Mrs Marshall ran As a member of the concerned citizen party along with mayor Charles Panici and commissioners Eugene Sodus and John Gliottoni. Or but in recent months she has differed with them on several issues but to no Avail since they hold a 3-2 Council majority. In june Panici Sadus and Gliottoni voted to Transfer the supervision of 24 workers from mrs. Marshall to commissioners Gliottoni and Sadus the mayor said that the personnel move would streamline City operations. Mrs Marshall and commissioner Dominic Cal Acci called the switch a a patronage grab a at the last City Council meeting Panici. Sadus and Gliottoni passed another personnel ordinance this ordinance called for assigning the Power to hire and fire City employees to City supervisory person Nel Chicago Heights Community fund workers Confer at thursday s first report meeting for the fund drive. Howard Cloys general chairman Center reported that nearly $34,000 or almost 50 per cent of the Community fund drive local goal of 170,000 had been collected with goys Are Marjorie Alex Ander left and Rose Crockett both of Chicago heists Balmoral Racetrack gets cold shoulder by Terry Boers when Winter thoroughbred racing it Mes to Washington Park on new years by Balmoral Park in Crete will be out in in cold. At least until 1978. The Illinois racing Board granted the Over before tried Winter dates to the Angton Park Washington Park Tho my hired Racetrack corporation at its meeting wednesday taking advantage of in 1975 Illinois racing act which made it risible for racing 12 months a year in ook county Washington will open its doors on Janu by i and run until March 6 Balmoral acing club which originally applied for Borough bred dates immediately after Abor Day thus will not have any Tho Hugh bred dates in to but will have the january i to March 5 period in 1978 the initial proposal by the racing aard called for a splitting of the dates Ith Washington and Balmoral each to get approximately 23 Days of racing in 1977. Since neither Side was receptive the Board headed by Anthony Scariano of Park Forest decided to hand out dates on alternate years Quot we re very very disheartened a said Thomsas Sweeney vice president and general manager at Balmoral a we asked for Early fall dates we certainly feel disappointed with the dates we did Joseph Joyce chairman of the Board and president of the Arlington Park Washington Park Racetrack corporation sees it a different Way Quot when the racing act went into effect in 1975, we wanted the Winter dates in 1976 he recalled. Quot but the Board did no to award the dates until january of this year so we did no to have much Joyce who is also the senior vice presi Dent of Madison Square Garden corporation believes racing fans will Back the Experiment. A i think people in the South suburbs will help support the venture a he said Quot or at least should be Given the Opportunity. There seems to be a great Deal of interest in the Washington Park which saw its last thoroughbred meeting in the Spring of 1970, also will feature 78 nights of harness racing in 1977, beginning on october i. A although it in t our life a blood we think it s a very doable thing a Joyce said. Quot it will be a time consuming expensive Job to keep the track in shape it will require round the clock maintenance a a we be sunk millions and millions of dollars into Washington Park the last couple of years and ifs in better shape than it Ever was wed like to get As much use out of it As possible Quot Joyce says he has had favourable reaction from a number of Illinois horsemen Quot i already have about 20 or 30 trainers on the grounds at Arlington Park who be said they a go to Washington a Joyce said Quot in fact some of them Are quite anxious i done to foresee any trouble getting horses. Quot i know the big expensive stables will still go to Florida for the Winter and foolish pleasure wont be out Here but horses won t be the problem a a Balmoral which will need a major face lifting before the runners can run is no doubt going to feel the Pinch i guess you could say i was Chilly towards the Winter said Sweeney trying to keep his sense of humor Quot Winter racing is far More feasible for the harness horse. You can keep the track hard packed and then just add a Limestone screen it will take a lot More work for thoroughbreds a not viewing the project As optimistically As Joyce. Sweeney envisions nothing but heartache Quot you have to Seal the track and then add a Small amount of Rock Salt to retard the freezing process a he explained Quot but that is far from foolproof even a major operation like Aqueduct in new York has had difficulties maintaining its track in the already doing a Burn Over this years and next years concurrent harness dates with Maywood Park. Sweeney although he won t say it in so Many words has the feeling the racing could be signing Balmoral s death warrant Quot this Winter thing is rough certain Board members suggested that racing should t Start until March but that idea went out because they wanted to take full advantage of the racing act the Only thing is. We re not in Cook county a Aurora Downs. Balmoral s Winter harness Competition in Kane county for the six previous Winters was Given overlap Ping dates with Washington Park this past Spring the result the meet was a Finan Cial disaster and the track won t be open at All in 1977 All Aurora could do was sign a lease to continued on pane 4 75th year Salute a special Section in Celebration of the 75th anniversary of Star publications will be included in thursdays new spa pens among the features of the 32-Page Section will be some news articles from the past and articles and photos describing the operations of this group of 15 newspapers the anniversary Marks the founding of the first of these newspapers the Chicago Heights Star in 1901 Calacci voted against the measure mrs Marshall was unable to attend the meeting she had requested that consideration on the matter be postponed but her wishes were not heeded Panici said that this new move would help improve City operations too. James Cresswell corporation counsel had reported that he had thoroughly researched the question of legality concern ing the ordinance and he believed that the City could pass such an ordinance us ing its Home Rule Powers however Raucci said yesterday that he disagreed with Creswells opinion Calacci had questioned Creswells opinion at the City Council meeting state statutes provide that commissioners will be in charge of hiring and firing of personnel.
