Lansing Mich. Gov. William Milliken is calling for the legislature to dip into Michigan s Rainy Day fund for the first time to finance prison construction or expansion and create new jobs. Milliken announced wednesday that lawmakers could spend million of the so called budget stabilization fungi. It now holds million deposited during Good financial times for use during lean years. The fund has not been tapped since it was created two years ago As a Means of bringing stability to Michigan s cyclical Economy. The governor noted that the Money could be withdrawn under one Section of the state Law creating the fund. The Law allows As much As 2.5 percent of the fund to be spent to create jobs after three months in which the state s jobless rate tops 8 percent. Michigan unemployment hit 8.0 percent in january 8.2 percent in february and returned to 8.0 percent in March according to figures compiled by the Michigan employment Security commission in Detroit. Mesh officials have said to dip into Rainy Day fund the higher state unemployment rate was due largely to a Post easter Lull in the Economy and the effect of bad weather on construction jobs.
