Baltimore Sun (Newspaper) - June 18, 1895, Baltimore, Maryland Ii has reached a major Venable on the at West Point Academy. Low Standard of admission too much work is crowded into the four years course. Comparison of military in this country with that Given in Europe improvement at the Academy in Many respects made in recent years thoroughness in drilling. Major Richard m. Venable of Baltimore who was appointed by president Cleveland As one of the Board of visitors to we it Point has returned to this City from a visit o the military Academy. The Board of visitors to Vest Point consists of eleven members two senators appointed by the vice president three representatives a notated by the speaker Aud six me in tiers appointed by the president. The present boar i besides major Venable Are senators Sims and Frye representatives Wheeler. Washington Aud Milliken. Gen. Thomas j Wood a reared officer of the United states army or. Sigourney Butler. Of Boston formerly comptroller of the Treasury or. Jane Way the eminent new York physician major Wright marshal of the United states supreme court and col. Peter Hairston of Virginia. The duties of the Board Are to visit West Point june i and remain there until june 12, with such occasional additional visits As they May determine on. They Are to attend the examinations inspect the condition of the buildings and grounds examine into the , discipline Aud Drill of the cadets an i the finances commissary and quartermaster departments Aud make a report with recommendations to Congress. In speaking yesterday of his visit to West Point major Venable said Quot it is Clear from nil Ourore of information that the military Academy has in Mauv respects been greatly improved in recent years. The commissary department Aud food Supply now under the direction of major Spurgeon Are As Good As could be desired. Toe Hospital now under control of major Torney. A Marylander is in the Best possible condition and the same n a be Sal i of the quartermasters department. There Are a number of additions and changes to a made about the buildings. A the Drill of the Ca lets in infantry cavalry and Iii Field and heavy artillery has always been most the addition of swimming pools thorough gymnastic under a competent instructor and practice in fits of horsemanship have improved the Phi Seal training of the cadets what is of still More importance is the fact that the discipline is probably less harsh than formerly although abundantly severe. The treatment the cadets receive from their Fellows is Oey Tummy less harsh than formerly. It seems to me that so far As the is concerned. West Point Bas reached a crisis. J he Standard of admission is Low ii was axed Early in the Century when the Standard of admission was Low in All of the colleges. Yet it is expected that a West Point graduate will. In training be on a n Equality at least with the graduates of the Best colleges in the country. These colleges however have All raised their standards of admission. A student entering one of them inst be from one to two years in Advance o a Cadet entering Vest Point. Quot if. Therefore the position of West Point is to be maintained in comparison with other schools the Cadet must accomplish in four years what a s u Lent in Harvard Yale or Princeton has to accomplish in five or six. Toe attempt is made to do this. The result is that everything is compacted into these four years that can be put into them and the St deut is kept it too High a degree of tension. He has o rely too Mohon memorizing and the Ledency of the course is to exact too much memorizing and to make information rather than faculty the end sought. Quot it course it May be said thut the object is to make soldiers and that the training necessary to that end is different from that required for civilians. Rut warfare is becoming More and More scientific and the culture demanded of the Soldier must be broader Aud Fuller than formerly. An examination of the training in the staff colleges of Europe shows that military training there in breadth and thoroughness is keeping fully a Brens with the tracing of laymen. In a sense i i America Quot est Point is our staff College. In Case of War it would furnish generals and staff officers to our Volunteer urine and the training should be up to the Best Standard anywhere. Quot i saw no one at Quot est Point who did not think the Standard of admission should be raised. This done there will be a remedy for any deficiencies in the scope and nature of the on an Early train this morning major Venable left for a visit to Virginia. He expects to return next monday. The sessions of the jury will begin this morning in the second Branch City Council chamber in the City Hall and will continue daily until they Ara completed. Several weeks Are expected o elapse before the jury will be ready to make a decision As Tho counsel for both sides have considerable evidence Aud arguments to offer upon what they consider a proper valuation of Tho property. The entire estate amounts to 905 acres of which 252 Are now owned by the University while the remainder was purchased by Tho City several years ago for use by the City water department As a Reservoir now called Lake Clifton. Albert Arnold called on the mayor yesterday to protest against the recent ruling of the Park commissioners requiring Bleimes to carry lighted lanterns a Jia if hour after Sundown and also to ring Bells Wuen meeting Aud passing vehicles. J hey said that horses were More easily frightened by Tho Bells than they would Lee by the sound of the Bumbau voice and that tile ringing of Bells to warn pedestrians caused confusion which could be avoided if the Bells were not rung. They further contended that the Rule discriminated in favor of horse vehicles. The bicycles in the Parks outnumber the either vehicles ten to one they said. And there was no reason Why bicycles Ghoul i Bor quire to carry lights and ring Bells while carriages were not required to do so. They also sail that bicycles have Bee recognized at Law As vehicles and they insisted that if one vehicle should be required to carry lights All other vehicles should be required to carry them. The mayor said he fully agreed with the committee and would Call a special meeting of the Park commissioners for next thursday to consider the protest. Mcadoo will go after he leaves port Royal but he Hopes to get through inspecting the naval militia of All the states by july i. Uncle same a object. In speaking of the governments interest in the naval militia. Lieutenant Scheutz said a the organization of the state naval militia had its origin in the desire of the government to establish a Reserve Supply of trained men on which the Navy could draw in. Time of emergency. For a Long time it was unable to form this Reserve but four years ago the naval militia of Massachusetts was organized and Tho example of the old Bay state was followed by now York and California. Then other states took the matter up and now there Are organizations of naval militia in Rhode Island. Connecticut new Jersey Pennsylvania Maryland North Carolina South Carolina Georgia and Michigan in addition Quot to chose in Massac us setts new York and California. In Virginia Aud Vermont organizations Are in course of for ablation. The appropriations. A these organizations Bear a relation to the Navy ? to that Bicu the National guard bears to the United states army. The government makes an annual appropriation of $25, xxx for the support of the naval Reserve the Money being apportioned among the various organizations in accordance with the proportion which the number of officers and men in each state organization bears to the total number in All the states. The object of these appropriations is to Arm and equip the naval militia. No portion of it is available for uniforms. In addition to the appropriations. An act to promote the efficiency of the naval militia was passed at the last session of Congress by a Boob the Navy department is authorized to lend such vessels boats and ship equipments As Are not required for the general service to the governors of the states having an organized naval militia. New service for old ships. California will get the Swatara. New Jersey the Portsmouth and Connecticut will Goethe old Monitor Wyandotte which it was originally intended to lend Maryland but Maryland took the Dale in preference. This has exhausted the number of vessels the department May land to Tim states. The vessels axe used by the holding themes armoires. The us tee Are required to keep them to repair that is to keep them in As go al condition a they were when they received them end when demanded by the government to return them in that condition reasonable Wear. Of you Rue excepted. A raises fur practice. Quot ii addition to the lending of the Veneta to the state organisations it is the desire of the department to give the naval militia pro bloc Prutsos during the summer on the new vessels of the Navy. Last year the naval militia of Massachusetts held their annual drills and target practice of Board the Mian Tonomo and Atlanta. The Rhode Island divisions were Given a four Days course of on Tho Mian Tonomo. The Connecticut militia had a similar course of trial lung on Tho Atlanta in Long Island sound. The division of the new York militia had a week of on the new York and san Francisco. A the battalion of North Carolina had an Opportunity Tor and target practice on the Montgomery la connection with practical exercises on Board the Monitor Nantucket. The Michigan division had an in strut Ilvo tour of duty on the Steamer Michigan on the lakes. Movement in its infancy. Quot Tho movement for the formation of naval militia organizations 1 regarded us being still in its infancy Hod Gratifying results Are expected from it. Everything that the Navy department eau do to encourage it will be done. Already the Mon Eulis cd number Between 2,Suo and 3,iwo. This is an excellent Reserve Force an i it will no doubt to largely increased or perhaps doubled in snort time. The Standard of the men in these is High and the training Trier will receive in their organizations will make them it it a exceptional Val us to the Navy in Case of need. Just what a heir relation will to to the regular service in Case of their being Colte l oui by the government and How Tho two forces shall Best and most efficiently cooperate in any distinct plan for the National defense has not Ticen marked out Ai yet.
