Clapper is a recent graduate of Northern Bedford county High school. He is shown with Bedford county Garden club treasurer Judy Lloyd right and scholarship chairman Mick Gordon left. The Bedford county Garden club awards a $500 scholarship each fall and Spring to a student at the Allegany College of Maryland.
