Primaries after Congress ends will test Roosevelt a prestige by Mark Sullivan on the last Day of president Roosevelt a week end vacation at his Home at Hyde Park the most important news from Hyde Park had to do with the government reorganization Bill. The dispatches said that the president immediately on his return to Washington would take up with his leaders in Congress the question of reviving the government reorganization Bill. After or. Roosevelt returned he had a conference with his congressional leaders. Subsequently he held one of his regular press conferences. At the press conference in response to a question he said that any announcement about the government reorganization Bill would come directly from the leaders in Congress. Still later the leaders in Congress gave out a formal statement. They said that Quot no further Effort will be made to pass the reorganization Bill at this they added that in their opinion the american people Quot overwhelmingly desire some kind of government reorganization and that at the convening of the new Congress next january the subject would be taken up. What Lay Back of this mane vering for understanding we had Best turn away from the government reorganization Bill. Let us turn to a wholly different Bill the wage hour Bill and the course it took in Congress. Pay hour Bill Case cited a wage hour Bill was Defeated in the House in december by a vote of 216 to 198. The defeat while narrow was sensational. It was the first resistance by the House to the presidents new Deal program. Because of this the defeat was universally recognized As a setback for the president. As such it was comparable to the Senate a rejection of his court measure. For More than three months the president s prestige was in decline. During that period he took several Steps which were generally regarded As inexpedient from the Point of View of his own interest. One was his giving out of a letter on March 31, in which be said a i have no inclination to be a the inexperience of the president s action was interpreted by his opponents certainly As evidence of inner disquiet caused by his loss of prestige. Then came on May 3. The Florida primary. A candidate senator Pepper who ran As a too per cent new dealer and who had Boen publicly endorsed by the presidents seere tary son was conspicuously victorious. At once the political atmosphere changed. At once the president s prestige Rose. The a evident recognized it his critics and opponents recognized it. Tile president was buoyant. To pressed his advantage on several fronts. The Walt the and hour Bill previous v Defeated was again brought Forward in the House on May 24 tire House passed the wage hour Bill by a vote of 314 to 97?the same House which four months Beloid had rejected the Bill by 216 to 198. True the wage hour Bill which the House passed was materially different from the one it had previously Defeated. At once some of the presidents advisers and almost certainly the president himself were moved to press for still further advantage. They turned to another rebuke the House had administered on a different Bill the government reorganization Bill. They considered having this rebuke also reversed. They considered reintroduction of the government reorganization Bill. About this too. The rebellious House would be a put on the about this too the House would be forced to Swallow its previous action. But the presidents leaders in Congress declined to help. Where does this leave us the government reorganization Bill is put off until the next Congress a new Congress whose membership will be determined by next november s elections. But How about the larger question How goes the presidents fight to restore his prestige particularly to make his party in Congress subservient to him the principal present objective of the fight is to a a purge the democratic senators and representatives who have opposed the presidents measures especially those democratic senators who last summer opposed the president s court measure. Against these War was declared immediately after the president received encouragement in the Florida primary. Rather the War was not declared it is As with Japan and China carried on without being openly declared. Quot purge plans mapped senator Gillette was to be Defeated for renomination in Iowa. Senator Smith of South Carolina was threatened by a rival who announced his candidacy from the Steps of the White House. Against senator George of Georgia dark threat was made a potential rival. Governor Rivers was a visitor at the White House. Threat was directed at senator tidings of Maryland. Against senator Van nuts of Indiana doom had already been declared. Hand in hand with War against the democratic senators who had opposed the court measure went assistance Tor those who had stood with the president on that measure. To senator Mcadoo of California the president wrote a Public letter saying he hoped senator Mcadoo would remain in Public life which was much the same As the president saying to the democrats of Ca that he hoped Thev v a id renominated or. Mcadoo for senator. The outcome of the War will App a in the democratic primaries place from now until september cop Vrr it 1938, new York Tribune i in.
