Rep Bryant will play a key role in the special legislative session a he a cosponsoring one of the several finance Bills to be considered by the legislature Anderson rep Bryant the governor and the speaker Are saying the special session is going to end within a week or to Days Long before the 30 Days Are up the House and Senate reportedly Are farther Way now than they were during the regular session As far As a school finance goes will the special session be Over in a week a Bryant Well i think it s possible i would like for it to be because i would personally like to go Back Home and make a living i Hope it is not Over in a week because i done to think we can adequately Deal with the Issue education that we spend Over half of the state budget on. In one week s time and if we do it in a week it la be because it will be rushed through and hurried up and i Don t want to see that happen Rusk John will a meaningful school finance solution come out of this special session regardless of How Long the session May be or is this going to be a waste of the taxpayers Money Bryant i have introduced a Bill along with reps Coleman. Jones and others that is an equalizing Bill that takes us a Little farther Down the Road toward trying to equalize the Gross discrepancies Between the Rich the very Rich and the very poor school districts in Texas. The speakers Bill however is a step backwards. It gives More Money to Rich districts i sincerely Hope we done to pass that Bill and go Home and pretend that we be done a Good Job. Burka the chairman of the House education committee Tom Massey is quoted recently As saying that the Bill they re working on now gives tax Relief where its needed most to the Rural districts. Do you agree with that statement that that a where its needed most Bryant i disagree with the factual statement. It does not give tax Relief in any substantial form. It is a phony a cooked up political Deal basically that was designed to allow or. Massey and the speaker to go Home and say a look at what All we be done for you for tax Relief a i think if their Bill passes when their constituents see what a pittance in tax Relief that they re getting thai they will consider it to have been a hoax on them Burka the Urban Rural problem is apparently at the Crux of the disagreement of the school finance controversy. John Bryant we ought to look at the taxable wealth that is the Market value of the property in each school District and determine which districts need additional state Aido they can provide a basically Good education the Rural members want to determine the value of the wealth of their districts according to the agricultural use value of their property instead of the Market value and that a unsound economically and its certainly not fair to my constituents. Burka in the entire school finance controversy there seems to be an underlying Assumption that there is a relationship Between the amount of Money spent and the Quality of education do you accept this premise Bryant yes i do accept the premise i realize that there Are some flaws in the premise if you study it closely but in general. I have never advocated absolute Equality Between the school districts in terms of the amount of our error this mistake was truly disturbing. The second paragraph in the second editorial in wednesdays paper a permanent problems at the permian basins a was totally confusing. While the Page was being prepared the first line of this paragraph was somehow replaced with a line from the first editorial and our proof readers did t catch it the paragraph should have read. A that would t be As disturbing if Itab had several thousand faculty members like the University in Austin does. But it does t a a Money they spend. I do not necessarily want to see a Cap on enrichment i just want to try to narrow this tremendous embarrassingly huge Gap Between the poor districts some of which have Only $30,000 of Market value per student and the Rich districts the richest of which has $16 million of Market value per student. Burka How much value Are we getting for our educational Dollar in Texas How Good is Texas Public education have you done much work on this9 what is our general reputation Are we getting our Money a worth9 does our school finance system work at All Bryant our school finance system does not work to insure that the less wealthy school districts Are Able to give a basically Good education. It s pretty Clear if you look at the dropout rates in the very poor districts and the rates of people from those areas that Are on welfare Rolls that go to prison that take up our social services a those areas Are the areas that Are costing us Money in the Long run it makes no sense to continue providing or operating a system that provides a substandard education in those areas because the product of those schools ends up on the welfare Rolls and we have to pay for it again. Anderson what must be in that package to satisfy the Rodriguez decision of san Antonio Bryant i think we have to continue moving toward equalization of course the Rodriguez decision did not Rule that our system was unconstitutional it did say that our system was wrong our Bill or the Bill that passes ought to give the most Money to the school districts that Are Able to provide the least at the present time and the least state Aid to the Rich school districts that can provide the Best education available already with local funds.
