Athens news courier serving Athens amp Limestone county Community of tradition and future the strays Bleak statistics will Rise if proposed Law adopted by Donna Brinson the Athens Limestone humane society is charged with one of the More unpopular responsibilities of any local government Agency putting animals to a a sleep. And the unenviable task of destroying unwanted animals is expected to get have an increase in business soon if the City administration approves a a proposed update of the dog Leash Laws. Last year More than 13 million dogs and cats were put to death in animal shelters across the nation. Of this number 1,816 were put to death by the Athens Limestone county humane society. While this number May seem to be a Large one it really Isnit once various factors Are considered though it would be wonderful if every animal brought to the humane society could be adopted into a Home. Last year from october 1977 to september 1978, the local society picked up 1,372 dogs and had an additional 900 brought into the shelter. Of this number 1,327 were put to death. While the humane society does not pick up cats it had 702 brought in during this same period of time. Plus there were an additional 25 other animals which includes injured cats which they picked up. Of the number of cats they had 489 were put to death. According to Darlene Embry Secretary for the society a lot of animals Are put to death because of injuries or illness. However before the society May do this to an injured or sick animal they must first have a vet Marian examine the animal to determine whether it May be treated. If the doctor says treatment is inadvisable then he signs a statement of that nature and the animal is put to death by either a shot or Carbon monoxide. Animals which the shelter has housed for a Long time and is unable to place the animal in a Home May be put to death by the Carbon monoxide method. Is. Embry says the shelter does not like to put any animal to sleep but they have to to make room for the other animals which Are brought in daily. According to is. Embry the Carbon monoxide method is odourless tasteless and painless. The animals Are placed in a Box into which Carbon monoxide is pumped from an engine. She went on to say that hardly anybody will adopt an animal which is sick or injured an animal which is vicious or a female animal. Since these animals cannot be placed into a Home then the shelter has to do away with them to make room for the daily additions. However she stressed that the society makes every Effort possible to the animals a Home. While the society does not pick up dogs with a City License sometimes the animals Are brought in or they Are reported As being strays. Is. Embry said the society attempts to Contact the owner and return the animal to him. She reported that almost 100 per cent of the animals the shelter has with licenses Are returned to their owners. An animal which is found regardless of whether he has a License or not must be held seven Days at the shelter before being put up for adoption. For animals without licenses the fee is 5 for a an animal under three months old. For an older dog the fee is $7 plus $5 for a rabies shot in addition to the City License fee. If it is a Large animal then the fee is $10 plus $5 for a rabies shot in addition to License fees. Court officials said wednesday the court also postponed the aug. 10 execution Date for Brian Keith Baldwin who was sentenced to die for the robbery and murder of a Hudson ., teenager. The stays were granted tuesday to give their lawyers an Opportunity to file appeals with the . Supreme court. The state court would have to set new execution dates if the inmates lose their appeals. Cade was convicted in March 1978 for the aug. 3, 1977, murder of Sizemore who was shot five times with his own pistol while he was in Vestiga ing a disturbance in a Rural Community. Witnesses testified Sizemore tried to drive away after Cade wrestled the revolver away from him but they said Cade shot him As he sat in his patrol car. The court of criminal appeals said in upholding cadets conviction that he was guilty of a a cold calculated and deliberate a whatever the Range of demonic thoughts that passed through the sadistic mind of the defendant it appears that he intentionally shot and killed sheriff Sizemore a the appellate court said. Baldwin was sentenced to die for the robbery and murder of Naomi Rolon a 16-year-old girl who was abducted in Hudson Her body was found at Camden Ala. The state supreme court ruled 8-1 in june that the state had the right to prosecute Baldwin and Edward Horsley under the Alabama capital punishment Law although the crime began in North Carolina. The court said the two men stabbed see execution Page 2 registration today Council plan May revive old fashioned Trade Days by Reg Garrett Athens May follow the Lead of such communities As Scottsboro and Lacon with establishment of a Trade Day in the downtown business District returning to a practice mice familiar in the City. The path to this proposal was opened this week when members of the City Council and business interests conferred on a new parking scheme for the downtown shopping area. The result is a plan which some of the City leaders say will automatically attract people to an open Market or Flea Market around the courthouse Square. The much bantered downtown parking situation has in recent months become an Issue with several plans discussed by the City Council and discarded with no action taken. Another Issue resurfaced this week however bringing the City leaders together for another try at developing a workable plan. The Athens police department reported having trouble collecting overdue parking violations from a number of county elected officials leaving the City in a quandary Over How to Deal with a problem that first came up last fall and was thought to have been resolved at the time. The Council at that time made some of the parking spaces around the Square available unmet red but some of the officials were ticketed for overtime parking at metered areas and have not yet paid the fines. The parking plan discussed this week by four of the Council members City planner Jack skipper chamber of Commerce manager Don Hays and members of the Athens downtown merchants association proposes removal of All meters around the courthouse itself and establishing a two hour time limit at All other parking spaces in the City. According to councilman Bucky Patton this plan should make available approximately 180 parking spaces to either free or two hour parking in the downtown area. The idea of reviving the open Market in Athens has been discussed from severer angles by the Council Patton said with one suggestion that several lots in the City might be used for this purpose on weekends when traffic is lighter. Councilman Gilbert Whitt said wednesday morning that he favors having the Market around the courthouse possibly a spreading the word and holding the Selling swapping Market on one weekend each month in the manner Scottsboro conducts its Trade Days around the Jackson county courthouse. The Morgan county Community of Lacon holds an open Market each weekend. Both Whitt and Patton speculated see Council Page 2 shift seen in local with building geared to renters by Donna Brinson while the total number of construction projects in Athens is Down for residential dwellings there is an increase in the number of multiple family dwellings being constructed Over the same six month period for last year. Statistics collected from building permits concerning residential dwellings show there Are More multiple family units being built than there were last year. At the same time the expenditure on construction including alterations and addition for All structures has increased. In 1978, during the months of january through june there were 61 residential dwellings built. Of this number Only five were multiple family dwelling with a total of 40 units. However for the same six months of this year there were 55 residential dwellings under construction. Of this total 10 were multiple family dwellings to House a total of 144 family units. As the statistics show there is definitely an increase in the number of multiple family dwellings being built in Athens. According to building inspector shorty Coggins this reflects a trend in Athens towards apartment instead of houses. Jack skipper City planner said that in the past Athens Nas had few houses for rent. A apartments will increase the rental capabilities of the City a he said. He went on to say most apartments Are occupied by the newly married or those persons on a moderate income. The Cost of buying or building a House is forcing these persons to live in apartments or trailers he concluded. From january 1978 to june 1978, the total amount spent on All types of construction was $3,807,461 while during the same period this year the total expenditure was $5,182,764. These total amounts include residential houses multiple family units residential garages and carports stores and mercantile buildings other non residential structures and Bank offices and professional buildings. According to skipper while Athens is growing it is still Small enough with no nearby town to Stop expansion in All directions from the City. However the slowest expansion area appears to be the extreme Northern part of the City he said. He went on to say that while the Industrial Park is located in the South of the City and Industrial expansion is headed in that direction there Are still industries in the North part so there May be a turnaround with Industrial expansion heading toward the North. Another trend which skipper says is occurring is one involving residential houses. There is currently More custom building than speculative building he said.
