The Sun. Baltimore. Saturday. 8rpt. 18. 1888. Fit tuft from Washington. Workhouse end Asylum reports minor events at the capital correspondence of Tufe Baltimore Washin Totok sept. 17.�?superintendent Stanten burst of the Washington Asylum submitted his annual report to the District commissioners today. He says that the in mates of the workhouse have been principally employed in Street work. Under the superintendent of streets. The re of employed in grading streets consisted of 5-picked men and they performed 13,882 Days of labor they graded East Capitol Street cast of Lincoln Park b Street and Tennessee Avenue. Twelfth Street Northeast and Wero employed Airai on b Street Northeast Between twelfth and thirteenth afre ets arid of late have resumed work on East Capitol Street Between Lincoln Park and the Eastern Branch and they6tlll continue at work there. Another pants of 26 men Are employed in cleaning alleys and gutters and in Winter in Clearing Snow from Crossings. During this year they also removed 251 loads of garbage from the Market. The total work done by workhouse gangs is estimated at �25,194 during inst year. They have raised on the farm �3,367 Worth of vegetables and fruits. J be female prisoners have been engaged slime in making clothing others in laundry and household work. He mentions the improvements heretofore reported to the Man and deplores the loss of the Magazine ground transferred to Tho Park commission. The superintendent suggests that the old Brick buildings at the naval Magazine be improved and converted into an Annex to the Asylum for the use of in super patients whose insanity is of a mild Type. Some seventy Ove he thinks could Here be comfortably accommodated and Tho United suites insane Asylum be relieved to that extent. He urges increased to keepers that receive loss than �150 per annul and arks that �59,555 be appropriated for carrying on the Asylum during the next fiscal year. During the year there have been 2.965 prisoners 1,565 of them coloured at Tho workhouse. And 198 Are now there. Of these 2,460 have been committed for disorder vagrancy and profanity. Nine Hundred and sixty Tonroe were natives of the District 584 of Virginia 409 of Maryland 243 of Ireland 81 of Oerman Jand 44 of England. In the almshouse there have been 414 inmates during the year and 137 now remain. The daily average number of inmates was 312 in 1879, 341 in 1880, 447 in 1885, and 436 in 1886. The Alexandria Caca and Bridge com Pany Are pressing arrangements by which title May be Given the United states in the canal Aqueduct and Bridge across the Potomac River at Georgetown. They have settled ail the outstanding deeds of Trust held by the common Council of Alexandria on the canal and they Hope to get such decrees of court within a few months As will insure the erection of the free Bridge at the Aqueduct in Stead of at the three Sisters where it will be begun of a proper title to the Aqueduct is not ready in time. The Potomac Flats will follow the Road which has led ail other questions of interest Here sooner or later into the courts at the City Hall. A Young daughter of Parker Sweet of this City was killed last night near Seabrook by n passing train on the Baltimore and Ohio Hail Road. A special meeting of the Public school Board was held tonight to ascertain the result of the recent examinations for teachers certificates. Eleven out of the fifty five persons examined were awarded certificates. Their names were Emma Doyle James Tarem Helen Offley. Nellie Plummer Emma Hopkins w. H. Hogan Alice g. Woodward Henry d. Malone we. Carr s. W. Hyder and George Stoute Bough. Special certificates were awarded miss v. L. Nourse Annie Vanhorn Jos. Myers h. M. Brown Bettie Copenhagen and Helen Wise. The last two ladies Are to teach in the Normal school. Or. S. M. Kyder was nominated As a teacher of Tho seventh Grade first division and miss v. L. Nourse of the eighth Grade third division. The third annual reunion of the survivors of the second Maryland regiment was held at Wilson Post Hail last Dight the 24th anniversary of the Battle of Antietam at which the regiment rendered conspicuous service a9 a part of Gen. Burnside a ninth army corps. About one Hundred veterans were present at the reunion Many of whom had not met since the War. And the greetings were marked by a heartiness Peculiar to old comrades in arms. Among those in attendance were lieutenant colonel Jacob e. Tho style of making will remain very simple but there is a tendency to rather elaborate decoration by Way of Gimps corded passement eries and braids put. On in graduated designs on the lower Hal f of wide panels for the front and sides of the skirt and of the Vest. Some dressmakers use velvet or Plush As parts of these costumes making a skirt Vest and facings of these materials with an Over dress and Waist of cloth. But this removes them somewhat from the class of strictly tailor work leaving the fit and finish More than anything else to keep up the name. Combinations will be As popular As Ever this fall and there is scarcely a fabric in the to nor Ket that has not some other to blend with it. Stripes Are the Rule in these combinations striped and checked velvets in Fine lines and blocks of color with both Cut and uncut Pilo Are used for the skirts and Waist decorations of dresses of Wool Diagonal Camel s hair Serge or Cashmere. Jetted passement eries Are very elaborate in design and Are of solid Jet just sufficient Cord in dog ised to hold them together. Ornament Jot in which seven or right figures form a Yard. Is the kind most liked As the figures May be Cut apart and used upon different parts of the costume. Dull Jet. Or mat Jet. As it is sometimes called is used for second mourning. There Are quite extensive importations of beaded sets both in Dull and Bright Jet with a Collar epaulettes Pastron and cuffs and other set with military looking cords and ornaments of Gimp and braid that Are very Dressy. Some of these have epaulettes that reach from the Collar to the shoulders and have hanging fringe that Falls Over the sleeves. There is a new fashion seen on dresses recently brought Over from the other Side for trimming the Back of the Waist and in some of these Rich Yetgar natures a Long pointed ornament is added for this purpose. A parisian dinner dress. As an example of the extent to which Jet is used in Paris an imported dinner dress of Black Turc Satin will give some idea. The Corsage was made with a Sharp pointed Point and the skirt Laid in very wide double Box pleats the upper portion of each forming a panel which is covered with a mass of Jet embroidery. Between each is a wide strip of Black velvet decorated with four handsome Jet ornaments set one above the other. The Back of the skirt is of Black Satin Cut in a Long Square train the Jet embroidery enriches the front of the Corsage and the sleeves and the Back has a v of Tho Jet embroidery inserted half it length. For elegant dresses of coloured velvet or silk Bead passement eries in the same styles As those of Black Jot Are shown in colors to match. A Paris toilet of Cardinal Plush has a train almost two Yards Long. And a drapery of very deep Black lace Floun cing across the front that Falls in Cascade shape almost to the end of the train. The lace is looped on the left Side with an elaborate ornament of Ruby beads and the sleeveless body was trimmed with passement Erie to match. New fashions in hair dressing. A few changes Are to be noted in the a Tyle of wearing ladies hair. The new Low coiled Basket plaited coiffure has suddenly come into great fashion and now vies in popularity with the Mikado Loop coiffure. The method of arranging it is As follows the hair is combed Down on he shoulders and than divided into three parts and these again subdivided making an upper and a lower Plait of each division. There will now be six braids. Cross the two Middle ones and wind them to form a Coil. Pin them securely and carry the other braid round them. Bringing the last two Over the top and fastening the ends securely underneath. Care must be taken that the braids Are pinned Flat to the head. Well outlining irs shape. The Coll May be arranged either High or Low according As it suits the wearer. For those to whom it is becoming the Basket braid is worn Low on the Nape of the neck. These braids Are known As Emigrant or dutch braids. Loose soft loops fastened with fancy pins upon the Crown of the head will be a generally popular style with a lightly curled bang and very Little Friz at the Back. If Tbs bar is very stright it May be slightly crimped by braiding in very Small braids Over night. Comb the hair to the top of the head. Tie it securely with a rubber band. Divide into two parts and draw one strand into a Loop knot and put the end of the strand through the Loop then turn it under and fasten it on one Side of the head. Arranging a similar knot on the other Side. Pin the loops close enough together to conceal the tying. The pointed bang is the rage. The Mikado bang an Ltd the new russian bang Are both of this shape. The Ruskin bang is lighter than the Langtry and fails in Light Flat rings in a Point on the forehead leaving the temples Bear. The Mikado bang As it is called is made by cutting the front hair very Short leaving it not Over an Inch and a half Long. The exterior of St. Joseph s Church Corner of Barre and Howard streets and of the clergy House adjoining the Church on Barre Street will in it oiled and pencilled and Tho Interior of the Church will be beautifully frescoes. The wooden altar will be replaced by one of Marble a new Gilt Cross has been put on the Tower of the edifice and the old Iron railings in front have been taken Down. Maury rendered a verdict for the defendants yesterday. As before stated in the Sun the suit was on an alleged contract for �700 insurance on a shipment of que Citron bark from Norfolk. A. A Hamburg. Germany which was damaged to the extent of half its value in transit. The plaintiffs contended that the defendants closed the contract by Telephone which the defendants denied. Judge Stewart ruled that conversations by Telephone should be regarded in the same Light As conversations face to face where the parties were properly identified by voice or otherwise. The testimony was positive on both sides and the Burden of proof being on the plaintiffs the jury found for the defendants.
