Colebank planning fall term of local schools in fete for japanese Crown Prince interesting recommendations made to Board of education at recent meeting superintendent of City schools Geo. H. Colebank made recommendations of importance to the town District Board of education at a recent meeting of that body relative to plans for the 1924-1925 session of the local schools. The report of or. Colebank follows health education our schools have been making some Little Progress in health education in recent years the work is poorly organized and ineffective. Tour attention is railed to the fact that teachers Are providing in their daily programs for some health instruction As outlined in the state course of study hut this is chiefly text Hook work. In the High school one teacher has been employed to give physical education to girls in the lower classes of Tho High school. The activity Here has been chiefly games and some routine setting up exercises on the gymnasium floor. This work has been worthwhile and of value. Many of our it est school systems have provided constructive programs Fop health instruction and the results have warranted keeping their programs in operation. School nurses medical inspectors and definitely outlined courses of physical education taught by Well trained teachers have carried on a Complete health program. In other schools where this phase of school work has been developed gradually and As rapidly As possible the beginning has been made with the employment of a school nurse or nurses. The recent health Survey made in Raleigh county has revealed to us the character of the work done by a school nurse and the results to be accomplished in such work. It May not seem advisable to employ a school nurse for our District growing pm tron Liko Chia Milt. And everyone Knave that children Ere the final �our1 of judgment when milk it considered. Beckley and town District should Start the program and thus set the example for the county. A Well trained and efficient nurse would require a salary of at least $2000 or $2500 per year. We May he Able to recommend a plan at a later Date by which the salary could he supplemented with state or Federal Aid and thus reduce the actual Cost for the District. Teachers salaries and training under the present situation All elementary teachers can he paid Only minimum salaries which cannot exceed with the highest standards for elementary teachers $115 per month. This scale cannot be changed so a i Long As our District receives state Aid. The Low valuation of property will not produce sufficient Revenue on a maximum Levy to pay salaries of our elementary teachers hence the necessity for state Aid. Our District under the present situation will never he Able to do Justice to our Well qualified teachers and will he handicapped in obtaining the but trained teachers for its schools. This situation presents a problem which should he Given serious consideration. Salaries of High school teachers compare favourably with other towns of the state since we do not have the same Handicap As found in payment of elementary teachers. However,1 we note that salaries of High school teachers Range from $135 per month to $200 per month for teachers with similar training experience and skill in teaching. This is an unfair scale and some re adjustment should he started this year. Since there is considerable balance in the High school teachers fund this year it seems advisable to give consideration for some Small increases in the lower end of the scale if same can he done on last years Levy. This is a matter which can he definitely determined when estimates and budgets Are compiled for next year. Repairs of school buildings school buildings Wear away with use. Attention should be Given every year to making necessary repairs in order to prolong their usefulness and to make them More attractive and serviceable. It is recommended that an immediate Survey should he made of All our school buildings and the necessary repairs started in time to be completed for the opening in september. A few of the More important items to he provided Are As follows chemical toilets installed at the Teel school estimated Cost $550. One additional class room at Teel. This can in provided in the basement room. The Concrete floor should Bel overlaid with a heavy linoleum preferably battleship linoleum. Equipment needed will be 30 seats la teachers desk and stove. The scats can be selected from the lot brought from Stanaford. The Walls and Halls of Ted school should be painted. A new floor should he Laid in the gymnasium. By placing some shelves in the storage room adjoining the janitors residence a Stock room for supplies ran be provided. This would take care of supplies purchased for entire District. Such provisions is Good Economy and Good business. A More attractive and serviceable stage curtain should he provided in the auditorium of the Central building. All Wood work in the Central building including window Sills and sashes should he Given finishing. One additional room should be provided for Sprague. Al portable room is recommended. In order to have them completed for the opening of school he should Start upon the project at least one month preceding the opening of school. The amount saved by providing these cabinets in this Way would much More than amount to the instructors salary for the extra month. Equipping playgrounds the Board should consider the problem of equipping the playgrounds of our school buildings with playground apparatus just As rapidly As possible. This is a step in the direction of Progress. There i an Opportunity to secure at a Small Cost the equipment which Lias been used by Community service at the Park playground. This equipment would make a Fine outfit for the Institute school. But few school systems have As attractive playgrounds As the Beck icy schools. Your superintendent particularly desires to direct your attention to the importance of utilizing these playgrounds for the Best welfare of the children. Consolidation of Teel and Sprague the boards attention is railed to the desirability of giving consideration to looking ahead to the Consol Dat fun of the Teel school and the Sprague school. It May not be Feas a fide to do this for at least a few years yet hut just As soon As possible this should he the next step to be taken towards completing the consolidation and centralization of the schools of Beckley.
