The republicans tired their great gun of the Campaign last night at the music Hall. To make this mass meeting a Success they bad quietly worked for some time and the efforts were successful. Tew larger gatherings have Ever been see in i City. In Point of attendance it was nearly of not quite As Luric us the great democratic rally held it the same place two weeks ago. The Hall was packed to its utmost capacity and a crowd variously estimated in number it i 4.tx i to 7,Ogo Wam on the outside of the building in enthusiasm the meeting was second to Noue held in the present Campaign. Every speaker was greeted with cheers every prominent Republican received applause. Ivy clubs paraded ostentatiously and behind bands of music to the Hall but in buy clubs turned out their members in Force and Al each arrived it was greeted with applause. To these last i venture a suggestion Reform does not move fast. It must endure some reverses. Its devotees need All the perseverance of the saints. He then undertakes to account for this by showing As the first item of expenditure Oxer $239.000 As the floating debt of the Hooper administration but h i Falls to mention that the Malster and on reeled in addition during 1898 Over $1.380.000 taxes in arrear from the Hooper administration. Quot As appears from the City collector s report for the year ending december 31. 1897. The collection during that year fell More than $334.000 below the estimate of collection made by the committee of ways and Means and on which were based the expenditures for that year. Surely this $334.000 is an asset against the $239.000 liability of the Hooper administration and the latter is properly chargeable against the $1.380,000 actually received by the Malster administration from taxes in arrears during the Hooper administration. It is to be regretted that one of the financial officers of the City should thus fall to appreciate rudimentary Princl ply is of or. The average tax rate for that period was $1.63 on the Hundred. Under the four years of Republican administration it Lins averaged $2.06% on a basis $20,000,000 larger than that the democrats levied on. Quot they claim that they were compelled to put up the tax rate because the democrats left a floating debt. That floating Dent was incurred in outlays upon the Belt in excess of the yield of taxes by the Belt and was to be and will be repaid by the taxation of the Belt after this year. But the republicans although claiming that they made their Large Levy to meet this floating debt never paid one cent of it. Since it was funded under an act of Assembly. Even with this High tax rate and without paying a Dollar of the democratic fit a Tang debt the first Republican administration left a floating debt of its own of $236,. Or. Malster claimed that this floating debt left him by his re publican predecessor necessitated the levying of Twenty five cents More on the people and hence he raised the tax rate to $2.25 on the Hundred. Had they been kept in full operation there would have been another floating debt at the end of 1898 instead of a measly Little surplus despite the oppressive rate of $2.25.
