I have therefore demanded Confederate Treasury notes which pass As currency and can be used by the state in payment her own indebtedness and her current expenses. 1 Trust the claim May in paid without much further delay. The soldiers families a coding Over one half Bushel will he allowed Tho preference in this distribution upon Tho payment Tho prices paid by others. Many a poor family will need Little More than Tho half Bushel which they receive under the first distribution. Those having More Means can afford to pay Tho prices paid by other citizens for what they need Over the half Bushel. It affords me much pleasure in this connection to state that a company patriotic citizens having its office in Troup county and another in Augusta have obtained priv Eiges to make Salt at the Virginia works and Are now turning out a Large Quantity daily. The making 500 bushels per Day and Tieso companies will 900n average Oach that Quantity daily. They propose first to Supply themselves and to sell to the citizens the state without speculation. Tho state and each these companies has had much difficulty in procuring Tho necessary labor and material to put their works into successful operation. This difficulty has been overcome however after some delay which we would gladly have avoided. I feel that i should fail to do my duty wore i not to state in this connection that Tho people this Stato two much gratitude to Hon. C. H. Bigham who is a member your body for his great Energy Aud activity As the president the Troup company. Helms spent his time at Tho works and superintended in person and Lias rendered very valuable service to the company and to the state. The Railroad companies the stat have promptly responded to a Requeni a made by Ine that they carry the Stai a Salt to the depots Deposit and thence the depot distribution for each Cit free charge. This entitles them to thanks the whole people. I have dered that the Stato Salt the Salt made the two companies from this Stato and Al Salt purchased at Tho works by persons or county associations for their own use when no speculation is intended be carried free charge Over Tho state Road. As no appropriation had been Tnador which could to used in carrying out my contract for the Virginia Salt i ordered the treasurer w. Amp a. Railroad to Advance to the commissary general sufficient funds to moot the necessity. It will be necessary that the Money to refunded to him to enable him to keep his accounts correctly. For this purpose i recommend the appropriation Ono Hundred thousand Duars to be used in the Purchase Salt and refunded to the Treasury the state when the Salt is sold. Tho two companies from this state with my approval acted in like manner and have expended Largo sums in preparing to make suit not for speculation but for bom Supply. Other states also followed the example Georgia. I am not aware however that the state Virginia Mado or till a Lato period attempted to make a contract with the proprietors the works for the privilege to make Salt on state a count. About Tho time the works this stale and other states were going into successful operation the legislature that honoured Commonwealth again met in extra session and finding that the people Virginia wore in need Salt authorized the governor in Case necessity other resources failed to seize the works Sis tor states within her Borders. This seizure made takes from the families Georgia soldiers Nowin Virginia defending Homes the people that Stato More immediately than their own All Hope getting Salt in time to prevent Groat Sufferino to the late act her legislature that Georgia was making heavy expenditures at the works to which she did not object. We must confess that the question were submitted to the people upon the arguments presented by the governor and Tho court respectively we have no doubt but that ninety nine hundredths would agree with the governor. Thero is no sort question in our own mind but that the weight argument is almost entirely on the governors silo.
