Tiie irishmen of tie Southern states who Are appealing to the irishmen of the Northern states to vote for Seymour and Blair must have become very much demoralized or they have news that has not been made Public in this Quarter. We were not aware that the great mass of irishmen in the Northern states were in such a condition that they required appealing to in order to bring them to vote for the democratic candidates. If there is any doubt about it the intelligence is fresh. Or. Colfax and others who have been Labouring with irishmen to convert them to republicanism As the republicans were the special friends of the oppressed and Tho poor must have been More successful than we had supposed. If the Cincinnati enquirer is to he taken As authority on such a delicate matter the country must be in a bad w a. Now it tells us that if Grant is elected there is an end of Liberty and we ate henceforth to have a military despotism. Those of our foreign born population who have been at pains to go through the forms required to become enfranchised May to expected to take an interest in preserving those formalities from becoming a mockery and a farce. Our impression is that the naturalized citizens will not be exasperated according to Tho programme of the journals referred to and that they we ill commend Tho vigilance of those who. It is a very curious document both for what it states and for what it omits to state. New Jersey. 7 North Carolina 10 Virginia. 10 9 California. 6 to Delaware. 3 9 Indiana. 13 11 Maryland. 7 7 Nevada. 7 Newyl Ork. 10 Texas. 4 10 137 the committee consider the chances excellent of carrying the following for Seymour and Blair Arkansas. 4 Missouri. 11 Louisiana. 6 South Carolina 8 total 29 this w Ould make a total of one Hundred and sixty six votes say the committee a even should we lose Kansas Minnesota new Hampshire Pennsylvania and Wisconsin All of which will be hotly contested and in none of which can the radicals be deemed secure in the Small majorities by which these states have been carried. To elect Grant the radicals must carry every one of Tho last named states and must secure eight electoral votes from the column w hich we have counted As reasonably Safe for there Are several misstatements of the electoral vote in these figures but As they balance each other and do not affect the total we pass them by. The whole number of electoral votes should All the states be represented in Tho electoral College is three Hundred and seventeen necessary to a Choice one Hundred and fifty nine. A Cordin g to this democratic estimate sey Mour will go into the College with seven votes to spare. This is a very pretty calculation As it stands. But neither Virginia nor Mississippi. Nor Texas will be represented in the College. No attempt will be made in these states to hold an election. Therefore to must deduct their Twenty three votes from the grand total leaving two Hundred and ninety four votes and necessary to a Choice one Hundred and forty eight. But As their votes Are All counted for the democratic candidates we must subtract them from the one Hundred and sixty six calculated upon As certain for Seymour and this would leave him hut one Hundred and forty three or five Short of Tho required number to elect. So by their own showing there is nothing lint defeat ahead for the new York and Confederate favourites what ground the committee have for classifying Indiana among the democratic states we do not know. If the democracy wore not Able to carry it for Hendricks the strongest Man the party could have be looted to make the gubernatorial race against Baker what Hope is there of changing the result so As to give its electoral vote to the democratic nominees neither of whom were the first or second Choice of the democracy of that state and have not increased their popularity with them by any thing said or done since the nominations were made. Bakery a majority was nearly one thousand and to shall be sur prised if the state does not go from eight to ten thousand Republican in november. Deduct Indiana from this calculation and there Are left hut 130 electoral votes for Seymour and Blair. But we shall he under the necessity of still further reducing this number. In 1864 Missouri gave a Lio publican majority of 40,050. It is Truo the vote was a partial one Many thousands of democrats having lost their franchise by the part they took if the rebellion but in 1866 the privilege was restored to As Many of them As will be entitled to vote next week. The Law disqualifying remains the same As then Yot the vote of the state by congressional districts showed that year a Republican majority of 20,430. The 11 electoral votes of Missouri taken from this falling , leaves but 119 we hich can be fairly claimed for the democratic nominees. The talk about any Chance of carrying either Kansas Minnesota new Hampshire Pennsylvania or Wisconsin for Seymour and Blair is sheer stuff. There is As much Prospect of a democratic Victory in Maine or Massachusetts. But 110 one supposes that Tennessee or Florida will go democratic and there Aro very Good grounds for the belief that neither Connecticut California nor Nevada will give their electoral votes for Seymour and Blair so that even were Tho democrats Able to overcome the Small Republican majority in Indiana of which there is no Chance in our opinion their nominees would still be in the Vocative. Calculate As we w ill and keeping to the probabilities there Are fewer chances for Tho election of the tammany nominees than for Nasbye a retaining his Post office at the Confederate Cross roads under a Republican administration. But it is important that Grant and Colfax should be elected by decisive majorities. The following is the report of the local Board of United states inspectors in the Case of the collision Between the Tow boats Sam. Parker and Charlie Bowen near Dover Kentucky on the 7th of August 1868 a a office of local Board of u. 8. Inspector a Cincinnati o., october 28, 1868. It a to Geo. W. Neff esq., Surveyor of customs a a sir herewith we present the result of our investigation in the Cuse of the collision Between the Tow boats Charlie Bowen and Sam. Parker which occurred on the Ohio River opposite the town of Dover Kentucky about 1 o clock p. M., on Friday August 7, 1868, by which one Barge loaded with Coal and in Tow of the Bowen was suck. A the Bowen was bound from Point pleasant West Virginia to Cincinnati Ohio with a Tow of seven barges loaded with Coal. A the Sam Barker was bound from Cincinnati to Pomeroy Ohio with a Tow of twelve empty barges. A we have examined a number of witnesses in this Case some of whom were residents near Tbs scene and who witnessed the collision Aud their evidence establishes these facts a the Bowen was descending the River keeping the course usually taken by boats of her class at that place being about one third Way out from the Ohio Shore while the Parker was ascending and keeping about a similar course. The signals for passing were exchanged at a proper distance by the Parker first wowing one whistle for the right which was promptly answered by the Bowen. A Walter answering the signal the Bowen s engines were stopped and backed. They continued backing when the collision occurred and also afterwards. Her machinery was in Good condition and backed Strong. She had been backing for Over one minute and a half prior to the collision. She Hod frequently handled larger tows with perfect safety. Her rudders Aud tillers were in Good condition the Middle one being balance rudder having a Blade Over fourteen feet in Lengli. She was at the time of the collision holding straight Down the River. Quot the Pilot on duty on Hoard the Sana. Parker after having signalled the Bowen for sides and being answered evidently neglected to steer or hold his boat toward the right or Kentucky Side in duo time to avoid collision with the Bowen and by getting too close to Tho Forward portion of the Bowens Tow and then attempting to hold nearly Square across together with the fact of not stopping the engines of the Parker until just before the collision caused the out Side Barge in the Sec a tier port tide of the Sam. Parker to run Over the Corner of the Forward Barge in Tow of the Bowen on her port Side forcing it under the water Aud causing it to Siuk. Quot at the time of the collision the Bowen was beaded straight Down the River but the Force of the collision changed her course causing her to head toward the Shore. The Barge of the Parker ran on that or me Bowen where it rested fora Short time until that of the Bowen sink. The Parker dragged the no Wen s Barge considerably nearer the Shore from the locality of the collision. There was some wind blowing off Tho Kentucky Shore at the time which May possibly have affected the handling of the Parker a lightly but being Daylight and in a Good piece of River it was the duty of her Pilot to have made calculations accordingly. A the Pilot of the Bowen evidently Aid not change his course but evinced prudence and cd re in stopping and backing his boat seasonably. A it is the opinion of this Board that said collision was occasioned through the of Benton Chappell Pilot on duty on Board the Sam. There was no identification of the body at the inquest. But in the afternoon a woman applied to the Coroner for a description of the Man calling his attention to a paragraph in the mornings commercial in which the finding of the body was mentioned. A description of the Man was Given her and she recognized him As her husband Michael William Mahon. She stated that he was fifty one years of age a native of Ireland and a resident of Covington for Twenty years. He had had soin4 trouble about a piece of property and had become addicted to drink. Very suddenly he entirely stopped drinking and in consequence became somewhat deranged. He had told Bis neighbors several different times that he was going to take his own life. They paid no attention to him thinking him insane but last Fri Day he fulfilled his threat went to the River and drowned himself. The verdict of the jury was in accordance with these facts.
