Advisory board rejects Diehl rezoning request By ALLISON FOREMAN Severna Park Staff Writer The Planning Advisory Board voted to keep a produce stand owner's land on Robinson Road as residential last week, going against fcounty planners' recommendations and the owner's zoning request. _' The board passed the motion ,on Doug Diehl's property at 10 Robinson Road, recommending the property stay at R5 its current residential zoning The ruling is not final, but if it is passed this fall by the County CouncD, it would pre- vent Mr. Diehl from storing produce there for his McKinsey Road stand, as he has done for more than 20 years. Planning Advisory Board mem- hers met for more than five hours Wednesday to take a stand on every comprehensive zoning request in Severna Park. The Diehl rezoning request took up a large part of the .board's discussion. Capital graphic Mr Diehl asked the county for split zoning on his property. He wanted to keep the front portion that faces Robinson Road as resi- dential and change the back portion to commercial so he could continue storing fruit and vegetables in two large garages. Giant will build a new store at mall By ALLISON FOREMAN Severna Park Staff Writer Months after announcing its to rebuild in Severna Park, Giant Pood officially has signed the lease for its new 'grocery store in the Severna Park Mall The mall, located at the corner of Ritchie Highway and McKinsey Road, is in the process of being remodeled into a shopping center with a strip of stores. The facility will have a new name Severna Park Marketplace as well as a new facade when it opens late 2000. Demolition of the mall space be- ;gan several months ago to make for the new Giant, but crews ittll need to remove the mall's concrete slab before the space can he turned over to the grocery chain, isaid Robert Stanton, vice president jof Dlvarls Real Estate. The Virginia-based real estate Company acts as a leasing agent for Jhe mall's owner, John Hancock Life Insurance Co. of Boston. The new Giant will sit next to ind offer more space and variety than the existing store, which opened in January 1975 The exist- ing store will remain open until the new one is finished. Giant plans to jopen its new store by February, Mr. "SUnton said Terms of the lease were not re- leased. The grocery store will join Kohl's one of three "big box" retailers at the- property Kohl's, which will .move into the former Caldor space, .will sit next to the new Giant and should be finished by April 2000. The indoor section of the mall began emptying in 1989 and closed in April 1993. John Hancock took control of the property in a January 1995 bankruptcy settlement of a million mortgage debt. The previous owner, Severna Park Me.ll Associates, had been planning a million renovation but went bankrupt before it could begin The Small Area Planning com- mittee voted this spring for split land use, but county planners desig- nated the area as entirely commer- cial after viewing the committee's recommendations. Planners said they were hesitant to recommend split zoning because it can be diffi- cult to control. The county, however, is in the process of rewriting the commercial and industrial zoning codes a task that could change the prop- erty's final outcome. Mr. Diehl re- quested a C4 zoning to legally con- tinue his storage practices. That zoning is a more intense classifi- cation than C3, which is present throughout commercial areas in Severna Park. If the C3 definition changes to include a use such as Mr. Diehl's, he may have a better chance of getting commercial zoning. Severna Park community has long (been) opposed to having a lot of C4 in the central core of Severna said Pat Troy, chair- man of the Small Area Planning Committee. Mr. Diehl said he was disap- pointed at the board's decision but he hopes the recommendations from the Small Area Planning Com- mittee and county planners will still have some influence. "I just want to use my garage for he said. Going against county planners' recommendations, the board also voted to keep several properties at the intersection of Ritchie Highway and Route 10 as residential. Mem- bers cited concern about access to Ritchie Highway and potential traffic as the reason. The Planning Advisory Board also voted on the following proper- ties: Mighty Spray Car Wash at 2 Robinson Road stays as C3 zon- ing. John Meyer's property at 5 Robinson Road stays as R5 zon- ing Eleanor Freeman's property at 12 Robinson Road stays as R5 zoning. Medical Development Associ- ates' property at 22 Truck House Road stays as R5 zoning. Overall, the board did, a thorough and thoughtful job Wednesday, Ms. Troy said. But there are some unresolved issues with the process, she said. "I think that the primary thing really is that the PAB and the Small Area Plan Committee were really working with different con- Ms. Troy said. "Our job was to recommend land use. We didn't have to think about what kind of zoning it would be." Instead, county planners and the Planning Advisory Board make the official zoning recommendations. Ms. Troy said now that the county is reviewing the zoning code, it will be interesting to see if any zoning recommendations change. "I think that the timing of all this is very she said. The Planning Advisory Board, is finalizing its recommendations on the zoning requests and the Small Area Plan and will eventually for- ward them to County Executive Janet S. Owens, who will then forward the project to the County Council. One staple of summer, the Severn River Swim Club's mighty fighting Shark Swim Team recently finished its season The team's 140 members fought off all competition in Division IV of the Central Maryland Swim League and capped it by winning the team championship at the SPY-sponsored Anne Arundel County Swim Meet. Carrie's fellow Sharks say she will be missed, and they wish her well as she gets ready to begin her studies at Georgetown University. Speaking of starting school, Woods Memorial Presbyterian Church is inviting all educators in Anne Arundel County to join them on Aug. 29 for a service to honor and bless those who teach. The service will begin at a.m., with a reception following in Fellowship Hall. Carol Parhant, superintendent of county public schools, and members of the county Board of Education have been invited.
