Columbus Daily Telegram (Newspaper) - March 11, 1961, Columbus, Nebraska Pc redistricting Bill advanced to floor the Lincoln up a a congressional redistricting Bill which would leave reps. David Martin Kearney and Ralph Beermann Dakota City in the same District was advanced to the floor of the legislature Friday. The plan would split the state into Northern and Southern districts with the area around Douglas county As the third District. The government and military affairs committee approved the Bill and killed All alternative pro discrepancies called Sloppy bookkeeping l i o l n up governor Morrison said Friday discrepancies in travel expense vouchers of two Board of control members appear to be merely a a Case of Sloppy at his weekly news conference Morrison said he has not completed his study of testimony taken at a hearing this week but said he will have a formal statement next week. The governor asked mrs. Ethel Kirwin and Harold Peterson Board members to explain items which had berm questioned by state auditor Ray Johnson. The auditor said a regular audit of the Board which governs state institutions showed a duplication by the two Board members of some travel items resulting in payment twice in some cases. No intent to cheat found mrs. Kirwin and Peterson said the errors were in dates and terminology. Special session possible Bowen said the legislature cannot pass a Hill with a clause stating the Law would become eff Etive Only if necessary. In the event the unicameral passed a reapportionment measure and it were signed by the governor before Congress decided to increase the size of the House the legislature would have to be called into a special session to repeal the redistricting Law. A last minute amendment in the committee took Otoe county out of the second District and placed it in the first. A motion to put Douglas and Sarpy counties alone in the second District failed for Lack of a second. Informed diplomatic sources said the matter has been under discussion in Moscow for several months and that an announcement May he expected shortly. They said the announcement will enable foreign correspondents in Moscow to transmit news and comment freely from the soviet Union without prior submission of their copy to censors. Diplomatic observers noted that lifting of censorship would be another in a series of liberalizing reforms introduced since Premier Nikita Khrushchev came to leadership in the soviet Union. These observers also said the lifting of soviet censorship would be another reflection of the grow inc sense of Confidence characteristic of the Khrushchev regime.
