During the month of october there were thirty two deaths from this disease no to the present time there have been thirty three deaths reported. On the 22d Day of october i addressed a communication to each of the District physicians of which the following is a copy Viz a health office Cincinnati october 22, 1868. A is my you Are respectfully requested to in hire into and investigate the character of and the extent to which the Small pox is now prevailing in your District in what particular streets and alleys is the disease most prevalent and what class condition and Ages of persons Are the subjects of the disease. You will also please inquire How generally vaccination is and has been practice whether the operation is made by physicians Barbero or by other persons the kind and Quality of the matter used and what care is exercised in the subsequent treatment of such vaccination in order to determine the result and what other precautions Are being made use of for the prevention of the data care. A a a Small pox is now largely on the increase in this City and threatens to become epidemic in its character it is hoped your investigations will be conducted with care and be made As thorough As circumstances will permit and report the results in writing weekly to this office. A fall cases of Small pox occurring in your own practice Are to be a according to Law a Cev of w High is herewith enclosed a Svery Twenty four hours All such cases As in your opinion positively require Hospital care Aro Tobe reported to this office so that the superintended of the Cincinnati Hospital May be notified from this office and requested to remove the Saue to the Hospital. A it is hoped you will be prompt Rol faithful in inaugurating and carrying out the rules of the Board of health concerning contagious diseases and also such other measures As in your opinion May Conduce to the same end. Clendenin health this communication has been promptly responded to by the District physicians and i submit the accompanying letters which have been received in answer to the above communication As a part of this report. Copies of the printed rules and regulations of the Board of health As approved by the City Council have been distributed by the sanitary policemen with instructions to leave copies with All physicians and to put up copies in All groceries meat stores bakeries acc. But there Are Only a part of the physicians of the City who Hare com a did with the Law. Yesterday additional copies of the a were put in circulation so that none might have an excuse for failing to comply therewith. With your approval the Law Sill be thoroughly enforced Aud physicians and others who fail to comply with the rules of the Board will be required to show cause of non compliance. It is believed that in Many instances the disease has teen spread and carried from families or persons by school children to our Public schools. It is therefore suggested that ail teachers should inquire of their Pup is. Once or twice a week whether any sickness is prevailing in their families and where such disease is found to exist in a family the children should be kept at Home and on no account should they be admitted into any school. Abstract of the meat inspectors repo Jit. The following animals were condemned and thrown out of the Market Viz 16 cattle. 119 sheep. 14 sows 167 bogs. Or. Davis from the committee on the health officer s report on his trip to the. Eastern cities made the following report which was accepted a Cincinnati november 2, 1868. A to the honorable Board of health a a gentlemen your committee to whom was referred a report of the health officer concerning his recent official Vittit to Boston. New York and Philadelphia beg leave to report that they have examined said report with great care and interest. We a to not propose to discuss All the Points of interest contained therein but merely to refer to those that demand Especial action at this time. A the plan adopted in the pastern cities of removing by Means of boats or ears All Street dirt As Well As the contents of privy vaults and depositing it in pits or boats and Selling it for fertilizing purposes is corp tall approved. The adoption of this plan in our City would secure the following results Viz a handsome Revenue could be soon derived from it the pollution of our Beautiful Ohio by the disgusting practice of throwing therein the tilth referred to would be obviated and Many of the diseases that Are created by filling up our new streets raid Low grounds with this mixed substance would be prevented. A we also approve of and recommend the Boston plan of making privy vaults water tight it May be in those localities m which the to Tom of the vault is upon gravel bids of the e plan will in cur Low grounds prevent the tilling of vaults w Ith w Ater and the draining of vaults into tie River above the water works it would also prevent the common Nui Sauco arising from the contents of such vaults leaking into adjoining cellars Wells Aud grounds. A from this report we learn that All persons engaged in cleaning vaults Are required to enter into a written contract in which the manner and time of doing the work and also the Price to let a paid therefor Aro fully specified sworn measures Are employed whose business it is to All vaults that Are emptied end to make out the Bill in duplicate for no a service which Bill is approved by the health officer before it is presented for payment. The measurer s fee is also charged if the Bill for emptying the vault one half is paid by the owner of the vault the Ether half by the vault cleaner. This Cense is approved and Decem amended by your committee it is also in Rhet Reeoma mended that Steps be taken to a peat we or More measures of vaults for this City. To Aid in carrying ent these recommendations your committee would suggest that the honorable City Council place the dump boat in charge of the Board of health or to require the owner or person in charge of said boat to report to the Board of health All such facts As May relate to the emptying of privy vaults. A in order to prevent the concealment of crime and to obtain a More Correct record of deaths and interments. Your committee would recommend that such measures be adopted by the braid of health As May be deemed proper to secure the co operation of cemeteries so far As to require a permit from the health off Oer before receiving a body for burial or Enyim Brent cemeteries also to take up such permits and return them to the health officer three times a being the plan adopted and carried ont in new York Boston and Philadelphia. If such an arrangement can not be effected it is suggested that the legislature be petitioned to extend the Powers of the Board of health so As to place All such cemeteries under the jurisdiction of the Board of health so far As May be necessary to secure the objects referred to a the excellent system adopted in some of the cities of regulating tenpin but houses Aud of taking Possession of and filling up and improving i salubrious districts seem ont of reach at present but the great care taken to compel Universal vaccination of children in Boston should remind this Board that in View of the prevalence of Small pox in on midst we should take such Steps As will insure if possible the vaccination of every person in the City. In Boston no child is admitted into the Public schools without a certificate from a physician stating that the child has been properly and successfully vaccinated. �?o8. 8. Davis a John Simpkinson or. Mcbirney offered a Resolution to the effect that in View of the increase of Small pox the Board require All children in the Public schools who have not been vaccinated to have it done at once and respectfully request the Board of education to co operate. Carried. Or. Davis offered a Resolution asking express companies Railroad companies. Cemeteries atc., to co operate with the Board to prevent the spread of disease. Also a Resolution requiring All privy vaults to to hereafter to noted to be built of store or Brick water tight by the use of Cement and that All vaults East of the w Ater works by made water tight in order to prevent the vaults in that Region from leaking into the River. This Resolution gave Rise to a Good Deal of discussion during which the very pleasant fact leaked out that there Are several hundreds of privy vaults stables and filthy sewers pouring their contents directly into the River immediately above the Supply pipes of the water works. The statistics Are 606 privy vaults 28 stables 136 drains and sewers total. 760 All emptying directly into the River at the Point indicated. On motion the subject was referred Back to the committee in connection with the City solicitor. Or. Simpkinson moved that the Board resend the prohibitory order in regard to Cherokee and Texas cattle. Carried. Messes. Davis and Thomas in connection with the health officer were appointed As a committee on the matter of cemeteries express and Railroad companies 4c. S a communication was received froth John Lyon asking to be relieved from prohibition in burning leather chips. Referred the the health officer. Also one from sixty Odd property holders in the West end asking the Board to prevent the rebuilding of Witters Slaughter and rendering House. Referred to or.
