County manager Geneva Cooper said during budget discussions at meeting tuesday that if the commission is to propose a Bond Issue for a new jail it needed to be included in the new budget. The county also asked that funds be put into the 1990 budget to retain a jail consultant who will give recommendations on upgrading the current adult Facil Ity and requirements for a new jail. In two previous elections Bond issues for new jail construction have failed. One was held in 1982 and another in 1983. Commissioners last october cited overcrowding a grand jury report saying a new facility should be built and a Federal court decision requiring a recreational facility As reasons a new jail is needed. The councils decision to assist Valley Manor residents was made despite the fact that the subdivision lies outside City limits. City attorney Steve Doerr said if homeowners want the subdivision annexed they would have to file a petition for the councils consideration. Resident Pat Glasscock first spoke to the Council about the drainage problems at the May i meeting. She said then that Damp a developers had begun to fill in a ditch near Valley Manor and that flooding could occur because the Road there is higher than the property lots. The drainage ditch is on private property and the City does not ave an easement or claim of Legal rights on it Doerr said.
