Some of us to be sure have had some bitter experiences with redevelopment projects where entire communities have been replaced. We can look to the North and to the East for Good examples Lake Meadows and the expressway. But we must remember that Urban renewal is not redevelopment and that Urban renewal must do what redevelopment cannot do for Englewood. Urban renewal must 1. Clear Only those structures which cannot be rehabilitated there Are not Many in Englewood and rebuild within the economic limits of our Community. 2. Remove and rebuild from a plan which will bring together the business District housing traffic and recreational facilities in a pattern Best suited to our Community. 3. Provide financial Assurance so that residents May improve build or buy housing in Englewood. 4. Have no respect for the greedy landward who makes an enormous profit from sub Standard and illegally converted dwelling units. He has no place in Englewood. 5. Provide relocation for families into housing which conforms to minimum building codes and is adequate for family size. The facets of our Community Are numerous and like the creeks and streams of a mighty River come together to form a moving Force that can be the source of Power for Good or evil. Our Community this eve changing reality of Brick and mortar of brawn and machine of barter and manufacture of belief and mortality All of these and More can be for us or against us. Whether we can Dundam our creeks and streams and whether we can make All facets work for our betterment will depend on us and our knowledge of what is happen ing to our Community and our vision of what should be happening. Urban renewal is part of this vision. Community conservation Council works with sch on Urban renewal plan working with the Community conservation Board in the development of the Englewood Urban renewal plan is a nine Man organization known As the Englewood conservation Community Council. Appointed by the mayor the Council is com in used of residents of the Englewood conservation area. While the Council currently is devoting the major portion of its time to the 243 acre renewal program in the Southeast Section of the Community its authority overs the entire Englewood conservation area. The Council was established under a provision of the Urban Community conservation act which was passed by the Illinois general Assembly in 1953. This act provides the Legal framework within which cities in this state May conduct conservation programs designed to keep communities such As Englewood from becoming slums. The act requires that when a Community has been so designated the Community conservation Board shall nominate and the mayor shall appoint from nine to fifteen residents of that area to serve on a conservation Community Council. Each member of this Council shall serve without pay and no member May hold Public or political office during the time that he is a member. The act further states that a majority of the Council must own real estate in the Overall conservation area. Members of the Englewood Council Are As follows John j. Gill chairman 6536 s. Loomis blvd.
