What the Tov frument has Dene and is doing me kick. Wounded and destitute va., oct. 12th, 1802. In tay letter of yesterday i endeavoured to show what May be accomplished by the intelligent and Well directed Effort of one state in Tho matter of providing for its wounded soldiers Anc Relio Virog Ita sick and destitute. Tho state referred to was Georgia and Tho Agency through which its Charity and benefactions distributed was the Georgia belief and Hospital association. It was Gbowu that Tho state in addition to Inge individual contributions of Money , Medicine and stores had appropriated the sum of $200,000 for the thus k and wounded that Tho established four Large Ilos a that those hospitals matrons nolo sop a dist retribution among Tho troops from geor sons from to Gin and the very needy from other states a a a bodies and where extra baggage and express freight might be stored free of charge j and that the association had in its Ein poly a number of agents to who upon the a occurrence of a Battle repaired immediately to the scene of action carrying with Thom a Supply of medicines bed sacks sheets tools bandages clothing &c., collected up the wounded from their state and rendered every assistance moral and physical it was in their Power to bestow. It was shown also that these agents were industrious and Good feeling who did not wait for the sick and wound cd to come to them Bat went oat in search of the sufferers Quot got them into As com tor table quarters As , hut Beds of Straw under their weary limbs furnished them with a change of clothing and nursed them like Brothers As they Are. To Day i propose to show what the government is doing for the sick and wounded under the same circumstances not with a View a finding fault but to indicate the defects in Tho system it has adopted to Tho end that they May to corrected. It is customary after a Battle has been fought to celled the wounded together in temporary hospitals or Send them to the rear. At Richmond they were placed in the hospitals in that City after the second Battle of Manassas Thoy were sent Back to Wai Reulon and other towns in the Vicinity and at Sharpsburg they were sent across the River to and thence to this place and Stanton. The regimental surgeons dress the wound and set or amputate Tho limb As the Case May be before uie patient passes from their hands to the rear. Some of these operators perform their work skilfully and conscientiously others do it hurriedly and ignorantly whilst a few do it in a manner that can Only to properly characterized As brutal. I have known of cases of amputations whore the lapping part of Tho flesh was sewed together Over the Bono so stupidly that Tho thread would disengage itself and Tho Bone be exposed in less than Twenty four Honra. The object of Many of Tho Field surgeons seems to to to get through with their work in some sort of fashion As soon As possible and turn their subjects Over to the Hospital surgeons. While engaged at the solemn duty every time Thoy administer Brandy total inpatient they take a drink themselves. This part of their work is is Perlo mod with great auction and conscientiousness. In a majority of instances Bowe Vei i am glad to say t he Field surgeons do quite As Well us could be expected of Young men who have had but Little practical experience in the Art of surgery. In cases of Ordinary sickness they Bavo but Little to do inasmuch As the government has been Able to furnish them with but few medicines and they have consequently Bat Little to administer. But it is when the wounded fall into the hands of the Hospital surgeons that his greatest sufferings just begin. I do not mean such surgeons As those in Tho Richmond hospitals which Are located in a Large City under the Eye of the government and Are provided for with careful Malron and nurse Sund an ample Supply of Hospital stores the circumstances surrounding the officers if nothing else would constrain them to perform their duties. But i allude to the surgeon sin those hospitals which Are improvised in the rear of., the army is at this place and Warrenton and who being of Little value at Richmond and other Central Points Are Toht to the country. Shall i Daguerreotype two of the surgeons for you Sam Weller would Call them a saw Bones a and perhaps that is a More appropriate term for them than surgeon. Nearly two weeks after the Battle of Sharpsburg two Young gentlemen of irreproachable moustaches wore introduced into my room Ata hotel in this place by the Landlady who informed to that they would to my room mates for Presont. It appeared from their conversation that they had just arrived fam Richmond that they had been action in the capacity of assistant surgeons there Lor nearly a year and that Thoy had been dispatched to assist in taking care of Tho wounded in Tho Batty inf Sharpsburg. Two questions of much magnitude occupied their attention for half an hour or Moron to wit 1st, whether they should report to Tho surgeon of the Post in person or by not 2d, whether in Tho event they reported in person they should a dress up a or go As they were. They finally decided to dress first and then Send up their report in writing. Tho consideration which brought them to this conclusion arose from Tho fact that they wore without paper and the idea of going into the Street to Purchase a Supply in their present plight could not to entertained far a moment. T after washing and scrubbing Ever so Long their hair and moustaches had to be cure fully cleaned and oiled their uniforms covered All Over with Gold lace neatly dusted and their boots auly polished. Ono of them put on a raffled Calico shirt with a Large Diamond pin and immense Gold Slu is a pair of White Pant Falcons and a handsome Black cloth , made up in the extreme military style. He first thought he would Wear a pair of Gaitor shoes but on consulting a a Jim Bis companion it was finally agreed that boots would by a -?>4 they Are of no Uso flu item skilled in their profession the neatness toilet and Tho delicacy of their noses would totally disqualify them for Sich work As this. A Hospital at Best is not a desirable place to abide in but and filled with vermin and crammed with sick and wounded men whose wounds Are Sel of a dressed and Whoso necessities require them to submit to the most disgusting practices they fall Bat Little if any Short of Purgatory. The buildings selected for hospitals instead of being in to quiet plots ant locality Aro almost invariably located in the most noisy dust and dirty part of the town. It was so at Corinth and it is so in Winchester in a the Purmor place they were located immediately around the despot where the cars were running Day and night and where the wagons from the Camps were constantly arriving and departing whilst Tho houses in the rest of Tho town which Tho owners had been required to vacate were occupied by generals and their butterly staff officers there Aro soveral Hundred sick and wounded men Here and yet if i am correctly informed the surgeons did not bring with their a single cot bed sack Sheet or Trivel or a solitary change of clothing for the wounded Somo of the men Are now lying on a Seant Supply of Straw with a foul Blanket Over them who Are otherwise As naked As when they first came into the world i the Little clothing they had was torn off when Ali or wounds were dressed and it was impossible a to be cover their Knapsacks after they were wounded. But for a few cots in Tho York Hospital which is very Well kept said to Havo been the wounded As could not get into private houses is As deplorable As it can be. The surgeons were late in arriving Liege and Cru july slow As you , in reporting idler they had armed. Tho agents of the Georgia Relief and Hospital association reached Warrenton with their a supplies nearly a week in Advance of the surgeons sent up from Richmond. The same is True As to this place. In less than Twenty four hours alter their arrival Here the Linio required tor some of Tho government surgeons to arrange their toilets and report for duty they had visitor every Hospital in the town gathered up Many of Tho wounds furnished them with a Chango of clothing and gone to work to scare separate Hospital buildings for their accommodation. Why cannot the government surgeons show equal activity and humanity ? one thing has impressed to More painfully than All others connected with the array. It is the Little concern which the go i comment its offie ors and surgeons show for Tho lives of their troops. A great Parade is i made Over a single piece of artillery Cap i tured from the enemy and yet what is such a trophy compared with the life of an Able bodied Man even when considered As to its military value ? we have none too a Many men in the South Tomt we should adopt a system so disregard Ful of life. The whole country is interested in the life and health of vory Man in it and if some of the Energy displayed ii forcing feeble and unhealthy conscripts into Tho Servito were shown in taking care of Tho sick and wounded the army would be All the better for it. A planter who would take As Little eare of his slaves As the government does of its soldiers would soon have none to care for while he would be driven out of Nib it a 8trong Law _ my become the Sot rank better. So to put on the boots having finished the. Elaborate toilets and started ont of the room the following laconic dialogue ensued boots i say Jim done to you think we bad better take a drop before going Down Jim yes i do think we had. I feel rather shaky after last nights affair. They courteously inquired after a moments hesitation whether i would not join them but i was suffering at the time from Yovor consequent upon a chill and a fever of indignation that such stupid creatures should be sent Herd to attend to Tho wounded and 1 declined to participate. They returned to the room after on hoards absence complained that they had to walk so hard so far through the boat and dust to get a Little paper prepared their note to the chief surgeon who is represented to be a Man of Industry and Energy replied promptly ordering them to a certain Hospital which Thev proceeded to take charge of the next morning nearly Twenty four hours after their arrival in town. You Are ready to pop such ainu Gentry of what use in a dirty hos men with the Community by his indignant neighbors. P w. A. Northern sews. Another Battle in Kentucky. A great Battle was fought to Kentucky on wednesday Between Lexington and Richmond in which the confederates under Kirby Smith were completely repulsed flying in disorder and throwing a Way their arms. Their combined Force is supposed to he about seventy five thousand men. It is probable that they have received further reinforcements. You will remember that some time ago Bragg was expecting Breckinridge up with reinforcements there is reason to believe that Breckinridge has come up but whether with reinforcements or not remains to to determined a teen received by mrs. There is no escape for them. Thoy have an advantageous position for defence hut if the position can to carried they i re ail taken its in a trap. Their Only Hose now is in desperate lighting. A int Porto a the on respondent of the Mobile advertiser amp Rogister writes from Holly Springs miss., under Date of the 14th, As follows Tho report of Tho Battle which i sent Yon from Tupelo was substantially Correct and there Are but few changes to be Mado in its statements. The affair resulted most disastrous to our arms and was an unfortunate Blunder which should not Havo been committed. I telegraphed Feu from Tupelo that it was understood that Bat one general was in favor of the movement and sanguine of Success. This statement i Havo found since to to True in every respect. I have Learned from both Gen. Price and Gen. All opposition proved useless and Dorn with determined madness equal to that of Charles a advanced his unwilling army into the murderous trap that had been set for them.
