To enemy reoccupy harpers ferry because we had abandoned it it being no part of gon. Leeds plans to hold it after to had caught the Garrison with their armstid supplies. Tho enemy has also sent scouting parties up the East Hank of inc Shenandoah and across Tho River film Williamsport whilst on Iho other Side of the ulue Ridge to has pushed Forward his recon issuance As far As Manas a Middleburg and Warrenton. But it is not believed that he has any considerable Force anywhere on the South Side of the Potomac. On the contrary the Best opinion would seem to be that his troops Are distributed along Tho Ortli Bank of the River at Williamsport Shepherdstown and such other lords As Tho confederates would be Likely to Uso in the event of another Advance into Maryland. The Birco at Harper a ferry is probably designed More to protect the workmen engaged in rebuilding the Railroad Bridge at that Point a than to take part in any contemplated offensive movement. Mcclellan May Hope that our army will retire up Tho Valley As Winter approaches and elms Nablo him to regain Possession of that portion of and Ohio Railroad lying in Virginia. This Road will he almost indispensable in subsisting Lii Striny und Tho inhabitants of Washington City during t he Winter especially should the navigation of the Potomac which is frequently the Case be obstructed by ice. It will require a great Deal of work to repair the Chesapeake and Ohio canal another important Channel of supplies Cut off by our army when it passed into Maryland. Thus you will perceive there is no foundation for the rumours of a Federal Advance set afloat by the Sensat Ioji journal in Richmond. If Mcclellan has thrown any considerable body of troops across the Potomac the army sent to watch hint is certainly ignorant of the fact. The reports brought by a passengers on the earn a so fro a Dontly relied upon by those journals Liko the reports brought in by cavalry pickets deserve very Little consideration ninety nine out of every Hundred being Idle As. The wind. The tvo never been More Mel though How Long this Calm will last it is not for me to say. It May break to Daj or to Morrow or next week but at this time there arc no indications to Lead one to anticipate an Early renewal of hostilities in this Quarter. If instead of crossing into Maryland to had remained 011 Tho South Side of the Potomac is it probable that Mcclellan would have come offered us tattle not at All. A Viig crossed and re crossed the Potomac is there any reason that would not have existed if to had never gone into Maryland Why to should do so now. I can see Nono. Is it Thon Gen Lee s policy to remain quietly where he is c. To Advance a second time into Maryland i am not in his councils any More thin i am in Mcclellan a. Gen. Lee Isa Wiso and cautious Man who a refrain eth his lips Quot in accordance with the proverbs of the Wise Man. If to has any confidants they Are but few a Jackson and Long Stenot sometimes it is believed Toombs great intellect is needed and he a stalled in. Ocean Only judge of Gen. Leeds plans therefore us he does of Mcclellan so by what he sees Aud hears. And thus judging one finds hut Little reason except in a contingency not now anticipated for believing to shall return into it is not improbable that both go Norals Are waiting for the usual autumnal floods in the Potomac. A drought of Many weeks has Prev ipod through the Region whose and consequently it is now very Low and easily forded at Many places. If therefore Mcclellan should retire to Washington the Way into Maryland would be left open and undefended. So if Lee should withdraw in the direction of Tho Tappahannock the Federr is could proceed to occupy this Valley and All Tho country in front of Washington or should lie retire leaving Jackson behind they would probably throw an overwhelming Force across the River before which he would find it necessary to Retreat. Alter the Advent of Winter however and the Rains and floods it invariably brings in its train in this latitude Jackson might be kept Here with impunity whilst Lee with to main body of his army might safely of into Winter quarters behind the Kappa an Nock. A so Long therefore As the Potomac remains at its present Low stage so Long is it probable two armies will confront each other from its opposite Banks. Neither Side Cun afford to Retiro Aud leave the Way open to a invading Force. A lady who lately came through from harpers ferry says the federals in Lurge numbers Are busily engaged at work upon the Railroad Bridge at that Placo and the fortifications necessary for its defense. They Are erecting a. Series of elaborate works on both sides the River embracing All Tho hights which command the town As Well As the Fords roads and Mountain he which it is approached. This found their trip urgent and particular that will induce Gou. Lee to Grant permission to pass his lines and when they Cross the River it is Only to fall into the hands of the enemy by whom they Aro detained As prisoners. Some have passed their Friend on the Road some have found them Only wounded when they were reported killed whilst some had received Only slight injuries who were reported to be mortally wounded. Natura has set her seat upon these a state and marked them out to be you friends and allies. She has bound them to you by All the ties of geographical uni Commerce and productions. When the passions of this unnatural War shall have subsided and reason la Esnes her Swaya Community of interest will Force commercial and social coalition Between Tho great gain and Stock growing states of Tho n Orth All accounts concur in one Iesu cot that West and the Cotton tobacco and sugar cannot be otherwise than Gratifying to absent mothers and fathers via the kind treatment extended to our wounded who fell into the hands of the enemy. The Federal army is provided with a full complement of surgeons who Havo ample supplies of medicines ice Lemons bandages amp a and who Are in a condition to give our wounded better treatment than i we can ourselves. A few of the Confederate surgeons have been allowed to visit our wounded at Sharpsburg and such is the report they bring Hack. It is reported also that flags of truce have been passing Between Gens. Lee and Mcclellan for what purpose i am not informed. It May be however will to furnished with a statement of Tho condition Olour wounded in the hands of the enemy which will doubtless be published for the information of the Public. I. W. A. The 6cn. Braggs address to the people of Northwest. Gen. Bragg Lias issued from his Headquarters at Bardstown ky., one of the strongest addresses which has been issued by any military mat during this War. It is addressed to a a to people of Tho Northwest. A he assures Thorn that the Confederate government is waging this War with no design of Conquest but Quot to secure peace and the United slates of its pretensions to govern a people who never have teen their subjects and who prefer self government to a Union wit i a the further assure Thorn that Tho Confederate government and people deprecating civil Trifon from the by Gluting and anxious fora to acetyl adjustment of All differences growing Gutof a political separation which they deemed essential to their happiness and Well being at the moment of its Ina Gration sent commissioners to Washington to treat for these objects but that their commissioners were not received or even allowed to communicate the object of their Mission and that on a subsequent occasion a communication from the Oft Lic Confederate states to president Lincoln remained without answer although a reply was promised by general Scott into whose hands the communication was delivered. That among the pretexts urged for the continuance of the War is the assertion that the Confederate government desires to de Prive the pm cd states of the free navigation of the Western Rivers although the truth is that Tho Confederate congresses by Public act prior to the commencement of Tho War enacted that a Tho peaceful navigation of the Mississippi River is hereby declared free to Tho citizens of any of the states upon its Borders or u Pon Tho the Borders or its tributaries a a Dee Lara Tion to which our government has always been and is still ready to adhere. The address concludes As follows from these declarations people of the Northwest it is .Manifesl that by the invasion of our territories by land and front sea we have been unwillingly forced into a War for self defense and to vindicate a great Principio once dear to All americans to it Vit that no people can be rightly governed except by their Awn consent. We desire peace note. We. Desire to see a atop put to a useless and cruel effusion of blood and that waste of National wealth rapid Nitcy. We Are now As Ever ready to treat with the United states or any one or More of them non terms of Mutual Justice and Libor Lily. And at this juncture when our arms have been successful on Many hard fought Fields when our people have exhibited a constancy a fortitude and a courage worthy of the Boon of self government to restrict ourselves to the same moderate demand that to at the darkest period of our reverses a the demand that the people of the United states cease to War upon us and permit As in peace to pursue our path to happiness while they in peace pursue theirs. We Are however debarred from Tho renewal of former proposals fur peace because the relentless spirit that actuate Tho government at. Washington leaves us no reason to expect that they received with Tho respect naturally due by nations in their Intercourse whether in peace or War. It is under these circumstances that we regions of the South. The. Mississippi River is a grand artery of their Mutal lives which men cannot sever and which Novor ought to have been suffered to it it be dist bed by antagonisms and the a nudity and the Bast. It is from the East that come the germs of this bloody and the most Una Lural strife. It is fro 11 the meddlesome grasping and fanatical dispose ten of the same people who have imposed upon you and us alike their tariffs internal improvement and fishing Bounty Laws Ali Rohy to have been taxed tor their aggrandize sent. It is from the East that will come the tax gatherer to collect from you the mighty debt which is being assumed Mountain High for the purpose of running our Best customers and natural friends. \vhe11 this War ends the same antagonism of interest policy and feeding which have been pressed upon is from the East and forced us from a political Union when we had ceased to find safety for our interests or respect for our rights will Bear Down upon you and separate from a. People whose traditional policy it is to live by their wits upon the labor of their neighbors. Meantime you Are being used by them to tight the Battle of emancipation a a cattle which if successful destroys your Prosperity and with it Yuri Bow markets to buy and sell. Our Mutual dependence is the work of Tho creator. With our Peculiar productions convertible into Gold to should in a Sta a of peace draw from you largely the products of your labor. A j come then to Yon with the Olive Branch of Pence and offer it to your acceptance in the name of memories of Tho past and the ties of the present and future. With your remt fans the responsibility and the option of cruel and wasting War which Only end after still greater sacrifices in such treaty of peace is we now offer or of preserving the blessings of peace by the simple abandonment of Tho design of subjugating a people Over whom no right of domination has been conferred on you by god or Man. A Braxton Bragg Gen. C. S. Army. Army Savannah Republican. What Georgia Lias done Roar her kick wounded and destitute soldiers. Winchester va., oct. 10th, 1862. My stay i Ore has brought to a Good Deal in Contact with the surgeons and hospitals of the army and Finco there is no subject of More importance than the presentation of the health of the troops upon whom the country relies for the establishment of its Independence or of More interest than the Means adopted for the cure of and wounded i propose to devote this and my next letter to a faithful statement of such facts and circumstances As have come under my own Eyo or been derived from trustworthy sources. To those who Are fond of Reading graphic descriptions of events which Aro not infrequently apocryphal the subject May he stale and unprofitable and yet to the ignorant Aud intelligent alike it a full of deep personal interest. That the Reader May see what Eon be done by intelligent and Well directed efforts i Shail employ myself to Day with some account of Tho Histo operations of Tho Georgia Relief and Hospital association and to Morrow shall contrast Tho performances of the government with the acts of Tho association when brought together on Tho. Field. Nearly All the s tates have their separate hospitals in Richmond but i select out the Georgia Relief and Hospital association a because its agents wore the first to arrive Here after the late Battle As they were at m Afi Assas and because an Opportunity has thus Boen afforded to to compare what they have accomplished with what Tho government has done. Tho association had its origin or the Street Corner in Augusta. Georgia i bout the 25lh of july 1861. Intelligence had first of Tho Battle at Manassas und of the destitution in the of medical and Hospital supplies whereupon judge Starnes invited a few persons Vrh oin he happened to meet on Tho Street to unite with him a Public meeting. The from to be state and the same for All Confederate troops who might become sick or wounded in defence of the state of Corgia. In carrying out Tho objects proposed Tho association has sent. Surgeons info the Field and to the depots for the wounded where they Havo been congregated in Large numbers after important Battles. These surgeons Quot Havo carried with them supplies of medicines and bandages to supplement to stores furnished by Tho Confederate government. In this Way drs. Steiner and Dearing of Augusta Camak of Athens and Billings of Columbas All eminent in their profession have rendered important service to Tho troops of Georgia and frequently 1 those from other states. The association Lias also organized and fitted foil Large hospitals in Tho City of Richmond some of which were the first in that City. Of these hospitals or. H. F. Campbell was chosen medical director with whom there Lins been associated a efficient corps of surgeons and assistant surgeons from Georgia. These hospitals Havo been constantly supplied with nurses medicines commissary stores arid delicacies above what the government allows and the co operation of several ladies who have been acting As Marous and nurses has been permanently Boc Rod. Permission has also Beon obtained from the government though not without Tho most Strycu Zoub of foils to group together the georgians in these hospitals thus rendering More easily available to them the generous gifts of their a Tate and at the same time affording to parents and a friends at Home greater facilities for learning Tho condition of the sick and wounded. In addition to All this the association assisted by private cont Hutins has furnished the hospitals two chaplains the Rev. We. H. Crumly and Rev. J. W. Talley who minister to Tho spiritual wants of the patients and in Many other ways Render important service to the sick and wounded. It has also largely assisted the government in fitting up hospitals in Savannah Augusta Atlanta and other Points in Tho up Node racy and has frequently filled requisitions for medicines by Confederate Field surgeons of its ability where such surgeons could not obtain supplies from Tho medical purveyor of theron moderate states. The requisitions thus filled Havo been numerous and opportune As Tho receipts of the surgeons making them abundantly show. But the Good work of Tho association does not close hero. It has a clothing department and furnishes to georgians wherever found sick wounded or destitute in hospitals or on the Field a change of clothing frequently Tho Gro tost Boon that can he bestowed upon the ragged and dust Cov Jred Soldier. For this purpose a Largo Storo room has been rented in Richmond. This is the depot of supplies for the troops in Virginia much the larger portion of the Georgia regiments being Here from which Are sent out to All the hospitals and As far As practicable to All the regiments in the Field. Obeso agents Are faithful and energetic men whose hearts Are in the work and who see for Tho wants of the men take their names company and regiment and hand to the soldiers in person such clothing As he most needs. In this Way thousands of georgians Havo Boen Elo Thod within the last few months. Nearly or quite ail the Havo Tion to sufferers from Texas and Arkansas. This simple narrative will enable the Render to appreciate Tho character and Objet to of Tho association to Zeal and Active a. A is. To. A off j a a it a to a a Ity of its officers and agents the rapidity a a i the readiness with of their movements _ which they adapt themselves to the requirements of the service and Tho vast amount of unrecorded Good they whilst the association has riot sought to take the Placo of Tho government yet it has Boen a most valuable and efficient auxiliary in relieving the destitute and earing for Tho sick and oui ipod. As an Ovi Donee of the Energy with which its a fonts per Orin their duty j. Need Only mention that immediately after nows was received in Richmond of the late Battle of Manassas or. Selkirk or. Camak Rev. Or Cru a Loy chaplain Rev. Or. Potter corresponding Secretary and or. Jones tons Tho cars for Rapidan station and these proceeded Over Tho hot and Dusty roads to Warrenton a distance of forty Miles on foot Tho doctor carrying his Case of instruments on Liis Back. Their medicines and Hospital sep plies wore sent Forward in wagons and were Tho first by several Days to arrive at Warrenton. They finished no their work there in time to procure fresh supplies for Tho wounded in the Battle at Sharpsburg and came on to tins place As fast As steam and horse Power could bring them la Hoy were the first to arrive Here also As their supplies for the sick and wounded wore the first to to received. They proceeded immediately to Procuro buildings for hos Pinals got the wounded from their own state together and Havo since been supplying Tho needy with clothing and looking alter the wants of the wounded with an Industry cheerfulness and judgment i have never seen equalled. In the Day or. Crumley assists in dressing wounds distributing clothing &o., and at night he visits Tho hospitals talks with the men sings and prays for them or delivers Short lectures As they May desire. All t his service is rendered gratuitously. It is True the association pays the exp a lenses of its Gottsand allows them a Small us r. To pay for their clothing shoes &c., but the amount is so Small that they May be said to give their services to the Good eur Iso. How sublimely does the conduct of such men compare with that of the Speculator and extortion or it is Lazarus and dives Over again. Thus we have seen what Ono Stato is do ing for its sick and wounded to Morrow to will examine and see what Tho government is doing in Tho same wide Field. The present organization of the executive committee of the association is us follows lev. J. It. Wilson chairman Rov. W. J. Hard Rico chairman j. M. Newby esq., recording Secretary Rov. We h. The sacred right of. Self defense a that some of the consequences of Flo . Shall fall upon those who persist in their refusal to make peace. With the people of the Northwest rests the Power to Pul in end to Tho. Invasion of their Homes for if unable to prevail upon the governments in the exercise of their severally can sepure immunity from the Deso lating effects of Good canvass the City und obtain do unions to procure ship plies and medical assistance for the sufferers in the first Groat but Ilo of the revolution. Subsequently this committee of five was organized into a Central Board which appointed a number of travelling agents to canvass the state org auxiliary associations Ami obtain donations of Hospital stores and Mousy. These agents were very successful and a Large number _i-____.1 ?1 in a of auxiliary associations were formed. In october a mooting was called in Augusta at which were present representatives of the auxiliary associations and contributors to the cause. The name of Tho Central Board was dropped a Constitution a a a a i adopted and the Georgia Relief and 1 in which they can draw clothing from the store in Richmond Whu the agents cannot visit their several commands in person. The agents Early with them wherever they go not Only suppl is of clothing and shoes when to be had but of medicines and Hospital stores such As shoots towels bandages wines splints amp a. Such extra baggage As the men cannot carry on the March is allowed to be stored True of charge in the warehouse of the association in Richmond and All express freight arriving there for Georgia troops is taken 1.0 the same place und eared for until Tho Oupor who is immediately notified by letter of its arrival can Send for if. From this store Hospital stores Are for warded with dispatch to the Battle Field wherever it May to or to such Points As the army May be occupying for the time with such agents us May be required for their speedy distribution. In this work the general agent of Tho association or. J. M. Selkirk and the special agent for Virginia or. J. Camak Havo rendered incalculable Relief to the troops. I have never known two More faithful and energetic icon. In addition to his other duties or. Camak who is an accomplished surgeon and physician devotes much of his time to the wounded and sick and with an Assiduity and care that could not be exceeded if the patient were his brother. Moro recently the association has adopt cd yet another planto extend its usefulness tile re Are Many troops who Are Able to pay fish clothing and who do not Home a amp it a j a w mately within the scope of a Relief and Hospital association for the sick and destitute. Tho association Lias therefore do tor mined to keep in the store in Richmond a Supply of clothing to be sold to All Georgia troops who May desire to buy at Primo Cost which at Tho is not one they have to a Ray else where. For example it furnishes shifts at 81.75 apiece for Shiou they would have to Puy elsewhere 84.66. Should a he re Lincoln a visit to the Confederate wounded at Staeps Bung a the Washington of the Cincinnati commercial who was with Lincoln in his Lato visit to Tho army on Tho upper Potomac relates the following As strictly True after leaving Gen.
