road to the military cemetery and there were some More minor conflicts he May have been relieved when the Bureau of education abolished his Job in 1891 on the grounds that the school seemed capable of running the Industrial train ing program without a Federal Over seer the Board of missions begged him to remain As superintendent and paid his salary for several months then another Job came open James Sheakley the us commissioner at Wrangell became assistant to or Jackson with the title of superintendent of schools for Southeastern Alaska Kelly took the Wrangell Job and evidently studied some Law while on it he was admitted to the Alaska bar in 1893 that same year 1893 Sheakley be came governor of Alaska and Kelly succeeded him in the education Post in 1897 he again became superintendent of the Sheldon Jackson Institute but along with that position he served As us commissioner at Sitka for about a year Ancho 1900 Sor of the census for that included Prince William sound Kodiak and the aleutians in 1904 he again became superintendent of schools for Southeastern Alaska and also the National Bank examiner for Alaska serving in both capacities until 1907 then or soon after that he became the Secretary treasurer of the which ago Gold mining company a position he no doubt achieved because of an earlier Friendship with Edward Degroff Sitka merchant who became president of the company Kelly lived in Seattle for a number of years then retired to Pennsylvania in All of the newspaper writings and other reports about him there was never a mention of a mrs Kelly and he May never have married he died on August 21 1930 just Short of his 80th
